In this study, to reveal determinant factors for degree of open data it conduct empirical analysis for ODB(Open Data Barometer) and OUR Index(Open, Useful, Reusable Government Data Index) that are global open data index among 26 countries. As a result of multiple regression analysis, First focus is on ODB. In the Model 1 with independent variables, e-Government, SW Market size and government efficacy are significantly positive effect for ODB. In the Model 2 with independent variables and moderating variable, e-Government, SW market size and social capital are significantly positive effect for ODB. In the Model 3 with independent variables, moderating variable and interaction term, e-Government and social capital are significantly positive effect for ODB. Second focus is on OUR Index. In the Model 1 and the Model 2 e-Government is significantly positive effect for OUR Index. In the Model, e-Government and SW market size ${\times}$ social capital(interaction term) are significantly positive effect for OUR Index. And in path analysis, only ODB alternative model show Government efficacy with social capital has full mediation effect. In OUR Index alternative model there is no mediation effect with social capital.

Korean e-goverment has shown its development phase upgrade following the world' e-government evolution. By United Nations, Korea was ranked number one in e-government yet it was not even in top ten for past years. Even now, a number of Korean government organizations such as Ministry of Security and Public Administration and Ministry of Science, ICT and Future Planning have presented and executed various directions and strategies (for example, e-gov 3.0). On the other hand, World Economic Forum put Korea out of top 10 in Networked Readiness Index and hence wireless mobile communication of Korea is a weak point making difficulties for smart office and Bring Your Own Device (BYOD) implementation. This paper details the analysis of leading countries' strategies and policies on m-Government and provides some suggestions for Korean m-government.

In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

전자문서, 전자결재, 행정 EDI 등과 같은 전자적 매체를 이용한 행정정보화를 실현하기 위한 전자정부 구축 노력이 추진됨에 따라 전자정부 환경에서 발생할 수 있는 각종 정보보호 요소들을 원천적으로 해결하기 위해 전자서명 등과 같은 공개키 기반의 암호 기술 적용이 필수적 요소로 여겨지고 있으나, 공개키 암호기술에 사용되는 암호화 키의 체계적인 관리를 위한 공개키 인증 체계(PKI) 구축에 대한 방안마련이 미흡한 실정이다 이에 본 논문에서는 전자정부 환경에서 공개키 기반 암호 기술의 효과적인 적용을 위한 공개키 인증 체계 모델과 관련 조직 체계 구성 방안에 대해 제안하고자 한다.

Over the past decades, there have been numerous studies for approaches to build and operate electronic government systems. Among those studies, work breakdown structure(WBS) has been gained attention increasingly. As a general system engineering techniques. WBS is a kind of methods to engineer and manage electronic government systems effectively. WBS is to organizes tasks and data items for management and engineering for electronic government systems. In this paper, the authors proposed a conceptual WBS model for management and engineering electronic government systems. Also, the authors conducted a case study based on the conceptual WBS model. The results of this study provide useful insights and guidelines for applying the WBS to management and engineering for electronic government systems. The authors believed that the conceptual WBS models will be widely used to management and engineering an electronic government systems.

정부 포탈 사이트는 국민들의 참여와 이용을 장려하여 정부와 국민간의 활발한 커뮤니케이션 창구로 이용하려는 전자정부의 의지를 반영하고 있다. 본 연구에서는 어떠한 요인들이 정부 포탈사이트 사용의도에 영향을 미치는지를 검증하여 그 목적을 가지고 있다. 이를 위해서 정보기술 수용에 관련된 연구들 중 널리 알려진 Davis(1989)의 TAM 모형과 DcLone & McLean(l992)의 정보시스템 성과측정 모형을 사용하여 연구모형을 도출하였으며, 지각된 모호성과 정부지원을 조절변수로 사용하여 지각된 유용성에 미치는 영향을 검증하고자 하였다.

인터넷을 통한 전자정부의 활동은 시민들의 편의 제공과 업무의 효율성을 높일 수 있다는 측면 때운에 전세계적으로 활발한 서비스 계획이 이루어지고 있다. 그러나, 모든 서비스가 전자적으로 이루어지는 것이 아니기 때문에 온라인의 디지털 형태의 문서와 오프라인 상에서 존재하는 종이 문서 사이를 연결시키면서 대인 서비스의 편의성을 높일 수 있는 기술이 필요하다. 본 연구에서는 전자정부의 대민 서비스에서 온라인을 통한 증명서 같은 문서발급을 제공할 수 있는 기술과 구조에 대해서 연구하고, 서비스 사례를 통해서 응용 예를 알아보았다.

In terms of realizing the future e-government such as intelligent government, this paper attempts to provide an earnest and insightful reflection and suggests desirable strategies with regard to the four different crucial elements including electronic voting, electronic contract, resident registration/electronic document management, and real-estate registration as an operating strategy of intelligent government and the fourth industrial revolution regarding. The 4th industrial revolution is aimed at concentrating information or data characterized with sharing, opening, communicating and releasing in cloud computing system, analyzing big data, collecting information, and flourishing people's well-being by information and communications technology with utilizing the smart devices. Therefore, reliability of the pivotal information or data is critical and it is important for the participants being transparently shared, without the data or information being forged. In this respect, introduction or application of block chain technology is essential. This paper will review preceding studies, discuss the aspect of the 4th industrial revolution and intelligent government, then suggest operating strategies in the field of electronic voting, electronic contract, management of resident registration and electronic document and real-estate registration.

전자정부의 중요한 가치이자 목표 중에 하나는 기관 및 업무의 경계 없이 정부를 하나로 연결하고, 국민에게 쉽고 편하게 최상의 정부서비스를 제공하는 것에 있다. 전자정부 선진 국가들은 상호운용성 제도가 시스템연계의 복잡도를 해결하고, 비용을 절감하며 서비스를 개선할 수 있는 필수요소로 인식하고 제도를 적극적으로 추진하고 있다. 우리나라의 경우도 정보화촉진시행계획, 상호운용성 확보를 위한 기술평가 기준 수립 등의 상호운용성과 관련된 제도들이 운영되고 있으나 제도간 연계 및 적용에 한계가 있는 것이 사실이다. 본 논문에서는 EU, 영국, 미국 등 주요 해외국가들과 우리나라 간의 상호운용성 제도 비교분석을 통해 국내 상호운용성 제도의 발전방향을 모색하여 본다.
