  • 삼면이 바다로 이루어진 우리나라의 특징상 다른 나라로의 이동은 하늘길과 바닷길로만 가능하다. 외국과의 다양한 교류로 인해 비행기와 배를 이용한 승객 및 물류가 증대하면서 항공 교통량과 해상 교통량은 급속도로 증가하는 추세이다. 항공관제는 해상관제와는 서로 다르면서도 비슷한 측면이 존재하므로 항공관제 시스템을 분석함으로써 향후 해상교통관제의 발전 방향을 살펴보는데 의미가 있다. 본 논문에서는 항공관제와 해상관제와의 차이점, 항공관제 시스템의 구성과 해상교통관제 시스템의 구성을 비교하고, 이를 통해 항공관제 시스템에서 해상교통관제 시스템에 적용할 수 있는 기능을 도출한다.

  • Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.

  • 본 연구에서는 항공교통관제 조직 내 지식공유 문화를 조성하기 위해 항공교통 관제사들의 지식공유 의도에 영향을 미치는 요인들을 실증적으로 파악하고 이들이 실제 항공교통관제사들의 지식공유 의도에 어떠한 영향을 미치며 각각의 요인들의 영향력 크기를 상호 비교해 봄으로써 항공교통관제 조직 내 지식 공유문화를 정착하는데 그 목적이 있다. 그 결과 항공교통관제사는 지식경영을 새로운 패러다임으로써 정책적으로 추진하고자 하는 시대적 조류와 이에 따른 지식공유의 중요성에 대한 자각과 개인의 지식을 공유할 수 있는 열린 사고가 개인차원 에서 지식을 공유하도록 유도하는 요인으로 작용하며 더 나아가 동료간의 신뢰와 지식공유에 따른 평가 및 보상이 조직차원에서 주어질 때 더 원활한 지식공유가 이루어질 것으로 나타났다.

  • In this paper, we reviews the need and contents of aerodrome control simulator for air traffic controllers' training. In the view of managing the aviation safety, the departure and landing phases of aircraft are very important, because more than 60% of aircraft accidents and incidents have occurred in the take-off and landing phases. According to the benchmark each as practice type, simulation device and fidelity of reality of the air traffic control simulator, we have evaluated the implementation level of the domestic air traffic control simulator and checked up the current simulator's problems through the air traffic controllers' survey. Therefore, we suggest to the direction of developing a HI-FI simulator for aerodrome controllers.

  • As ground air traffic control at the airport is one of the most important tasks in air transport, attention to the development of a related simulator has expanded all around the world. For this reason, this research describes the characteristics and advantages of this advanced aerodrome traffic control simulator, developed in South Korea, as well as its linkage with A-SMGCS, which is planned to be developed in the future. One of the characteristics of this simulator is that it is possible to train an air traffic controller independently, especially under various conditions such as in different weathers and normal or abnormal circumstances. Therefore, this aerodrome traffic control simulator, through the comprehensive training under various conditions, will contribute to aviation safety and airport capacity enhancement training.

  • According to the recent increase in air traffic more efficient air traffic control automation is required. Aeronautical traffic environment is different from the common traffic environment since it exist controller for control of aircraft And controller have to control jurisdiction hand-off by manual when aircraft move to the other sector. This paper proposes the automatic control jurisdiction hand-off algorithm for efficient air traffic flow management. It is sector distinction algorithm that aircraft move sector to the other sector it recognized sector and then give permission to authorized controller. As a simulation result, so unlilke simply manual control sector hand-off of existing algorithm. we confirmed that proposed algorithm in this paper can do air traffic control more efficiently by performing automatic aircraft. control sector hand-off.

항공 AIDC를 응용한 VTS 관제센터간 선박관제권 이양절차 도입

  • 현재 전 세계 체약국들은 증가하는 항공수요를 충족하고 공역의 이용 효율성 및 항공기 운항의 경제성 등을 제고하기 위해 국제민간항공기구(ICAO)에서 전략적으로 개발하고 채택한 차세대항법시스템(New CNS/ATM, PBN 등)의 각종 항법 및 통신 어플리케이션 등을 도입 적용하고 있다. 이 가운데 AIDC(ATS inter-facility Data Communication)는 조종사와 관제사간 반복적으로 이루어지는 교신(Verbal Communication)사항을 포맷화한 후 데이터로 송출하여 조종사와 관제사 양측 모두의 업무로드를 감소시키며 주파수 점유 시간을 단축시켜 주파수 활용도를 크게 증가시키고 있다. 또한, 비영어권 국가와의 음성 통신시 부정확한 발음 등으로 야기 될 수 있는 인적요인(Human Factor)을 사전 제거하는 등 많은 혜택(Benefits)을 제공하고 있다. 비록 이번 연구에서 항공 AIDC의 모든 요소가 VTS에 1:1 적용 되지는 않지만 AIDC의 주요 요소(TOC, AOC 등)와 우리 해상교통 실정에 맞는 응용 요소(RTOC)를 추가하여 주파수와 관제센터는 다르지만 관제구역이 서로 인접해 있는 구역에 적용시켜 잠재적 위험요소를 사전에 예방하고, 궁극적으로 Service provider로서 이용자 중심의 VTS를 설계하고자 한다.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

  • This paper describes the current research trend and future development direction of autonomous flight of the aircraft. The autonomous flight means that aircraft control system recognize and cope with the emergency situation confronted during the flight by itself. Current research for autonomous flight technology is mainly performed for the application to unmanned air vehicle. Considering advent of future air traffic management system and increasing demand of the unmanned air vehicle application, however, autonomous flight technology required to be combined with future air traffic management system. In this paper, the current air traffic management system and anticipating change in future air traffic management system was investigated and research activities of autonomous flight technology was described as well as future prospect.
