An Analysis of Domestic Airmen's Awareness and Demand for Multi-Crew Pilot License (MPL) Certification System (부조종사 자격증명(Multi-Crew Pilot License) 제도에 대한 국내 항공종사자 인식도 및 수요도 분석)

  • A survey was conducted on the awareness and demand for the Multi-crew Pilot License (MPL) to prepare the legal institutional basis for the MPL certification system. A total of 288 airmen were asked questions about the awareness and demand of the MPL certification system, and factors affecting the establishment and participation of MPL training programs. The survey results show the understanding of the MPL certification system is significantly lower than that of the current pilot certification system. The demand for the MPL training program was found to be significant, trainees and low-skilled airmen was greater demand. The factor that has the greatest influence on the establishment and participation of the MPL training program was identified as employment connection (airline recruiting). It is expected that the result of this study will be used as basic data necessary for establishing MPL certification system policy.

  • 우리가 맞이하게 될 기술환경의 변화는 직무의 오토메이션, 정보전달 방법의 혁신으로서의 미디어혁명 그리고 사고(忠考)를 지원하는 지식 지원화를 주축으로 이루어질 것으로 보인다. 이러한 변화는 우리가 산업혁명시 기계화를 맞이하면서 겪었던 변화보다 컴퓨터에 의한 오토메이션, 미디어혁명, 지식지원화는 더 큰 변화를 가져오게 될 것이다. 특히 한 시대의 산업사회의 발전을 가져온 기술이 그 사회를 붕괴시킨다는 전성의 법칙은 우리들로 하여금 새로운기술환경변화에 대비하지 않으면 우리는 기술환경변화에 의해 피해를 감수해야 할 것이라는 사실을 간과해서는 안 될 것이다. 본 연구를 통하여 운항환경에 적용되는 기술환경변화를 분석하여 항공종사자 자격증명제도에 요구되는 개선방향을 도출하였다.

  • Domestic aviation law stipulates methods and matters for safe and efficient navigation in accordance with the International Civil Aviation Convention. Following the International Civil Aviation Convention is very important for aviation safety because it not only presents domestic standards but also ensures that the safety standards presented by ICAO are implemented. If the above criteria are not met, it is a very important regulation as well as domestic legal effect as other member countries can be directly or indirectly affected by intensive monitoring by ICAO even without direct legal sanctions. Domestic aviation safety management conducts safety management evaluation according to USOAP and is considered to have the highest implementation rate among countries that have received USOAP so far. In this paper, we would like to ways to improve by comparing and analyzing how domestic aircraft reflect the contents of Annex 1 based on ICAO Annex 1: Personnel Licensing among the annexes of the ICAO.

  • In this study, it is to contribute to Korean aviation safe system as well as the improvement of the domestic(Korean) aviation mechanic qualification examination system by comparing and contrasting with the advanced aviation mechanic qualification examination system of ICAO, FAA and EASA. In addition, by reforming and improving Korean aviation mechanic qualification examination system, it can be achieved to keep the international competitiveness and can be authenticated even in international standardized countries in aviation mechanic qualification examination system.

  • Multi-crew pilot license (MPL) is a new pilot licensing concept introduced and operated by ICAO. Mostly, candidates for MPL are educated and drilled with competency-based trainings (CBTs). In this paper, to present education and training measures for the domestic MPL application, ICAO documents and Korea aviation laws for pilot licensing, domestic and foreign airlines' employee requirements, and status of operations related to MPL system are identified. Also feasibility of MPL application in Korea is reviewed by checking approved domestic aviation training institutions' capabilities, airlines' pilot demands, and concerns of airlines and trainees with MPL system. Finally, three education and training measures on MPL application in Korea for the air navigation safety are suggested.
