Seismic Wave Attenuation in the Southern Korean Peninsula: Separation of Intrinsic and Scattering Attenuations (한반도 남부에서의 지진파 감쇠: 고유감쇠와 산란감쇠의 분리)

  • The attenuation mechanism of seismic waves in the crust is controlled both by intrinsic absorption and scattering of energy. The amount of scattering and intrinsic energy losses from the total attenuation is separately estimated in this study for the southern Korean Peninsula. The formula to be deduced from the theoretical relationship between single back-scattered coda Q and multiple scattering theory was used to separate the total attenuation into the intrinsic Q and the scattering Q. It was found that the intrinsic Q was considerably lower than that of the scattering Q in the frequency range of 1.5 to 20 Hz. This fact implies that the energy loss caused by the intrinsic absorption is relatively larger than one by the scattering effect within the crust of the southern Korean Peninsula. Both intrinsic and scattering Q values appeared to be comparatively larger than those measured in other seismically active regions except for intrinsic Q in the frequency range of 1.5 to 3 Hz.

  • 대북 경수로공급협정 체결을 위해 95년 9월 30일부터 고위급과 전문가급 회의를 병행하면서 진행된 협상에서 한반도에너지개발기구(KEDO)와 북한 양측은, 공급범위와 상환조건 이외에 기술수준$\cdot$인도일정$\cdot$직접접촉문제$\cdot$통행로 등 많은 쟁점사안에 대해 서로 팽팽하게 대립하던 끝에, 구랍 15일 경수로사업의 실질적 주도자인 우리측 입장이 대부분 관철된 공급협정 문안에 대해 합의했다. 대북경수로공급협상에 임했던 우리측의 추진원칙 및 지원준비, 추진현황, 협상 타결의 경위, 향후전망 등을 알아본다.

  • 북핵문제 해결의 대안으로 제기된 대북경수로제공 논의에서 우여곡절 끝에 '한국형경수로 제공'과 '한국의 중심적 역할'이 결정되고 이를 주관할 국제 컨소시엄인 한반도에너지개발기구(KEDO)가 구성되어 북한과는 공급협정을, 한국전력공사와는 주계약자지정합의서를 체결함으로써 상업계약 체결에 관계없이 일단 사업 착수를 위한 큰 틀이 갖추어지게 되었다. 이에 따라 울진 3, 4호기를 참조발전소로 한 경수로 2기가 우리의 주도로 2003년을 목표 시한으로 함남 신포 인근에 건설되게 되었다. 부지조사도 대체로 마무리되어, 곧 환경영향평가 작업이 있을 예정이다. 약 45억 달러가 소요될 건설 비용은 한국이 대부분을, 일본이 상당부분을, 미국이 일부를 맡기로 대체로 합의되어 있으나, 최종 확정에 앞서 논란의 소지가 남아 있으며, 사업 참여 지분을 두고도 KEDO 참여국 간에 갈등이 예상된다. 이 사업의 의의는 크게는 어려움을 겪고 있는 북한의 에너지난 타개를 지원함으로써 그들을 개방으로 이끌어 남북간 화해와 세계평화를 조장하며, 작게는 우리의 원자력산업이 세계시장으로 뻗어 나가기 위한 계기를 마련하는데 있다. 이를 통해 포지티브 섬으로서의 통일의 초석을 마련한다는 민족적 대의에 충실하고 국가이익에 좌우되는 신국제질서의 생리를 직시함으로써 남북문제에 있어서는 대승적 자세로, 국가간 경비분담과 지분배분 협상에는 자주적 자세로 임함으로써 모처럼 원자력계에 주어진 막중한 소임을 차질없이 완수할 수 있도록 해야 할 것이다.

  • This study is presenting the logistics strategy in the international logistics markets which makes competition and corporation among north-east Asian countries to establishing the multi-pass Eurasian railroads. The countries located in north-east area of Eurasia like China, Japan, Russia and Korea are paying higher costs and disutility to the transportations and communications due to repeated conflicts and confrontations causes from the politic problems. They are being used surface transportation for most of all logistics between Europe and Asia except special merchandises because of characteristic of cargo to be air, the Silk Road remains vestige only which was main logistic passage to this area since BC. So far the Trans-Siberian Railway is being used by Russia mostly as north of Eurasian transport because of difficulties of service. The Trans-China Railway built in 1992 is not accomplishing as a international logistic passages. It is expected to take a long lead time because of characteristic of resource development and poor logistic infrastructure to the countries like Uzbekistan, double landlocked country, Mongolia and Azerbaijan, the countries do not be adjacent to the sea, even they have great economic jump-up plans through the development of their own resources. The Shanghai Cooperation Organization(SCO) start to sail officially in 2001 is constructed with China, Russia, Tadzhikistan, Kyrgyzstan, Kazakhstan and Uzbekistan as regular members of 6 countries and Mongolia, India, Pakistan, Afghanistan and Iran as observers 5 countries. It is started as a military alliance to protect terror, but now, it is expended to cooperate with the traffic, transportation, trade and share of energies. The Russia is doing their best to activate TSR as a government target to developnorth area equivalently, and economic develop of far-east Siberia. And also it is agreed provisionally to improve and repair of rail road between Nahjin and Hassan to connect TSR and TKR( Trans-Korea Railroad) by Russia, North Korea and South Korea with Russian's aggressive efforts. The development plan of this area is over lapped with GTI(Greater Tumen Initiative) promoted by UNDP, and is a cooperated project by 5 countries of South Korea, Mongolia, China, Russia and North Korea, subject to review the appropriation of energy, tour, environment, rail road connection between Mongolia and China and establishing a ferry route to north-east Asia. It is Japanese situation to pay attention to Russia and China even they have been supplying large-scope of infrastructure in Mongol area without any charges, target to get East Asia Main Rail Road to connect Mongolia and Zalubino of Russia. In case of the program for the Denuclearization of North Korea is not creeping, it will be accelerated to connect the TKR and TSR, TKR and TCR by somehow attending United States, including developing program promoted by UN ESCAP. As the result, Korean peninsular will continue the central role of competition and cooperation as in the past, now and future of north-east Asia, as of geographical-economics and geographical-politics whether it is requested or not wanted by neighbor countries.

Analysis of Maximum Tsunami Heights on Uljin Nuclear Power Plant with Epicenters (발생위치별 울진 원자력발전소에서의 최대 지진해일고 분석)

  • 지진해일의 발생빈도는 태풍이나 홍수 등의 자연재해와 비교하여 발생빈도가 낮지만 발생 시 큰 피해를 입힐 수 있다. 우리나라 동해안은 일본 서해안에서 발생된 지진해일에 취약하며 특히 강원도 삼척시와 경상북도 울진군 부근은 일본 서해안에서 발생된 지진해일 에너지가 집중되는 위험지역으로 기존 연구에서 확인되었다. 동해를 따라 먼 거리를 전파해오는 지진해일 파의 전파양상은 해저수심의 영향을 받아 변화될 뿐만 아니라 진원지의 발생위치와 각 매개변수의 특성에 따라 대상지역에서의 영향도가 다양하게 나타날 수 있다. 본 연구에서는 일본 서해안에서 과거 발생한 지진원(4건) 및 향후 발생 가능한 가상지진원(71건)을 대상 시나리오로 선정하였으며, 가상지진원자료는 한반도 에너지개발 기구(11건) 및 일본토목학회(60건)에서 제시한 총 71건의 자료를 사용하였다. 동해안 해저수심 영향에 의한 지진해일 파 집중도를 확인할 수 있는 파향선추적 기법 수행을 통해 75건 중 집중도가 높은 41건의 지진원을 선정하였다. 선정된 지진원은 불확실성을 고려하기 위해 많은 연구자들에 의해 사용되고 있는 로직트리기법을 적용하여 총 1,107건으로 생성되었으며, 이에 대해 지진해일 수치해석이 수행되어졌다. 최대 지진해일고 비교 결과, 특정 발생위치에서의 지진원은 타 지진원보다 지진강도가 작음에도 불구하고 울진 원자력발전소에서 최대 지진해일고 결과는 더 크게 나타나는 것으로 확인되었다.

두만강지역개발계획(RADP)에 관련된 동북아시아 지역 전력계통의 연계 및 안전성 강화방안

  • 북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6~7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

A Study of Mammal and Amphibians-Reptile Species Around Shin-Po Areas, Hamkyungbuk-Do, North Korea (북한 함경북도 신포 지역 포유류 및 양서파충류 조사 연구)

  • Fauna of Shinpo nuclear powerplant site were surveyed during Feb 27-Mar 4, 2003 as a part of ecological environmental survey. This area is well dominated by coniferous trees (Pinus densiflora) ranging 15-50 years. In the shoreline black pine (Pinus thungergii) is the dominant species and was planted for wind protection. Around Shinpo areas inside 50 km in radius was found 33 mammal species (3 orders, 15 families), and amphibian-reptiles 6 species (2 orders, 3 families) were recorded. Natural monument in the areas were estimated 6 species of mammals and one species of reptiles. Although the habitat of Shinpo area is deteriorated due to deforestation, illegal hunting, etc. the fauna seems to be rich in species. Despite the sudden halt of KEDO project the conservation efforts and continuous monitoring are required considering a continuation of the project.

  • For the preliminary judgement on the chemical stability of concrete aggregates mixed with cement paste, ASTM C 295 method can be applied prior to the long-term chemical test methods. By using this standard test method, the petrographic study on the appropriateness of natural KEDO aggregates for concrete was carried out. With the natural gravel and sand aggregates, the polarized microscope, stereoscopic microscope, and X-ray diffractometer were used for examination. The result shows the 23% of gravel aggregates and 5.1% of sand aggregates are chemically unstable. To select the favorable KEDO concrete aggregates, it is required to exclude the highly metamorphosed rocks, acidic volcanic rocks, highly foliated rocks, and expansive rocks identified from mortar-bar test. Further chemical test and mortar-bar test method integrated with this study is recommended for the suitability assessment of natural KEDO concrete aggregates.

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.
