Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

The object of this study is form finding, stress-strain analysis and cutting pattern analysis of membrane structures under the following assumptions : (1) material is linearly elastic (2) stress state is plane stress. The cable and membrane structures undergo large deformation because of its highly flexibility, therefore, we must take account of its geometric nonlinearity. The analysis procedure is consisted of three steps considering geometric nonlinearity unlike any other structures. First step is the form finding analysis to determine the initial equilibrium shape. Second step is the stress-strain analysis to investigate the behaviors of structures under various external loads. Once a stationary shape has been fount a cutting pattern based on the form finding analysis may be generated for manufacturing procedure. In this paper, form finding, stress-strain analysis and cutting pattern analysis is carried out for applying to Seoguipo worldcup soccer stadium roof structures and optimal cutting pattern analysis technique is proposed.

This paper studied on the open access to public funded research articles in Korea. The 18% of articles published in the journals of the Korea Research Foundation was the output of research that received public fund. The field of engineering science had the most number of public funded articles and the most frequently supported funding agency was the KRF. But most of the public funded articles in Korea has been serviced through the commercial DBs, whereas the small number of articles serviced freely through the Korea Research Memory and NTIS. This paper proposed that the KRF will have to develop the open access policy focus on the engineering science.

Flexible structure uses a material with strong axial stiffness and small bending stiffness as its major structural material so it is very sensitive to initial stiffness. Therefore, the self-formation process which accomplishes a form in the natural world is grasped and it is as well investigated and classified the type of modeling techniques which are available to find the shapes of soft structures. Accordingly, for analysis and design of flexible structure, three-step analysis such as shape analysis, stress-deformation analysis, cutting pattern generation and constructional analysis is required unlike the existing stiff structure. In this study, suggest that minimize the error of side curvatures by the triangle Re-mesh pattern and draw the cutting pattern generation.

This study aims to identify the methods of implementation for the 'National Research Foundation of Korea Open Access 2021(Plan)'. This study covers the methods of implementation in the three following core items: 1) developing the details on the amount, method, and procedures of APC support; 2) proposing methods for facilitating the transition of domestic Korean academic journals to open access journals; and 3) developing methods of entrusting papers to open access repositories. APC support should be guaranteed at a reasonable level. The average or median of APC values for the previous three years will be applied to set the upper limit for support each year. APC support will be provided when the paper is published to open access journals or transitioning journals to open access. Hybrid journals or dual access journals are not included. Support for open access publishing of academic journals in Korea during the transition period will be available for open access journals that have registered for CCL in KJCI or journals that have submitted their application for transitioning to open access. Publishing in hybrid, dual access or subscription-based journals must be accompanied by items related to copyright such as embargo. Research results will be used for the detailed implementation plan of 'NRF OA2021 (Plan)'. They will serve as the base data for the rapid, stable, and sustainable implementation of open access policy in NRF, addressing the Korean domestic academic journal publishing environment and the field of international academic communication.

'원전 신뢰, 어떻게 회복할 것인가'를 주제로 한 해외 원자력 전문가 좌담회가 4월 28일 인터컨티넨탈 서울 코엑스에서 열렸다. 한국원자력문화재단이 주최한 이번 좌담회는 당일 열린 '30주년 한국원자력연차대회'에 참석한 해외 원자력 전문가를 초청하여 마련된 것으로, 민계홍 한국원자력산업회의 상근 부회장을 좌장으로 하여 김호성 한국원자력문화재단 이사장, Malcolm Grimston 영국 Imperial College 환경정책센터 수석 연구위원, Daniel S. Lipman 미국 원자력협회(NEI) 부회장, Mimi Limbach 태평양원자력협의회(PNC) 회장 등 원자력 수용성 관련 전문가들이 참석, 2시간에 걸쳐 의견을 나누었다. 좌담회 전문을 게재한다.

Magwood IV OECD-NEA 사무총장, Gordon Mackerron 영국 Sussex 대학교 과학정책연구소(SPRU) 교수, Tomoko Murakami 일본에너지경제연구소(IEEJ) 연구책임자, Michael Shellenberger 미국 Environmental Progress 회장 등이 참석하여 2시간에 걸쳐 의견을 나누었다. 좌담회 전문을 게재한다.

본고는 지난 2월 14일과 15일 양일간에 걸쳐 Okinawa에서 유구(Ryukyu)전력공사 주최로 개최된 제8회 ${\ulcorner}$과학청소년의 날${\lrcorner}$기념행사에 참석하였던 토마스$\cdot$앨바$\cdot$에디슨재단의 전무이사인 제임스$\cdot$G$\cdot$쿡(James G. Cook)씨가 동 행사에 참석한 우수학생들에게 정찬회 석상에서 행한 강연의 원고를 번역한 것이다. 제임스$\cdot$쿡씨는 현재 토마스$\cdot$앨바$\cdot$에디슨재단의 전무이사의 요직에 재직하고 있으며 1965년에 동 재단의 상무이사로 취임하기 이전에는 5년간 Detroit 시에 있는 General Motors 회사의 모터연구소원 및 섭외담당관으로 활약하였다. 미시간주 Detroit 시 출신인 씨는 Eastern Michigan 대학에서 심리학박사학위를 받았으며 또한 정치학도 수업하였다. 씨는 동행사 참가 직후 내한하여 약 1주간 체류하면서 당 대한전기협회와 내년 4월에 한국에서 개최하기로 된 제14회 ${\ulcorner}$국제에디슨탄생일기념축전${\lrcorner}$에 관한 행사계획의 세부내용을 협의한 바 있다.
