해양 4차 산업 도래에 맞춰 기존 항로표지 역할에 ICT 기술을 융합하여 표준화된 디지털 해양 정보 서비스가 요구되고 있으며, 신항행 안전과 시설 관리 효율성을 추구하는 차세대 디지털 항로표지 기술 개발이 추진되고 있다.. 본 논문에서는 항로표지를 이용하여 해양정보를 제공하기 위하여 스마트항로표지 설계시 고려사항을 분석하였다. 국내외 해양정보 수집 표지의 현황을 조사하여 기존 측정 정보와 관련 기관의 측정 현황을 조사하여 제공 정보를 선별하였다. 지방해양수산청에서 적용중인 기상측정장비의 규격 및 기상표지의 센서 위치를 분석하여 스마트 항로표지 상세 설계시 고려할 사항을 분석하였다.

Recently, IALA has introduced AIS AtoN and standardized Aids to Navigation communication system and the World-wide IALA-Net has announced plans to build the system. Systematic beacon network may offer opportunities to make infrastructure for information service and upgrade AtoN service performance. This paper proposes Aids to Navigation information service network for e-NAV. Network based on AIS is consist of AIS AtoN channels as Real, Synthetic or Virtual AIS AtoN. And inner network is consist of Wireless networks as AIS, WCDMA, WIFI, WlBRO, USN or VSAT. Introducing of various network systems can lead to combine and design among land, beacon and service network infrastructures.

해양 4차 산업 도래에 맞춰 기존 항로표지 역할에 ICT 기술을 융합하여 표준화된 디지털 해양 정보 서비스가 요구되고 있으며, 신항행 안전과 시설 관리 효율성을 추구하는 차세대 디지털 항로표지 기술 개발이 추진되고 있다. 본 논문에서는 실시간 해양 정보 제공을 위한 중형 항로표지 형상 연구를 수행하였다. 스마트항로표지 설계시 주안점을 정리하고, 설계 주안점을 바탕으로 4가지의 형상(안)을 제시하였다. 제시한 형상(안)에 대하여 평가를 수행하고 개선사항을 도출하여 형상(안)을 선정하였다. 본 논문에서 제시한 표체 형상을 바탕으로 스마트 항로표지 상세 설계와 정적동적 안정도 평가 및 수리모형을 수행하여 추후 타당성 검증을 수행할 예정이다.

본 논문에서는 스마트 항로표지를 위한 보안체계 연구를 위해 먼저, 항로표지 관련 다양한 국제표준 중 보안기술 분야에 집중하여 분석하였다. 또한, 스마트 항로표지 서비스별 운영환경 분석을 통해 데이터 유형별 보안 요구사항을 분석하고 이를 기반으로 보안 위협 시나리오를 구상하였다.

본 연구에서는 항로표지시설을 이용하는 항해사, 항로표지관련 담당자 및 유지관리 업체 등 사용자 및 관리자들이 항로표지시설에 대한 모든 상태정보를 실시간으로 확인하여 현장에서도 효율적인 유지관리 및 보수가 가능하도록 이용자들과 관리자들에게 위치기반서비스 제공을 위한 증강현실 기반의 항로표지 및 기상 정보제공서비스(InfoAtoN)와 항로표지시설관리(AtoNMan) 모바일 어플리케이션 플랫폼을 소개하고자 한다.

The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) has been developing the S-201 Aids to Navigation information standard since 2019 for the purpose of exchanging Aids to Navigation data. In this study, the navigation information managed in Korea was modeled using the IALA S-201 navigation information standard system for the management and service of smart navigation. By using the S-201 Aids to Navigation information standard system, the basis for reflecting the information standard system was prepared in the production, exchange, and collection of domestic navigational data. It also intends to contribute to the establishment of an information exchange system between the Aids to Navigation organization, IALA, and countries.

Aids to navigation, which provide information about a ship's position, direction, and the location of obstacles, are crucial for uninterrupted maritime services. This study aimed to analyze accidents involving aids to navigation that resulted in service disruptions and identify the key factors associated with these accidents. Aids to navigation accident data from 2000 to 2022 were utilized to achieve this. We categorized accidents by accident type, cause, region, season, and type of navigation aid and established a network through correlation analysis. Bayesian networks based on aids to navigation accidents were assigned prior probabilities, and the factors that increased the probability of accidents for different types of aids to navigation were identified. The findings can be used to infer the causes of unreported aids to navigation accidents and serve as foundational data for the prevention of such accidents.

국제항로표지협회(IALA)는 항로표지 국제표준을 개발하기 위해 항로표지의 설치 및 관리를 주관하는 기관으로 구성된 비 정부간 국제기구로서, e-Navigation을 고려하여 항로표지 분야의 정보 표준 개발을 위해 국제수로기구(IHO)의 S-100 표준을 적용하기로 결정하고, S-200의 이름으로 제품 표준(Product Specification)을 개발 중에 있다. 본 연구에서는 IALA의 S-200 표준 개발 배경에 대해 검토하고, S-200의 제품 표준의 대표적인 사례인 S-210 IVEF, S-201 AtoN, S-220 MSI 등의 표준개발 현황과 계획을 정리 하였다. S-200 표준은 IALA가 핵심적으로 개발하는 표준이며, e-Navigation 체계에서의 각 서비스에서도 활용될 것으로 예상되므로, VTS 서비스 및 연구 담당자는 IALA의 S-200 표준 개발 내역 참조가 필요할 것으로 사료된다.

미래 해상환경에 대응하기 위해 기존 항로표지의 기술 및 역할에 ICT 기술을 융합하여 스마트한 해양 서비스 제공을 위한 노력이 계속되고 있다. 본 논문에서는 현 항로표지 통신 시스템의 문제점을 분석하고 스마트 항로표지 시설 고도화를 위한 최적의 통신 시스템 및 다중 통신 플랫폼 개발 방향을 제시하도록 한다.
