  • The Fly-By-Wire system was first applied to the fighter and its inherent advantages lead to the advent of the Fly-By-Wire civil aircraft. Recently even the small jet aircraft shows the trend of adopting the Fly-By-Wire system. In the future, most of the aircraft are expected to be the Fly-By-Wire type. In this paper, the structure and the characteristics of the Fly-By-Wire system applied to the civil aircraft was described. The development trend of the redundant method of the flight control system, data communication system, control surface actuation system and the control laws implemented by the Fly-By-Wire system of the civil aircraft are discussed.

  • Recently, airport competitiveness measure is not only passenger and cargo throughput but also value-added activities of their hinterland and airport city. That is, airport competitiveness comes from airport versus airport to airport with their own-supplied city and hinterland connected with airport to provide diversified functions. This study surveyed and analyzed how to form a cluster focused on Incheon International Airport and what are important factors to form of cluster in achieving competences. These clusters need government's political support. In this case, there was a shortage of specialized human resources in competent local suppliers, and limited informations sharing.

  • Ever since the permission of overseas travel by the Chinese government in 1983, the Chinese outbound travel market has been growing at an expanding rate. The Republic of Korea has been able to reap great benefits from this growth, and this has been noticeable especially in the aviation market. Chinese passengers count for 23.9% of the total passengers at Incheon International Airport (IIA), and it is no doubt Chinese passengers will remain important customers for IIA. Given the fact that China has such a huge territory and possesses a population of more than 1.3 billion, there rises the need to divide China into smaller regions. By doing so, the different thoughts Chinese passengers have, and the actions they show in terms of travel and airport service consumption according to differing regions can be figured out. With knowledge of the differences, IIA can provide different services to fit Chinese passengers from differing regions, hence increasing the total consumer value and satisfaction rate of IIA. This study has divided China into 5 different regions according to official regional recognition of China, and difference of economical, social factors, etc... With the results obtained from this study, different strategies can be implemented for the 5 regions.

  • Low Cost Carrier(LCC)s in Asia Pacific market are expected to record high growth due to the expansion of Open Sky Policy among Korea, Japan, China and South East Asia. As everybody is aware of, LCC is not only saving flight cost but also creates differentiating business model by reducing unnecessary services such as F&B and in-flight duty free sales services. Booming LCCs in Asian market will cause not only Incheon airport but also other local airports in Korea to compete heavily to attract LCCs. For example, Air Asia Group with more than 200 fleet has expanded its alliance network throughout Asia. Therefore this paper has researched a new business model operating a LCC terminal for the hub airport competitiveness. According to analysis result of case study, it was found out, considering increasing airline demand next decade, Incheon airport and other domestic airports in Korea had better change an existing terminal into a LCC Terminal(LCCT) to differentiate airport services and expand its hub network. That is because of economic feasibility, first of all, of securing hub and spoke networking capabilities with airlines and finally of developing commercial facilities customizing LCC passengers' demand.

  • In this study, the main factors affecting the number of passengers and cargo volume transported by air between Korea, China and Japan over the past 20 years are to be identified. For the analysis, data from three countries' GDP and per capita as well as exchange rates and international oil prices were used, and OLS multiple regression analysis and fixed effect analysis were performed. As a result of the analysis, both the number of passengers and cargo volume transported by air showed a negative (-) direction for GDP, which represents the country's economic power, and a positive (+) direction, for per capita GDP, which represents income level. And the increase in the exchange rate between China and Japan acted in a positive (+) direction on the increase in the number of passengers, and the effect of oil prices was found to be limited.

  • Air transportation demand is consistently increasing in Korea due to economic growth and low cost carriers. For this reason, airport expansion plans are being discussed in Korea. Therefore, it is essential to forecast reliable air transportation demand with adequate methods. However, most of the air transportation demand models in Korea has been developed by simple regression analysis with several dummy variables. Simple regression analysis without considering stationarity of time-series data can bring spurious outputs when a direct causal relationship between explanatory variables and dependent variable does not exist. In this paper, econometric model were developed for air transportation demand based on stationarity in time-series data. Unit root test and co-integration test are used for testing hypothesis of stationarity.

International Airfares and Application of Competition Laws (국제항공운임과 국내 경쟁법규의 적용)

  • The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.

Air Carrier's Civil Liability for Overbooking (항공권의 초과예약(Overbooking)에 관한 항공사의 민사책임)

  • The summary of the case is as follows: a Korean passenger booked and purchased a business class ticket from Air France that was scheduled to depart from Paris and arrive in Seoul. When the passenger arrived at the check-in counter, he was told that all business class seats were occupied. It was because the flight was overbooked by Air France. The passenger cancelled the Air France flight and took another air carrier. After arriving in Korea, he brought suit against Air France for damages. The purpose of this article is to discuss the governing law when interpreting the contract of international air carriage in accordance with the Korean Private International Act (2001) and to analyze air carrier's civil liability for the bumped passenger in the overbooking case. If the parties have not chosen the applicable law the contract shall be governed by the law of the habitual residence of the consumer in the following situations: prior to the conclusion of the contract, the opposite party of the consumer conducted solicitation of transactions and other occupational or business activities by an advertisement in that country or conducted solicitation of transactions and other occupational or business activities by an advertisement into that country from the areas outside that country and the consumer took all the steps necessary for the conclusion of the contract in that country or in case the opposite party of the consumer received an order of the consumer in that country [Article 27 (1), (2) of the Private International Act]. Since the contract of international carriage falls into the consumer contract, the Supreme Court viewed that the governing law of the contract in this case would be the law of the habitual residence of the consumer (Supreme Court Decision 2013Da8410 decided on Aug. 28, 2014). This interpretation differs from the article 5 (4) of Rome Convention(80/934/EEC) which declares that the consumer contract article shall not apply to neither a contract of carriage nor a contract for the supply of services where the services are to be supplied to the consumer exclusively in a country other than that in which he has his habitual residence. Even though overbooking can be considered as a common industry practice, an air carrier must burden civil liability in case of breach of contract for the involuntary bumped passenger(Seoul Central District Court Decision 2014Na48391 decided on Jan. 29, 2015). In case of involuntary bumping, an air carrier must offer re-routing to passenger's final destination by an alternative flight. If an air carrier fails to effect performance in accordance with the tenor and purport of the obligation, the involuntary bumped passenger may claim damages(Article 390 of the Civil Code).

The Analysis on Promotion factors of Air Cargo Transportation in East-South Area (동남권 항공화물 활성화 요인 분석)

  • This study deals with the terms of three connection factors that promote air cargo transportation in the east-south area: a firm's subjective factors, industrial environment factors, and governmental policy factors. According to the analysis results, a firm's subjective factors (4.48) scored highest of the three promotion factors, followed by industrial environment factors (4.20) and government policy factors (3.88). Therefore, it is important to promote to air cargo transportation in the east-south area a firm's subjective factors (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to enhance aviation route development, and (4) to enhance business ability of airlines and forwarders. Next, air cargo transportation should be promoted in the east-south area by considering industrial environment factors and government policy factors.

  • 인천공항 웹사이트에 공개되어 있는 여객운항 데이터를 수집하여 공항정시운항분석을 위한 데이터마트를 두 가지 구축하였다. 이를 바탕으로 항공사별, 국가별, 출항지별, 목적지별 출도착 패턴분석을 실시하였다. 각 데이터마트는 요일, 시간 등과 같은 시간차원, 운항도시, 경도좌표, 위도좌표등과 같은 공간차원, 항공사, 공항게이트, 지연여부, 경유여부, 출도착여부 등과 같은 일반차원으로 구성되며, 예정시간, 실제시간, 지연시간, 지연율 등과 같은 측정지표를 가지고 있다. 특히 데이터전처리 과정을 통해 각 운항도시의 경. 위도 좌표값을 추가하였고, 이에 따라 세계지도 위에 정보를 디스플레이하는 시각화 분석도 실현 가능하게 되었다.
