  • Each country has recently established and operated so called Aids to Navigation(AtoN) AIS system collecting and transferring information on the sea state and AtoN's position. Korea has also decided to introduce the system and been establishing it. And it has already installed and operated this system in Incheon and Daesan. For the purpose of giving the national standards of AtoN AIS, this paper is to investigate the present states of AtoN AIS systems in the above two area and to suggest the improvement to the operation of AtoN AIS system. To make it, the paper deals with the international regulations of related AtoN AIS and the cases of foreign's AtoN AIS system installed and also investigates the operation states of the system, in five modules such as system management, system composition, information, function and cooperation. The followings are concluded; improving the inconsistency of system management, reducing operator's confusion caused by excessive display of AtoN AIS system, improving the problem of receiving unnecessary information, improving the functional problems caused by AIS communication inability and improving AtoN AIS information which is presently not used on board.

  • 현재 진행 중인 '스마트 항로표지 현장시설 고도화 연구'는 '확장이 용이한 다목적 플랫폼 설계', '스마트 항로표지용 최적 통신장치 개발' 등이 포함되어 있다. 이 중 AIS-ASM은 AIS를 기반으로 특정 응용에 특화된 메시지를 보낼 수 있는 수단이며, ASM에 대한 활용 가능성이 증대됨에 따라, ITU-R M.2092-0에서는 두 개의 AIS 채널과는 별도로, 두 개의 ASM 채널을 새로 할당하였다. IALA-AISM에서는 각국의 ASM 메시지를 수집하여 제공하고 있는데, 본 논문에서는 이들을 분석하여 현재 운용하고 있는 항로표지 관련 메시지를 살펴보고, 향후 스마트 항로표지에서 활용 가능할 것으로 기대되는 메시지들을 정리한다.

  • 근래 각국에서는 기존의 항로표지(AtoN)와 선박자동식별장치(AIS)를 혼합한 형태의 AtoN AIS를 도입하여 해상 상태 및 위치 등의 정보를 수집 전달하는 방식의 시스템을 구축하고 있다. 우리나라 역시 국제 동향에 맞춰 AtoN AIS를 채택하여 활성화시키기는 단계에 있다. 그 중 서해안은 해양교통 환경이 매우 빠르게 변화하고 있는 곳으로, 이미 설치된 AtoN AIS 시스템의 관리 실태조사 및 연구를 통한 재평가가 필요한 실정이다. 이 논문에서는 AtoN AIS 시스템을 국내 표준화 시스템으로 구축하기 위한 실용화 및 활성화 방안을 마련하고자 선진국의 AtoN AIS 시스템 구축 사례 및 관련 국제 규정을 검토하여 현재 서해안의 시스템과 비교 분석한다. 또한 실제 선박 AIS와 AtoN AIS 시스템의 상호 연계성을 연구하여 실제 운항하는 선박의 항해사들이 AtoN AIS 시스템을 선박 AIS와 같이 활용 할 수 있는 방안을 제시한다.

  • 연안 수역에서의 해상교통 환경변화에 부응하고 나아가 대형 해양사고 방지와 인명사고 예방을 위해 필요한 해양기상신호표지 시스템 구축을 위하여 해양기상 관측 및 항로표지 정보제공 시스템을 도입, 통항선박에게 안전항해에 필요한 정보를 제공함으로서 해양교통 안전을 확보하고자 한다. 인천 연안의 팔미도를 포함한 15개 항로표지시설에 기상(온습도, 풍향/풍속, 기압) 및 해양(유향/유속, 수온, 파고/파향) 관측시스템을 설치하고 항로표지용 AIS (AtoN AIS) 통신시스템을 이용하여 육상 정보수집 처리서버 및 항행 선박에게 해양기상관측자료를 실시간 전송하는 시스템을 구축하였다.

  • 해양관측부이는 해상에서 일어나는 기상현상, 해양의 변화 등을 관측하는 중요시설물로 주로 원거리 해상에서 운영되고 있다. 이러한 해양관측부이는 원거리에서 운영됨에 따라 Vandalism, 선박운항 부주의 등에 의하여 파손, 유실 등의 사고가 빈번하게 발생하게 되는데, 해양관측부이가 선박 충돌 등으로 인해 손상되면 운영여건 특수성에 의해 복구 및 교체 작업에 많은 시간과 비용이 발생하게 되며, 정위치 이탈 시 2차사고의 발생 위험성이 있다. 본 연구에서는 이러한 해양관측부이의 보호를 위하여 위성전송 파노라마 카메라 및 항로표지용 AIS 등의 장치를 활용하여 접근하는 선박을 감시하고, 상대 선박에는 위험경보를 인식하여 사고를 예방하며, 불가항력적인 사고 발생 시 운영자에게 이를 신속하게 알려 조기에 필요한 조치를 취하게 할 수 있는 방법과 시스템을 개발하였으며, 해당 시스템을 효율적으로 활용할 수 있는 방안을 제시하고, 개발한 시스템의 유용성을 검증한다.

A Study on Data Clustering of Light Buoy Using DBSCAN(I) (DBSCAN을 이용한 등부표 위치 데이터 Clustering 연구(I))

  • The position of a light buoy is always flexible due to the influence of external forces such as tides and wind. The position can be checked through AIS (Automatic Identification System) or RTU (Remote Terminal Unit) for AtoN. As a result of analyzing the position data for the last five years (2017-2021) of a light buoy, the average position error was 15.4%. It is necessary to detect position error data and obtain refined position data to prevent navigation safety accidents and management. This study aimed to detect position error data and obtain refined position data by DBSCAN Clustering position data obtained through AIS or RTU for AtoN. For this purpose, 21 position data of Gunsan Port No. 1 light buoy where RTU was installed among western waters with the most position errors were DBSCAN clustered using Python library. The minPts required for DBSCAN Clustering applied the value commonly used for two-dimensional data. Epsilon was calculated and its value was applied using the k-NN (nearest neighbor) algorithm. As a result of DBSCAN Clustering, position error data that did not satisfy minPts and epsilon were detected and refined position data were acquired. This study can be used as asic data for obtaining reliable position data of a light buoy installed with AIS or RTU for AtoN. It is expected to be of great help in preventing navigation safety accidents.

A Study on the Separated Position of Floating Light Buoy Equipment with AtoN AIS and RTU (항로표지용 AIS 및 RTU가 부착된 부유식 등부표의 이출위치 연구)

  • The light buoy installed on the sea is always flexible, because it is affected by the weather as well as passing vessels. The position of the light buoy can be cached through the AtoN AIS (Automatic Identification System) and RTU (Remote Terminal Unit). This study analyzed the position data of the light buoys for the last five years (2017-2021), as well as the distribution of the light buoys within the maximum separated position. As a result, there was a basic error of 17.9% in the position data. Additionally, the separated position error of 197 light buoys to be analyzed was 70.64%, and the AtoN RTU was worse than the AtoN AIS by equipment. On the other hand, as a result of the plotting the position data of the light buoy, it was classified into four types. The most common percussion center type, the percussion center dichotomous type in which the position is divided into two zones based on the chimney, the central movement type with a fluctuating center, and the drag type, in which the position is deviated from the center for a certain period. Except for Type-1, the type was determined according to the position at which the light buoy was installed. This study is the first to analyze the position data of the light buoy, and it is expected that it will contribute to the improvement of the quality of the position data of the light buoy.

  • If the Visual Aids(light wave signs) is not supplied the general power it is using solar power system. These power supply systems, the role of the charge/discharge control is very important. Introduction of IT(AIS etc.) for the effective management of the AtoN(Aids to Navigation) is a Visual Aids has been added to the device using the power to charge/discharge control, the need increases. The current charge/discharge controller is attached to the inside of the AtoN and checks on and verification of the maritime environment, depending on the difficulty. In order to resolve these issues in this paper, the Bluetooth module is mounted on the inside of the charge/discharge controller and proposed a possible system monitoring at close range. Advantage of the system implemented is a simple configuration and low installation cost. In addition, it can be applied to a variety of AtoN. Also, it has been able to check the real-time status information of the charge/discharge controller at a short distance in to reduce inspection costs, and reduce risk factors that might occur during check.
