본 연구는 한국산업안전공단에서 구축한 종합위험관리체제(IRMS)의 추진경과, 운영조직체계, IRMS 효과, 개선사항 및 향후 발전방향 등 IRMS 사업의 전 분야를 재검토하여 문제점에 대한 개선방안과 중 장기 발전방안을 제시하고자 하였다. 이를 위해 IRMS가 구축된 PSM 사업장에 대하여 설문조사를 실시하여 IRMS 효과를 분석하여 문제점을 도출하고, 이를 바탕으로 교육, 조직, 정보공유, 전산화, 기타 부문에서 개선방안을 제시하였다. 또한 선진국의 안전관리 실태를 전망하고, 이를 통하여 IRMS 중 장기 발전방안 수립을 위한 추진방향을 제시하였다.

Study and analysis on the digital certification of the world today, and census on how digital signature is being used or considered for the government will be used to sum of what can be the difficulties and Problems in operating digital signature certifications for the government administrations at this research, and of course the answers to these problems will be provided too. This research suggests practical ideas on how to interoperate between Government PKI (GPKI: Administrational Digital Certification for the Government) and National PKI (NPKI: Digital Certification for General Public ＆Business), how to make use of Standard Security APIs, how to manage (e.g. issue, reissue, update, revoke) digital certificate, how to improve technical side of security and reliability, and how to improve political issues on public education for information security. Digital certification will become more popular and widely used in government administrations in the future. Therefore, census and research on demands md satisfactions of digital certification for public and government will be regularly performed. Of course, continuous maintenances and improvement in this field will be necessary to obtain firmer way of information security.

최근 디지털 기술의 발탈로 방송과 통신의 경계가 허물어지면서 지금까지 없었던 새로운 융합서비스들이 지속적으로 출현하고 있다. 그동안의 방송과 통신은 독자적인 영역을 고집하며 서로 독립적으로 발전해왔다. 하지만, 방송통신융합기술의 발전, 네트워크 성능 향상 그리고 스마트 기기의 폭발적인 증가 등 여러 가지 요인으로 인해 다양한 융합서비스들이 출현 하게 되었으며 빠른 속도로 발전, 확산되고 있다. 논문은 융합서비스의 대표주자인 IPTV 서비스 보안 이슈는 물론 스마트TV, N-Screen, OPEN IPTV 등 IPTV가 발전함에 따라 새롭게 등장하는 융합서비스에 대한 보안위협을 분석하고 그에 대한 대응방안을 제시한다.

This study investigated the local humanities ecosystem and the application of local humanities. A plan(measures) was suggested to vitalize the humanities ecosystem for local residents through this stduy. First, We looked at the support measures for local humanities. Second, we tried to find a measure to utilize research manpower for the development of local humanities. Third, We study ways to train researchers for the development of the local humanities ecosystem. Fourth, In this study, we analyzed the contents of the job creation plan for the development of local humanities.This analysis aims to establish a support plan for vitalizing research on the regional humanities ecosystem that reflects the local culture and regional specificity.

발전설비의 불시정지, 예상치 못한 전력수요 급증 등 전력수요와 공급의 불확실성에 대비하기 위해 예비력을 운영 하고 있다. 최근 풍력발전원의 지속적인 증가로 풍력발전 출력값과 예측값의 차이인 예측오차에서 기인하는 풍력발전출력의 불확실성 또한 예비력 산정 시 고려할 주요 요소로 논의되고 있다. 본 논문에서는 발전력의 상당 부분을 풍력발전원이 담당하는 전력시스템에서 산정된 운영예비력의 적정성을 평가하는 방안을 제시하였다. 기존의 전력수요 예측오차, 발전기 불시정지 뿐만 아니라 풍력발전원의 불확실성을 모두 고려해 산정된 운영 예비력의 적정성을 평가한다.

국내외에서 CCTV, IoT(Internet of Things)를 활용한 재난 재해 감지 기술이 활발히 연구되고 활용되고 있다. 그러나 재난 감지 시스템은 전기와 같은 기반 시설이 구축되어야 활용이 가능하기에 지역적으로 시스템 구축에 어려움이 있는 재난 취약 지역(Disaster Vulnerability area)이 발생하게 된다. 이를 해결하기 위한 방안으로 소형 자가발전시스템을 구축하여 CCTV를 활용한 실시간 재난 감시 방안을 마련하고자 하며, 이에 일환으로 울산시 기상관측 자료와 소형 자가발전시스템 발전량간의 상관관계를 분석하여 기후 요소가 발전량에 미치는 영향을 살펴보고 추가적인 연구 방향에 대해 논의하고자 한다.

Construction monitoring and monitoring industry have been rapidly developed with advance of IT industry and telecommunication. However institutional, legal supports that need to settle the construction monitoring are practically inadequate. So development plans that are reflected enquete results about the present state of construction monitoring are considered. A way that consider establishment Korea construction monitoring association and society, deal with relevant law appointing monitoring industry, consider enactment and revision of construction monitoring design standard and specifications, appoint practical construction monitoring educational institution, appoint an efficiency test specialty institution of monitoring equipment, consider the term of guarantee of monitoring equipment consider enactment and revision of estimating cost of construction measurement, consider ratio of monitoring equipment loss for developing construction monitoring and monitoring industry are proposed.

LNG복합발전은 수요지 인근에 건설이 가능한 장점이 있어 수도권 인근 발전소 중 상당한 부분을 차지하고 있다. 이러한 LNG 복합발전은 수도권 부하비율 감소에 따라 발전량이 줄어들게 된다. 2018년 계통데이터를 기반으로 수도권의 부하수준이 70%까지 떨어졌을 때, 거의 모든 수도권 복합발전이 정지함을 확인할 수 있다. 이 때, 신가평과 강원을 잇는 765kV급 융통선로의 2회선 상정사고 발생 시 수도권 무효전력 공급원이 줄어들어 전압이 불안정해진다. 이와 같은 상정사고를 대비해 수도권 복합발전 중 일부는 제약운전을 시행해야 한다. 본 논문에서는 제약운전을 하는 수도권 LNG복합발전의 발전량을 대체할 수 있는 대안으로 적절한 위치에 FACTS설비를 투입하고자 한다. FACTS설비를 효율적으로 운전시키기 위해 LNG복합발전의 발전량 감소에 따른 전압변화에 대해 Tangent Vector Component가 가장 큰 수도권 345kV 모선을 선정해 STATCOM을 투입하고 그 결과를 확인한다. 이를 확인하기 위한 방안으로 제약운전을 하는 복합발전의 발전량을 감소시키고 관찰하고자 하는 모선과 거리가 먼 비수도권 발전량을 증가시켜 수급을 맞춘 뒤 전압의 변화를 관찰한다. 이 때, 하나의 계통을 2개의 지역으로 구역화하여 전압을 확인할 수 있는 F-V 해석을 이용한다.
