A Study on US Civil Aviation Security Legislations & Regulations (미국 민간항공보안 법규정에 대한 고찰)

  • US 911 incidents have changed all aviation security system in the world. Especially the US changed all existing system into new one. One of the most fundamental changes is aviation security acts, regulation and several programmes. Based on the new aviation security act enacted in 2001, several code of federal regulations have been amended to strengthen US aviation security system. These regulation also enable new aviation security programmes including several airline and airport security related programmes, K-9 programme, BDO programme and air marshall programmed. All the programmes enables US aviation security improvements. Also the creating of TSA based on the aviation and transportation security act has provided the enhancement of aviation security in US. The purpose of this thesis is studying the change of aviation security system in the US especiatly in terms of aviation security legislation perfective and comparing the system with Korean aviation security legal system and provides possible solution to enhance Korean aviation security legislation and structure.

  • 현대의 항공테러는 단순한 항공기 납치뿐만 아니라 항공기의 공중 폭파, 항공기에 대한 미사일 공격, 공항과 승객에 대한 공격, 그리고 항공 외부 시설에 대한 공격 등 실로 다양한 형태로 자행되고 있다. 항공 교통에서의 불법 방해행위를 사전에 방지하기 위해서는 출발지의 보안 검색이 무엇보다도 중요하며, 이를 위해서 사전 예방적 선제적 항공보안관리 체계 전환, 출입부터 탑승까지 전 과정을 프로세스화한 점검활동 강화, 국제권고기준 항공보안장비 보유와 첨단화 등 미래 변화에 대한 능동적 대처뿐만 아니라 정확한 보안검색과 고객편의의 융합을 통해 세계 최고 공항으로 지향하며, 행동탐지기법의 도입을 통해 일상적이고 포괄적인 보안검색 운영의 약점을 보완하여 항공보안 강화의 토대를 마련해야 하고, 불법 방해행위의 억지를 위해 2015년부터 새롭게 실시하는 국제민간항공기구 상시 모니터링 제도의 항공보안 평가(USAP-CMA) 방식을 적극 검토하여 국정원 공항공사 항공사 등 관련기관 정보 공유, 지속적인 모니터링 및 국내 국제민간항공기구(ICAO) 인증 항공 보안평가관 등과 철저히 대비한 세부 대응 계획을 수립하고 항공보안 전문가 육성을 강구하여야 한다.

  • 본 연구는 항공보안업무 종사자의 조직문화가 조직유효성에 미치는 영향을 규명하기 위하여 항공보안검색요원 300명을 대상으로 집락표본추출법(cluster sampling method)을 통해 자료를 수집하여 분석하였다. 수집된 설문지 중 표기오류, 누락, 전체 항목의 동일 표기 등을 분류하여 최종적으로 272부를 분석에 사용하였다. 연구결과 조직문화는 조직유효성에 정(+)적인 영향을 미치는 것으로 나타났다. 조직문화의 하위요인인 합리문화, 합의문화, 발전문화는 조직유효성의 하위요인인 직무만족에 영향을 미치는 것으로 나타났으며, 위계문화는 영향을 미치지 않는 것으로 나타났다. 또한 합의문화, 위계문화, 발전문화 순으로 조직몰입에 영향을 미쳤으나 합리문화는 통계적으로 유의한 영향을 미치지 않는 것으로 나타났다.

  • The International Civil Aviation Organization (ICAO) has set up the Global Aviation Security Plan (GASeP), which urges member states to transition to more advanced security systems. This paper examines advanced aviation security policies and technologies at both domestic and international levels, and also investigates the underlying reasons for the challenges faced in establishing an advanced security system in the Republic of Korea. Based on this analysis, we propose effective strategies for deploying advanced security equipment at domestic airports, taking into consideration their respective classifications. Additionally, we identify the need for establishing new technological standards to introduce an advanced aviation security system, and provide evaluation criteria for the maintenance and management of technology to ensure the smooth operation of advanced security equipment.

  • The whole world is anxious that aircraft could be used as a tool for terrorism after 9/11. The disappearance of Malaysia Airlines is again adding to fears about aircraft. Because these aircraft attacks cause many human casualties, the purpose of the study is to analyze the problems in the current air security system and to present alternatives. The methodology of the study used a literature research methodology to review the current status of aircraft terrorism and related regulations, such as current aviation-related laws and anti-terrorism laws, and prior studies. The purpose of the Chapter is to present an aviation security system that promotes the safety of air traffic through the prevention of aircraft terror by presenting the roles and improvement measures of aviation security personnel, foreign police officers, intelligence agencies, and legal blind spots and flaws.

  • According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. It is generally recognized that the three major parties responsible for the aviation security at an airport are appropriate government departments, airport operator and airlines. The airlines are the beneficiaries of security activities as well as the provider of security activities. So, their responsibilities have been critical in protecting civil aviation from unlawful interferences. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. The government has the responsibilities not only for establishing regulatory system but also for oversighting the implementation of aviation security activities. The paper is to review the revision of aviation security regulation and the changes of aviation security responsibilities, and costs and task assignment in Republic of Korea after September 11 event. The responsibilities, tasks and costs assigned to airlines, airport operators and government are introduced and evaluated in terms of economic fairness, effectiveness and efficiency of aviation security activities. The drawbacks of new legal system are pointed out and the suggestions to remedy them are proposed as conclusions.

  • In this paper, it is reviewed security architecture and proposed security model about secure aeronautical system, which is considering in the cynical research topics out of aeronautical traffic system. The reviewed contents is treated about security model fur domestic aeronautical system with international security technology trends in the basis of security technology related aeronautical services. In the security framework of aeronautical communication network, it is analyzed data link security technology between air and ground communication, and security architecture in according to aeronautical system, and presented security architecture of U information HUB model. The security architecture of U-information HUB includes the internetworking scope of airline, airport network, airplane network, and related government agency, etc.

  • 2001. 9. 11 aviation terror showed us that there are lots of problems in aviation security and we need efficient counter-plans. According to this event, many countries are coming up with various countermeasures. After first hijacking in 1950, the aviation terror is occurring with more various methods until these days. And the scale is bigger than former so they're making much bigger damages. Especially, the case of 9.11 terror attracted people's eye of the world because of enormous casualties and damages. It aroused many people's self-awakening therefore as an important factor the security is given much weight in the aviation safety. In order to keep the step like this tendency and the development of aviation security, beginning with America lots of countries of the world are pursuing diverse aviation security's counter-plans of new side. At this point of time, for our development in aviation industry we should make efficient aviation security countermeasures. In this study, We compared our aviation security activities with major countries after 9.11 terror.

  • The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.

  • 항공편과 승객의 흐름을 효율적으로 처리하기 위한 디지털 시스템에 대한 의존도 증가와 승객용 기내 와이파이 서비스 등으로 인해 민간항공의 사이버 보안 취약성은 매년 증가하고 있는데 비해 공항에 대한 무장 공격, 항공기에 폭발물 설치 및 납치와 같은 전통적인 테러에 맞춰 마련된 항공보안 관련 국제협약은 사이버 위협에 직접적으로 적용하기 어렵다는 문제를 갖고 있다. 본 연구는 민간항공에 대한 사이버 공격의 예방 및 기소와 관련된 국제협약의 적정성을 검토한 후, 사이버 위협 대응을 위한 기존 국제협약 체계, 잠재적 차이 해석 등을 중점적으로 분석하여 민간항공의 안전을 위협하는 불법방해행위로부터 중요정보 및 시스템을 보호하는 항공 사이버 보안 국제표준 마련 및 이행 촉진을 강조하고자 한다.
