School facilities are in 2000, diversification, mechanized and 'green' change rapidly. School facilities Maintenance, however, maintains a simple maintenance practices in the past. Fortunately, in 2005, from BTL maintenance practices in the private sector has introduced changes in business with the advent of school facilities continues. Thus, facilities maintenance practices that are dotted throughout the country, human resources, dear, detailed by the managing body by operations, facilities maintenance to restructuring the system. Effective the presentation of Improvement is needed.

Unlike conventional BTO(Build-Transfer-Operate) projects, this BTL project aims at fixing the financial deficiencies of the government and expanding infrastructure through private capital. It allows the government to attract private capital for the construction of public facilities such as schools and social welfare agencies for whom private users don't need to pay, thereby bolstering national finance. BTL projects are causing a variety problems in progress. Therefore, we are required a practical approach to can improving a variety problems. In this study, we were derive the problem areas as follow. First, research data on the problem of domestic BTL projects, Second, high-performing foreign data analysis than domestic. And, we were analyzed to systematic management method for problem areas by using affinity techniques, matrix comparison analysis, AHP technique. Results of this study are expected provide management standards through real problem areas and the analyzing of relatively importance.

The present research has been conducted on the arranged form, the number and kinds, the area, the location of the rooms and the variation on exterior designs, based on a layout and a ground plan of each step, which are general plan, VE proposal and the final negotiation, for 11 elementary and middle and high schools that are designed in the way of BTL project. In consequence, it has been found out that there are some changes in the number and position of the rooms. However, the changes are not exceeding the overall arrangement form. This could not have led to the original aim, which is to induce creativity by PFI. It can be supposed that it is because the BTL system is stick to the old process, the method of financial investment and it is true to say that there needs to be solution for that.

PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.

School facilities maintenance is concerned about providing clean and safe environments for children. It is also about creating a physical setting that is appropriate and adequate for learning. But many of the school buildings in Korea have been maintained and operated by each school manger or pubic officers in the Educational Department. This system could not extend the life of building components, keep equipment functioning as designed or sustain a sage and healthful environment because of its non-professionality and the dual fiscal system. In order to improve such problems, it is proposed to privatize the maintenance of school building. It is sure that the new way to outsource services reduce costs and provide high quality services. Competitive contracting with the private sector can provide schools with expertise, flexibility and cost efficiencies as well as help school administrators focusing on educating the children. This study explores the maintaining status of existing schools, analyses the cases about BTL schools and the foreign country's policies and surveys the outsourcing cases of Kyungki-do schools. Finally it proposes more appropriate plans for privatizing the maintenance way of school building in Korea.

The purpose of this study is to analyze the problem of BTL business through the sensitivity analysis of financial model and presented efficiency business strategy when private business owner propose their business. For this, we analyzed the sensitivity of financial model after analyzed costs of the school facility construction case for each place of business. The results of this study are as follows. 1)As the results of the sensitivity of financial model, requirement-earning rate for the results of analysis was decreased average 2.28 points (0.5%) per increasing 0.10% and Construction costs and the maintenance costs were decreased average 10.73 points (2.38%), 6.22 points(1.38%) for increasing 1billion won. 2) The Problem of BTL business according to the sensitivity analysis of financial model was analyzed that the price consultation low investments, and estimation from personal consideration caused it. So, it was analyzed to increase maintenance costs is more efficient method than to increase construction costs.

The purpose of this study is to examine the problem of BTL(Build Transfer Lease) projects through comparative analysis on running costs, focusing on primary school, junior and senior high school education facilities, and then to provide useful information on the estimation of running costs by suggesting valid cost criteria. For this, eight schools from A and B consulting firms were sampled from capital region and other areas. Sampled schools were classified into four categories according to school grade, and running cost data are collected and analyzed from relative view points. The results of this study are as follows: 1) running costs which are analyzed by categories show some difference among sub-items, 2) major problems related to running cost prediction of BTL projects are revealed and improvement schemes are suggested for two groups (Owner and Project applicants).

This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.
