  • 연안역이란 해안선을 기준으로 인접해 있는 육지(연안지역)와 바다(연안해역)를 포함한 개념이며, 배후 육지와 바다를 합친 자연환경대이다. 국토해양부는 연안역의 체계적인 개발과 보전을 위해 "연안역관리법" 특별법으로 관리한다. 하지만 연안역의 안전시설물에 대한 체계적인 설계지침이나 유지관리 등의 지침서가 아직 만들어지지 않았다. 따라서 현재 연안역 설치되어 있는 안전시설물에 대한 현장조사를 하였으며, 국내 외 도로, 해안, 항만구조물의 안전시설기준을 비교, 분석, 정리하였다. 본 연구에서는 설치된 안전 시설물들의 철저한 현장조사와 설계기준의 비교 분석을 바탕으로 적절한 설계지침을 마련할 토대를 제시하고자 한다.

A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. A Study on Multi-modal Transport Logistics Network Buildup of Harbors in Gangwon in the North Pole Route Era (북극해 항로시대와 강원권 항만의 복합운송 물류네트워크 구축전략에 관한 연구)

  • This study investigates the initiatives of Gangwon sea routes based on precedent studies on the North Pole route to suggest a multi-modal buildup of transport logistics network of Gangwon harbors for the strengthening of logistics efficiency in the Korean Peninsula. The findings were: First, the government should expand railway infrastructure in Gangwon. Second, harbors in Gangwon should each have one speciality to strengthen connection with other harbors by using railway oriented background transportation network. Third, the government should develop industries of EFEZ(East coast Free Economic Zone) in the East Sea Coast in Gangwon to connect resources from the North Pole Sea. Fourth, the government should invite the base of Araon Ho's polar research vessel to play the role of the North Pole Sea route in the near future. Fifth, the government should strengthen the role of the Samcheock LNG base under construction. SIxth, environment-friendly transportation technology should be introduced to reduce carbon emission as much as possible. Lastly, an optimum North Pole logistics route should be developed to connect the Metropolitan area(Metropolitan Economic Zone), Gangwon roads and railway, Gangwon habor, Trans-Siberian Railway and thw North Pole route, and Europe, to strengthen national foreign trade power in the near future.

Extension of Korea Standard of the CAD Drawings in Construction CALS/EC to Adopt the Port Field (항만분야 수용을 위한 전자도면 작성표준 확장 개발)

  • While a vast number of cad drawings are produced in the life cycle of construction projects from the planning, design, and construction phases to the maintenance and control phases, the creation and distribution of non-standard drawings make it difficult for the construction parties to communicate with one another and to recycle, maintain, and control drawings by project phase. The Korea standard of CAD drawing in construction CALS/EC, which stipulates the standard for construction CAD drawings, is based on roads, rivers, and railways in line- and unit-based structures, allowing the creation of standardized CAD drawings. Such standard, however, cannot be easily applied to construction projects with multiple facilities like harbors, housing sites, or lands consisting of surface forms. In particular, port field consist of complex docks and amenities located in a certain coastal area based on multiple objectives. They also contain the concept of housing sites, like background land, and are composed of various civil engineering facilities, construction facilities, and port field, so that the existing CAD drawing standard cannot be easily implemented. Therefore, the purpose of this study is to maximize the efficiency of the information related to drawing information and to ultimately support smooth information exchanges in construction design by conducting a development research on the expansion of the CAD drawing standard that meets the needs of port field.

A Study on Location Determining Choice Factor and Satisfaction Evaluation of Companies in Free Economic Zones: Focusing on Incheon and Busan·Jinhae Free Economic Zones (경제자유구역 입주결정 선택기준 및 만족도 평가: 인천, 부산·진해 경제자유구역 중심으로)

  • This study analyzes Korea's Free Economic Zone (FEZ), by particularly focusing on Incheon and Busan-Jinhae zones, using the Analytic Hierarchy Process (AHP) method and a questionnaire survey analysis. The study compares important selection criteria and satisfaction of resident companies in Incheon and Busan-Jinhae FEZs. The findings are as follows. First, the AHP method results suggest that companies in both Incheon and Busan-Jinhae FEZs are affected by location, economic society, and policy. In subordinate determining factor for land, it is ordered by ease of gaining land, inexpensive rental fee in Incheon and by convenient access to close markets and inexpensive rental fee in Busan-Jinhae. Second, the questionnaire survey results suggest high adjacent market size and easy access in Incheon FEZ and sound logistics infrastructure in Busan-Jinhae FEZ. For this reason, Incheon has a high value of logistics infrastructure and potential market near metropolitan area and Busan-Jinhae, has a high value of transportation Infrastructure near industrial district. These findings will contribute to policy data for activating and promoting the Free Economic Zone.

Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers (북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략)

  • This study was conducted to pave the way for the development and operation of education and training programs to nurture skilled North Korean construction workers. Such programs would help to meet the expanded demand for setting up infrastructure, which is the backbone of the two Koreas' economic cooperation and mutual development. To achieve this initiative, the targets and scopes of education and training were determined by classifying business types for education and training purposes by construction sector. Furthermore, each education and training course and their allocated time frames were analyzed. Issues related to inter-Korean economic cooperation in the border area were also analyzed to determine regional characteristics. Education and training programs were thus classified into three types of infrastructure units: society, industry, and life infrastructure units. Social infrastructure units are the common demand of the whole border area, including construction of roads, railways, and harbors, as well as inspection and maintenance. Industrial infrastructure units are programs for industrial facilities centering on the designated special economic zone in the western part of the border area. Life infrastructure units are programs for infrastructure facilities such as large, complex facilities and residential facilities for the eastern tourist belt side.

  • This study collected and analyzed case studies related with the use of spatial information in North Korea to prioritize construction and required supporting processes in order to propose a short-term and long-term road map for the establishment of spatial information in North Korea. Recent research cases related to the prioritization of spatial information development were analyzed, and priority for the construction of infrastructure was derived based on the interconnectedness and relationship of national infrastructure. Due to the inaccessibility and remoteness of North Korea, all of the five studies determined priorities according to questionnaires and consulting of refugees and knowledgeable figures by expert groups. In summary, priority was given to unarmed and transborder areas, major cities, special zones, and development zones, while in terms of facilities, priority was given to power communication, railroads, water and sewage architectural buildings, roads, and dams. In the case of prioritizing the establishment of national infrastructure for the unified Korean Peninsula, the development of major areas, ports, and the related city-level spots to develop a line that promotes the sharing of routes such as transportation networks, water, and energy, thus leading to a scenario involving the development of cotton at an urban and national level.
