The Development Process and Spatial Characteristics of Sino-South Korean Cross-border Small-scale Trade (한.중 소무역의 변화 과정과 공간적 특성)

  • The subject of this research is the small-scale trade between South Korea and China (this trade is a so-called shuttle trade.) This research attempts to find the background to the emergence of the Sino-South Korean (cross-border) small-scale trade and the role of travel routes between the two countries. This research also aims to identify the development process of the bilateral small-scale trade by studying the scale of the small-scale trade and the organization of small-scale traders. Moreover, this research tries to discover the spatial characteristics of the interregional small-scale trade by reviewing the characteristics of traded goods; process of export and import and nodes of small-scale trade. To accomplish aforementioned purposes, the author discussed the relations between small-scale traders and maritime companies. The author also studied the internal change in the small-scale trade by focusing on the reinforcement of the regulation against the small-scale trade. Lastly, the author cited the case of the Soviet Union and middle-eastern Europe, which tremendously expanded the small-scale trades in the 1980s, in order to explain the growth of the Sino-South Korean small-scale trade.

표준형 등표 설계 제안

  • 동화(燈火)를 사용한 항로표지 중에서 암초나 얕은 곳의 위치를 표시하는데 설치되는 등표의 설계시 해상에 설치되는 현장여건상 전문설계용역사에 의존하여 설계용역을 실시하고 있는 실정이다. 설계파고가 작고 암초의 형상이 넓은 노 간출암인 경우에는 기존 설계 완료된 등표를 적용하여 시공하였을 경우 많은 국가예산이 절감될 것으로 판단된다. 등표설계에 가장 영향을 주는 설계파고는 전국 연안의 설계파고도 작성용역을 실시하여 배부하고 설계파고에 따른 구조물 형상을 절정하기 위하여 표준형 등표 안정성 계산 프로그램을 개발하여 현장여건에 맞는 표준형 등표를 제안함으로서 현장여건이 양호 한 곳은 표준형 등표에서 제안하고 있은 표준형 등표를 적용함으로서 현장별 투입되는 설계용역 예산을 절감하고 설계용역 미 시행에 따른 사업기간을 단축할 수 있는 효과가 기대된다.

선박 안전 입출항 지원을 위한 해양환경정보 제공기술 개발

  • 선박의 안전한 입출항 지원을 위한 항만항행 환경정보로서 해양환경정보 제공기술을 개발하였다. 선박 안전 입출항을 위한 해양환경정보로는 바람, 조류, 조위, 수심 등의 정보를 고려하였으며, 각각 해역 전체의 공간분포와 항로상 변동을 제공할 수 있도록 정보를 생산하였다. 바람은 기상청의 예보자료를 활용하여 항만 공간 규모에 적합하도록 상세 공간 간격으로 최적화하여 생산하였으며, 조류와 조류는 자체적으로 개발한 조석조류 수치모델 결과에 기반한 실시간 예측 기법을 적용하여 생산하였다. 수심은 해도에 제시된 약최저저조면의 수심에 실시간 조위 변동을 적용하여 선박에서 만나게 될 실제 수심을 생산하였다. 제공 정보 중 공간 분포는 사용자가 원하신 시간에 대해 해역 전체의 정보를 제공하며, 항로상 정보는 선박이 운항하게 될 항적 계획에 따라 공간적으로 시간적으로 변동하는 정보를 제공한다. 본 연구의 결과는 항만 입출항 선박의 안전운항에 기여할 것으로 기대된다.

A Study on Obstacle Factors at the Mutual Access of Towed Trailer of Car-Ferry between Korea and China using Fuzzy-AHP (Fuzzy-AHP를 활용한 한·중 카페리 피견인 트레일러 상호주행 시 장애요인에 관한 연구)

  • The purpose of this study was to analyze the weights of obstacle factors against mutual access of towed trailers of car-ferry between South Korea and China using Fuzzy-AHP. To this end, factors were first selected through literature research and finally selected through in-depth interviews with a group of experts in cargoes who are currently in car-ferry companies. Selected high rank obstacle factors included unstable service provision, limited policy support, and additional costs being incurred and among them, unstable service provision was identified as the most serious obstacle factor through analysis. Eleven measurement variables selected include insufficient supply of container yard, trailer insurance and management issues, insufficient special equipment, insufficient specialized manpower, limited input service courses, insufficient marketing and public relations strategies, and increasing transportation costs and among them, increasing equipment returning costs due to unbalanced cargo gathering were identified as the most serious obstacle factor through analysis followed by limited input service courses, insufficient special equipment, delays in procedures, and occurrence of additional procedures in order of precedence.

  • The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.

  • Northeast Asia is one of the regions which have been developing so rapidly. Yellow sea, located between Korea and China, became a very important logistical zone because of its huge volume of cargo and big passenger traffic. These two countries continuously are enlarging their port facilities such as berths, container yards, storage capacity and their information system in this the Pan Yellow sea area. Two countries also introduce many new liner routes and car-ferry shipping services. Therefore there must be a severe competitions and conflicts among the countries and their companies and ports as well. Some experts worry about the over capacity of port and logistics facilities. This paper investigated the current conditions of Korea-China shipping route, container and car-ferry route, and found out the problems and tasks, with the support of many experts. There are so many alternatives and strategies to solve and rationalize the shipping route and the problems of ports of two countries. This paper suggest many strategies connecting with marketing 4Ps. As port service is also a kind of service product, we can categorize the strategies into 4Ps suggested by McCarthy. And this paper classify all these alternatives into 3 dimensions. There are competitive strategies, cooperative strategies and coopetition strategies. This paper propose some directions and ideas for adopting the strategy in the port and logistical topics between Korea and China, suggesting 3 dimensions of strategies. After this paper, many diagnoses and practical investigations should be executed to introduce optimal solutions and minimize the additional cost.

  • As a means of helping ships navigate safely, navigational aids in operation in the maritime envirionment require periodic management, and due to the nature of the environment, it is difficult to visually check the exact state. As a result, the smart navigation aid system, which improves route safety and operational efficiency, utillizes expertise including sensors, communications, and information technology, unlike general route markings. The communication environment of the smart navigation aid system, which aims to ensure the safety of the navigators operating the ship and the safety of the ship, uses a wireless communication network in accordance with the marine environment. The ship collects the information necessary for the maritime environment on the land and operates. In this process, there is a need to consider the wireless communication security guideline. Basically, based on IHO S-100 a standard for facilitating data exchange and SECOM, which provides an interface for safe communication. This paper research a security system for safe communication in a maritime environment. The security system for the basic interface based on the document was presented, and there were some vulnerabillties to data exchange due to the wireless communication characteristics of the maritime environment, and the user authetication part was added considering the vulnerability that unauthorized users can access the service.

지구온난화와 북극해항로 여건변화의 추이

  • 최근 지구온난화의 영향으로 하절기 북극해의 얼음이 예상보다 빨리 녹고 있어 북극해항로의 상용화가 더욱 가속화될 전망이다. 지난해 여름 북극해빙의 크기는 1979년 인공위성관측 이래 최소치를 기록하였으며 또한 다년생 얼음구성비율도 낮아져 대부분이 1년생 얼음으로 대체됨으로써 선박의 운항기간도 점차 늘어나게 되었다.. 이러한 해빙의 가속화가 지속된다면 2030년경에는 북극해의 얼음이 완전히 녹을 것으로 예측되고 있다. 한편 러시아의 NSR 개방이후 비러시아 선박으로서는 2009년 독일 벨루가 선사 소속의 화물선 두 척이 NSR을 통과한 이래 지난 해에는 46척, 금년에는 그 수가 더욱 급격히 늘어나고 있어 앞으로 한.중.일의 NSR 선점경쟁이 더욱 치열해질 것으로 예상된다.

  • 엄청난 자원의 매장고, 국가간의 대규모 교역을 가능케 한 항로, 어족자원의 공급원등으로서 인류의 생존과 번영에 일익을 담당하고 있는 바다는 인간의 증가하는 에너지 수요를 지속적으로 감당할 수 있는 무공해에너지의 보고로도 다가오고 있다. 그러나, 에너지 밀도가 타 에너지에 비하여 상대적으로 낮아 큰 규모의 에너지추출장치가 필요하다는 단점에도 불구하고, 대부분의 바다에서 하루에 두 번 씩 발생하는 조석현상을 이용하는 조력발전은 조석의 반복적이고 주기적인 특성 , 태양계가 존속하는 한 영구히 발생한다는 영속성, 현대과학과 관련기술의 진보 등으로 전 세계적으로 그 개발에 인류의 관심이 높아져 있다. 현재 조력발전소가 건설 중인 시화호는 포화상태에 있는 수도권에 공업용지를 공급하고 우량농지 조성으로 경쟁력 있는 농업을 육성하기 위하여 담수호로 조성되었으나,하수처리장 등 기초환경시설이 미비한 상태에서 인근지역으로부터 오염물질이 유입되어 수질이 악화되자 정부는 수질개선을 위하여 시화호를 해수호로 용도를 변경하였다. 본 논문에서는 조수간만의 차를 이용하여 무공해 전력을 생산하는 조력발전의 원리 및 최적발전량 산정기법과 높은 조수간만의 차로 조력개발적지로 유망한 서해안에 건설하게 될 시화호 조력발전소의 사업 및 기후변화협약 이행 시 기대효과 등에 대하여 논하고자 한다.

An Empirical Study on Berth-Length Calculation of Container Terminal (컨테이너 터미널 선석길이 산정에 관한 실증 연구)

  • In order to mitigate the overcapacity of Busan port, Busan new port has been developed as transshipment port which is capable of handling 8,000 TEU containership. Generally, design of transshipment port has to reflect the capacity of feeder because both mother vessels and feeders enter the planned port at the same time. However, the existing plan of Busan new port capacity needs to be reexamined since the adopted capacity of each berth at new port, 300,000 TEU, does not seem to be enough to handle both mother vessels and feeders. Therefore, in this study we calculated the required number of berth and berth length by considering cargo handling capacity in terms of the ship size and this study makes some implications in relation with the terminal development plan.
