Following the proliferation of three-dimensional video contents and displays, many terrestrial broadcasting companies have been preparing for stereoscopic 3DTV service. In terrestrial stereoscopic broadcast, it is a difficult task to code and transmit two video sequences while sustaining as high quality as 2DTV broadcast due to the limited bandwidth defined by the existing digital TV standards such as ATSC. Thus, a terrestrial 3DTV broadcasting with a heterogeneous video codec system, where the left image and right images are based on MPEG-2 and H.264/AVC, respectively, is considered in order to achieve both high quality broadcasting service and compatibility for the existing 2DTV viewers. Without significant change in the current terrestrial broadcasting systems, we propose a joint rate control scheme for stereoscopic 3DTV service based on the heterogeneous dual codec systems. The proposed joint rate control scheme applies to the MPEG-2 encoder a quadratic rate-quantization model which is adopted in the H.264/AVC. Then the controller is designed for the sum of the left and right bitstreams to meet the bandwidth requirement of broadcasting standards while the sum of image distortions is minimized by adjusting quantization parameter obtained from the proposed optimization scheme. Besides, we consider a condition on maintaining quality difference between the left and right images around a desired level in the optimization in order to mitigate negative effects on human visual system. Experimental results demonstrate that the proposed bit rate control scheme outperforms the rate control method where each video coding standard uses its own bit rate control algorithm independently in terms of the increase in PSNR by 2.02%, the decrease in the average absolute quality difference by 77.6% and the reduction in the variance of the quality difference by 74.38%.

[ $\bullet$ ] 정부는 지난해에 이어 올해에도 건설부, 국세청, 지방자치단체 등 관계기관 합동으로 전국의 3,255만필지 중 2,518만필지의 개별토지가격을 조사함. 3월 11일부터 5월 10일까지 개별토지가격을 조사$\cdot$산정하고 5월 22일부터 6월 11일까지 국민의 열람에 공하여 주민의견을 수렴한 다음 6월 29일까지 시장$\cdot$군수$\cdot$구청장이 결정할 계획임. 개별토지가격은 2월 28일 공시한 30만 표준지 공시지가를 기준으로 표준지와 개별토지의 특성을 비교하여 가격차를 수치화할 수 있도록 만든 토지가격비준표를 활용하여 산정함. $\bullet$ 조사된 개별토지가격은 토지초과이득세, 양도소득세, 증여세, 상속세의 부과를 위한 기준시가, 종합토지세 부과를 위한 토지등급의 결정, 택지초과소유부담금 및 개발부담금 산정기준, 토지거래허가 또는 신고시의 가격심사기준 등으로 활용됨. $\bullet$ 정부에서 매년 전국의 개별토지가격을 조사함으로써 공평과세를 이루고 90년 도입한 토지관련제도의 실효성을 거양하여 불필요한 토지보유 억제 및 지가안정에 기여하게 될 것임.

매년 11월이 되면 일본 오오사카(大阪)에서는 일본 최대의 수의사들 행사가 시작됩니다. 1년 전 처음 참석해서 신선한 충격으로 다가왔고 많은 것을 느끼게 해준 일본 동물임상의학회. 앞으로 내가 무엇을 준비해야 하는지를 계획할 수 있었고 각오를 새롭게 했던 작년의 11월이 엊그제 같은데 벌써 후회와 아쉬움을 가지고 이번 학회에 참석하였습니다. 특히 대한 수의사회 정영채 회장님, 노천섭 사무총장님, 충남대의 박성준, 이영원, 정성목 교수님, 그리고 2011년 와사바(WASAVA) 컨퍼런스 조직위원장인 강종일 원장님 및 백영기 전북대 명예교수님, 로얄동물메디컬센타 정인성 원장님을 비롯한 VCA KOREA 회원 여러분 등, 30명이 이번 일정을 함께 하였습니다. 이번 학회는 30주년 행사의 일환으로 한국, 일본, 대만 3개국의 합동 심포지엄이 준비 되어있었고, 강종일 와사바 조직위원장께서는 2011년 (WASAVA) 컨퍼런스 홍보를 목적으로 동행하였으며, 또한 개인적으로 학술 증례발표를 준비했기에 의미가 더한 학회 참석이었습니다.

The counter-fire operation system performs its mission exchanging information with other related systems such as command & control systems and military information systems. In the process of exchanging information, the counter-fire operation system uses a type of data message which contains exchange data information in the format of KMTF. The requirement of data exchange of count-fire operation will continue to evolve. But the EDX(External Data eXchange) configuration item of the current counter-fire operation system can not effectively cope with the variation of data exchange requirements due to its fixed software structure. In the paper, a solution for improving flexibility of external data exchange in counter-fire operation system is proposed.

쌓기놀이는 유치원에서의 주요 활동이며, 유아들이 가장 선호하는 놀이일 뿐 아니라 교육적 가치도 크다고 보고 있다. 특히 쌓기놀이는 다양한 크기, 형태의 나무 적목을 사용하여 구성하게 되므로 공간 관계, 기하학적 도형, 대칭, 합동 등의 수학적 경험을 제공할 수 있다는 것이다. 그러나 교육현장에서의 쌓기놀이는 유아가 자유롭게 구조물을 만든 후 이를 극화놀이로 확장되어 전개되는데 그치고 있어 이를 통한 수학적 경험은 크게 기대할 수 없으며 우연적일 수 밖에 없다. 따라서 본 연구에서는 유아의 쌓기놀이를 보다 기하학적 사고와 탐색을 포함하는 교수-학습의 방안을 모색하고 현장 적용성을 검토하고자하였다. 본 연구의 내용은 유아의 쌓기놀이 활동에 기초한 기하학습의 모형을 설계하고, 이를 기초로 한 적용사례를 제시하는 것이다.

In a side of criminal law, fire investigation, as general people fully can understand and prosecution is possible until deciding its cause and suspect, scientific researching method should be studied deeply. This paper proposes an establishment of fire investigation act and its sub-laws, constitution of joint commission for fire investigation, modernization of fire investigation equipments, substantiality of professional education for fire investigation and subjugation of departmentalism as a method to maintain and supplement an institution of fire investigation in Korea.

정부는 1월 25일 국무조정실, 미래창조과학부, 외교부, 산업통상자원부 등 관계부처 합동으로 향후 5년간(2017~21년)의 원자력 진흥 이용 정책 방향을 제시하는 '제5차 원자력진흥종합계획'을 확정했다. 이번 제5차 원자력진흥종합계획 주요 특징은 국민적 관심사인 원전 안전과 방사성폐기물 관리에 역점을 두고 수립됐으며, 갈수록 중요성이 증대되고 있는 소통을 위한 정책이 비중있게 다뤘다는 점이다. 또한 핵심 주제 도출, 추진 전략 설정 등 수립 과정상 온라인 및 오프라인 공청회를 병행하는 등 다양한 의견 수렴 절차를 거쳤으며, 관계 부처 간 유기적인 역할 분담 및 협력 내용을 충실히 반영하고, 원자력 연구개발 5개년 계획을 수립하여 상하위 계획간의 일관성과 실행력을 높였다. 정부는 제5차 원자력진흥종합계획의 충실한 이행을 통해 고준위폐기물 관리 정책 확립 등 투명한 정책 추진으로 국민 신뢰를 향상하고 신기후체제 출범에 따른 온실가스 감축 목표에 효과적으로 대응하며 원자력의 지속적 이용을 통한 국가 성장 동력 창출 기반을 확보할 수 있을 것으로 기대하고 있다. 원자력진흥종합계획은 원자력 진흥 이용 관련 종합 계획으로 지난 1997년부터 매 5년마다 수립하여 추진하고 있다.

우리나라에서 2020년 1월 데이터 3법이 개정되면서 개인정보의 보호와 활용의 기반이 마련되었다. 가명처리 개념이 도입되었고, 국제 표준에 근거한 가명 처리의 이행이 요구되는 시점이다. 개인정보보호 요구사항은 일반적으로 법제도, 위험평가, 조직간 계약에서 나온다. 국제표준은 이러한 개인정보보호와 활용과 보호에 대한 글로벌 표준을 제공하여 국경을 넘는 호환성있는 개인정보의 처리를 가능케 한다. 개인정보보호 국제표준화를 주도적으로 추진하는 표준화 그룹은 국제표준화위원회/전기위원회 합동위원회 1/서브위원회 27/작업반 5 (ISO/IEC JTC 1/SC 27/WG 5)이다. 2019년 10월 프랑스 파리 회의 이후에는 개인정보보호 분야 4건의 신규워크아이템 제안과 2건의 연구회기가 진행되었다. 2020년 4월 회의는 당초 러시아 상트페테르부르크에서 열릴 예정이었으나 코로나19의 확산으로 인해 전자회의로 개최되었다. 본고에서는 이 그룹에서 2019년 10월 이후 추진되고 있는 개인정보보호 관련 국제표준화 동향을 제시하고자 한다. 또한 지난 4월 SC27 WG5 전자 회의에서 논의된 개인정보보호 관련 주요 표준화 이슈와 대응 방안을 제시한다.

현대 미래전에서 디지털화된 네트워크 중심의 합동작전을 수행하기 위하여 NCW가 중요한 이슈로 대두되고 있다. 미군에서는 NCW를 구현하기 위하여 다양한 분야에 기술개발을 집중적으로 투자하고 있으며, 특히 감시체계에서 타격체계에 이르기까지 물흐르듯이 정보 유통을 보장하기 위하여 VMF 전술데이터링크를 개발하여 운용 중에 있다. 그리고 기존 무기체계의 다양한 전술데이터 링크를 표준화된 VMF 전술데이터링크로 점진적으로 전환 중에 있다. 한국군도 이러한 전장양상에 대비하고 NCW를 조기에 구현하고 복합 무기체계간에 상호운용성을 확보하기 위하여 한국형 VMF 전술데이터링크 기술개발을 추진 중에 있다. 본 고에서는 무기체계간의 원할한 정보유통을 보장하기 위하여 소요되는 미군의 VMF 전술데이터링크 기술을 분석하고, 한국군 환경에 적합한 한국형 VMF 전술데이터링크 확보방안에 대하여 기술한다.

In the future combat fields, US department of defense (DoD) pursuits the enhancement of the synergy effects of the force through the networking. In specially, the US army force has been emphasized the information superiority for the knowledge superiority and decision superiority of the collaboration force in the Joint Vision 2020, when the operations is performed in the battle fields. In this case study, we are reviewed about the concept of network centric operation and operation case in the centering around the US and analyzed the quantitative distance and effect, performance of communication relay about the distance of mission operation.
