This paper suggests a method for estimating components of variance in one-factor random model. Estimates of variance components are given by the method of moments. Sums of squares due to variance sources are obtained by projections. This paper also shows how to use eigenvalues for getting the coefficients of variance components in the expression of the expectations of the mean squares. The suggested method shows easier and faster than the method of Harley's synthesis.

공정거래위원회는 지난 8월 16일 하도급대금 직접지급제도 운영지침을 마련하고 시행에 들어갔다. 이에 따라 구청$\cdot$교육청 등 행정기관에서 하도급대금 직접지급 의무를 위반하게 되면 해당 행정기관장이 시정명령을 받게 되며, 발주자의 하도급대금 직접지급의무는 수급사업자의 직접지급요청이 발주자에게 도달한 때를 기준으로 하고, 직접지급요청에 특별한 방식을 요하는 것이 아니라 요청의 존재를 입증할 만한 증거가 있으면 되게 했다. 또 공정거래위원회는 하도급대금의 직접자금에 대한 발주자, 원사업자, 및 수급사업자간의 합의 여부를 판단하는데 있어 3자간의 명시적이고 동시적인 의사합치만이 유효한 것이 아니라 발주자 및 수급사업자가 직접지불에 대한 동의 등 어떤 형식으로든 인식하고 있는 묵시적$\cdot$순차적 합의도 인정하기로 했다.

현재 우리나라를 비롯해 전 세계적으로 핀테크, 빅데이터, 사물 인터넷, 인공 지능, 공유 경제 등 향후 다가올 미래 세상에서의 주요 기술에 대해 전략적으로 개발 및 산업화를 추진하고 있으며 이러한 흐름을 4차 산업혁명으로 명명하고 있다. 4차 산업혁명의 근간 중에서 분산 데이터베이스의 한 형태로 지속적으로 성장하는 데이터 기록 리스트로써 분산노드의 운영자에 의한 임의 조작이 불가능하도록 고안된 블록체인의 정의와 블록체인에서 사용되는 합의 알고리즘에 대해 설명하였다.

SDN 환경에서 여러 컨트롤러의 동기화는 중요한 문제로 대두되었다. 모든 컨트롤러의 네트워크 상태가 동일한지 여부를 확인하려면 컨트롤러를 효율적으로 동기화하기 위한 합의과정이 필요하다. 하지만 합의 과정에서 일어나는 지도자 선출과정이 임의적이기 때문에 시스템 상에서 시간지연이 일어날 수 있다. 본 논문에서 제안하는 우선순위 기반 Raft 알고리즘은 동기화 프로세스를 제어하는 강력한 지도자를 선택하여 동기화로드에서 시간을 절약할 수 있다.

Crisis of trust in Korean society, especially south-south conflicts among Korean political circle, civil society and peoples on the issue of the Korean peninsula policy driven by south Korean government, have weakened the sustainable and consistent energy of the policy for peace and unification of Korea peninsula. At the moment of drastic change of south-north relation in Korean peninsula, National agreement as a foundation of sustainable peace and unification policy has very important meaning. Because of this, national contract of unification as a kind of social concertation, has been demanded. National contract for peace and unification is an unprecedented process for making unofficial legal norm because it authorize quasi-legislative binding force on the agreement which is concluded by the Korean political circle, civil society and peoples for the peace and unification of Korean peninsula. National contract for peace and unification includes 'agreed aim and principles' for peace, prosperity and unification as well as process and result. And National contract for peace and unification, also is characterized long duration of aim achievement and openness of participating subjects. In terms of law, it will be legitimate source for comprehensive modification of international and internal law. In addition, The nature of National contract for peace and unification, as a people's law, should be considered as soft law which has the power to realize its contents through the enactment of legislation and policy. In order to guarantee the establishment and effectiveness of National contract for peace and unification, the setting of organization is need to determine the range of representatives, who participate in the process of contract making, procedure of contract and to carry out the contract after the conclusion of National contract for peace and unification. For the reason, the Council of National Contract for Peace and Unification as a independent administrative government committee and 'Act on National Contract for Peace and Unification' is needed.

이동 통신의 급격한 발달로 다양한 부가가치서비스가 등장하고, 이러한 서비스를 좀더 편리하고 안전하게 사용하고 싶어하는 사용자와 부가가치서비스를 제공하는 VASP(Value -Added Service Provider) 사이의 보안이 필수적인 것이 되었다. 이를 위하여 이동 통신 환경의 한계인 제한된 자원과 제한된 계산력을 극복할 수 있도록 적은키 길이를 가지고 보다 안전한 서비스를 제공할 수 있는 타원곡선 암호시스템(ECC)를 기반으로 하여 부가가치서비스에 효율적인 인증 및 키 합의 프로토콜을 제안하고, 차세대 이동통신시스템에 적용해본다.

중소기업 적합업종은 지난 2011년 9월부터 현재까지 100개가 지정돼 있으며 대기업 진입 자제 등의 보호를 받고 있다. 이 가운데 82개 품목의 지정 기간(3년)이 오는 9월부터 단계적으로 만료됨에 따라 동반성장위원회 주도로 이뤄지는 대 중소기업간 재합의 논의는 더욱 치열해질 것으로 전망된다. 이와 관련하여 골판지포장물류지에서는 지난 6월 5일 공청회에서 논의되었던 내용을 중심으로 중소기업 적합업종제도 이슈에 대해 자세히 알려드리고자한다.

재정경제부, 공정거래위원회 등 주요 경제부처는 지난 8월 25일(수) 정$\cdot$재계 간담회를 개최하고 동 간담회에서의 합의내용을 실천하기 위한 재벌개혁 세부방안을 확정 발표했다. 동 재벌개혁 후속방안은 동 간담회에서 정부와 재계가 합의한 투명한 기업경영지배구조 정착과 순환출자 및 부당내부거래의 억제, 변칙적인 부의 세습 차단 및 제2금융권 지배방지 등 정부의 재벌개혁 3원칙을 구체화하는 데 초점을 맞추고 있다. 정부는 무엇보다 재벌기업의 자기자본대비 출자총액한도를 매우 엄격하게 규정, 동 제도를 부활함으로써 순환출자를 줄이도록 유도하기로 했다.

지난 12월 15-19일 까지 5일 동안 일본 동경외무성에서 개초된 한ㆍ일과학기술장관회의 제6차 실무자회담에서는 한국측 수석대표 임용규과기처 협력국장 외 6명과 일본측 대표로는 복영박과학기술청진흥국장외 11명이 참석 6개분양 기술협력에 합의했으며 연수생의 파일 및 공통연구에 필요한 자금의 확보에는 양국이 노력하기로 하였다.
