Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.
Recently, renewed attention for technological applications within the maritime industry has taken place, particularly regarding unmanned vessels. There has been a lot of interest about the number of projects aiming at testing the operational feasibility of unmanned vessels, particularly in relation to technological, safety and security issues. Nevertheless, no studies have investigated this issue from the point of view of seafarers towards unmanned vessels; this paper aims at filling this gap. Data has been collected through a survey questionnaire. A Pearson correlational coefficient has been used to test the correlation between some of the variables. The results show that more than half of the respondents indicated that unmanned vessels do not contribute to an increase in accidents at sea. In addition, seafarers believe unmanned vessels will not be operational in the near future, with most of the respondents indicating a 10-20 year time frame. Recently, vessel hijacking by pirates has been a big issue around the world. In case of the hostages of M/V "SAMHO Jewelry" on January 20, 2011, the Korean Navy has rescued 21 seafarers by first naval operation with somalia pirates since establishment of the Navy. Also, in case of the "HANJIN Tianjin", all crews evacuated to the Citadel promptly when being attacking by pirates and were safely rescued by the navy. By the accident, Necessity of Citadel for seafarer on board ship came to the fore against pirates. Taking in account increasing pirates accident at sea, many research relating to pirates has been implementing with a view to responding to them so far. By amending the ship facility regulation in the domestic law on Jan. 2011, the installment of Citadel on board ship became mandatory for ocean going vessel serving pirates area. Hence, this paper provides new model of Citadel structure based on an Fire Dynamic simulation in order to improve personal safety in case of vessel hijacking.

2008
[ $^{169}Yb$ ] industrial NDT sealed sources were developed by using $Yb_2O_3$ pellets as the target and demonstrated for their performance. To produce the pellets, optimal compacting and sintering conditions were determined experimentally. Source holders for $^{169}Yb$ were designed and fabricated. After assembling an active source produced from HANARO with the developed source holder, a demonstration experiment was performed to compare the quality of the radiographs from $^{192}Ir$ and soft X-rays. This demonstration study showed that the developed $^{169}Yb$ produced better radiographs than $^{192}Ir$ for a carbon steel with less than a 4 mm thickness.

The cabotage rule has been protecting the domestic industry from foreign competitions as a kind of trade barrier. In the United States, the shipbuilding industry has been maintained with the help of to the strict cabotage operations by reinforcing advantages for domestic crews and ships which are built in the U.S. For most countries, cabotage has been granted legitimacy in their coastal shipping by Low Carbon Transport in terms of economic and emergency reasons. The cabotage rule is required in the stable supply of the seafarers which rely on the legitimate maritime education. This study analyzes Korean cabotage system and the problems with regard to seafarers education. It is found that the resolution is set up the cabotage act such as Jones Act, U.S.

330MWt 출력의 신형 원자로인 SMART(System integrated Mod씰w Advanced ReacTor)가 전기 생산뿐만 아니라 해수의 담수화를 위한 에너지 공급을 위해 한국원자력연구소에 의해 개발되고 있다. SMART의 원자로 압력용기에서의 중성자 조사량을 기존의 각분할법 코드 대신에 몬데칼로 수송 코드인 MCNP-4A를 이용하여 평가하였다. MCNP-4A에 의한 몬데 칼로 모사는 각분할법에 비해 핵 단면적 자료, 선원항, 그리고 기하학적 모델링의 문제로부터 야기되는 불확실성을 감소시킬 수 있을 뿐만 아니라 초기 개념 설계 단계에서 상세 노심 출력 분포 자료에 의존하지 않고 선원항을 평가할 수 있는 장점이 있다. 본 연구에서는 원자로 압력 용기 내부의 원자로 노심 및 다른 구조물을 포함하는 전체 원자로 구조에 대하여 몬테 칼로 모사를 적용하였다. 1단계에서는 임계도 계산에 의해 선원항으로 이용되는 원자로 노심내의 열 출력 분포를 평가하고, 2단계에서는 노심내의 열 출력 분포를 고정 선원으로 이용하여 압력 용기에서의 중성자 조사량을평가하였다. 그 결과 SMART 압력용기의 중성자 조사량은 규제 요건을 만족하는 것으로 나타났다.
Currently, the dose distribution calculation used by commercial treatment planning systems (TPSs) for high-dose rate (HDR) brachytherapy is derived from point and line source approximation method recommended by AAPM Task Group 43 (TG-43). However, the study of Monte Carlo (MC) simulation is required in order to assess the accuracy of dose calculation around three-dimensional Ir-192 source. In this study, geometry factor was calculated using segmented sources integration method by dividing microSelectron HDR Ir-192 source into smaller parts. The Monte Carlo code (MCNPX 2.5.0) was used to calculate the dose rate $\dot{D}(r,\theta)$ at a point ($r,\theta$) away from a HDR Ir-192 source in spherical water phantom with 30 cm diameter. Finally, anisotropy function and radial dose function were calculated from obtained results. The obtained geometry factor was compared with that calculated from line source approximation. Similarly, obtained anisotropy function and radial dose function were compared with those derived from MCPT results by Williamson. The geometry factor calculated from segmented sources integration method and line source approximation was within 0.2% for $r{\geq}0.5$ cm and 1.33% for r=0.1 cm, respectively. The relative-root mean square error (R-RMSE) of anisotropy function obtained by this study and Williamson was 2.33% for r=0.25 cm and within 1% for r>0.5 cm, respectively. The R-RMSE of radial dose function was 0.46% at radial distance from 0.1 to 14.0 cm. The geometry factor acquired from segmented sources integration method and line source approximation was in good agreement for $r{\geq}0.1$ cm. However, application of segmented sources integration method seems to be valid, since this method using three-dimensional Ir-192 source provides more realistic geometry factor. The anisotropy function and radial dose function estimated from MCNPX in this study and MCPT by Williamson are in good agreement within uncertainty of Monte Carlo codes except at radial distance of r=0.25 cm. It is expected that Monte Carlo code used in this study could be applied to other sources utilized for brachytherapy.

All people have human rights that should be protected, and today, the importance of protecting human rights is emphasized in all areas of society. The industry is also carrying out activities to protect the human rights of workers, such as implementing human rights education for human rights management and preparing a response system for human rights violations. However, due to the closed environment and special working conditions, seafarers on board are often placed in a blind spot in human rights protection. In particular, a number of cases of human rights violations concerning beginner seafarers, including cadets, have been identified, and relevant research is insufficient compared to other occupational groups. Jobs that restrict basic human rights cannot be envied by anyone. In this study, implications and problems were derived based on the results of a human rights survey of cadets, and cases of human rights violations, and improvement measures were proposed. The cadets had a very negative perception of human rights violations before boarding. However, it was found that their perception changed after boarding. It was confirmed that cadets have unnecessary fears and concerns before boarding. Improvement measures include the establishment of a legal system for the status of cadets, measures to alleviate non-physical human rights violations, improvement of human rights violations handling procedures and response systems, and enhancing the effectiveness of human rights education.

In accordance with the classification system of radioactive waste in Korea, all the disused sealed radioactive sources (DSRSs) fall under the category of EW, VLLW or LILW, and should be managed in compliance with the restrictions for the disposal method. In this study, the management and disposal method are drawn in consideration of half-life of radionuclides contained in the source and A/D value (i.e. the activity A of the source dividing by the D value for the relevant radionuclide, which is used to provide an initial ranking of relative risk for sources) in addition to the domestic classification scheme and disposal method, based on the characteristic analysis and review results of the management practices in IAEA and foreign countries. For all the DSRSs that are being stored (as of March 2015) in the centralized temporary disposal facility for radioisotope wastes, applicability of the derivation result is confirmed through performing the characteristic analysis and case studies for assessing quantity and volume of DSRSs to be managed by each method. However, the methodology derived from this study is not applicable to the following sources; i) DSRSs without information on the radioactivity, ii) DSRSs that are not possible to calculate the specific activity and/or the source-specific A/D value. Accordingly, it is essential to identify the inherent characteristics for each of DSRSs prior to implementation of this management and disposal method.
