학교도서관 운동은 이제 일선 교사들에게만 맡겨 둘 단계를 지났다. 중앙이나 지방의 교육행정 당국이 이 운동의 현황을 파악하고 계획적인 지원과 지도에 나설 시점에 이른 것이다. 필자는 여기에 경상남도 교육위원회의 1964학년도 학교도서관 장학지도 계획을 추려서 소개하기로 한다. 학교도서관 운동의 현단계에 있어서 아주 의미 없는 일은 아닐 것으로 안다.

The purpose of this paper is to review the school library movement of provincial level. For the purpose current school library movement of Gyeonggy-Do and Gyeongsangbuk-Do are analyzed. The writer looks into motivations, strategies, accomplishments, and characteristics of the movements at the viewpoint of comparison.

The purpose of this study is to evaluate propriety of remodeling and present improvement as a case study of a school library. For this, we analyzed investigation of the process of it by selecting a school library which has been completed recently and surveyed user satisfaction after remodeling. According to the survey result, is shows that the user satisfaction of information service and education activity that are library's function and role are efficiently increased by remodeling. In case of the school library, on the other hand, it shows that the users still need not only the improvement of the space structure and aesthetic environment of the exterior and interior but also the expansion of the stuff and facility.

In the 90s, due the Japanese students' degradation in reading comprehension from literacy escape, it was serious social phenomenon that brought reading crisis in Japan. However, school libraries and related institutions regarded this as a turning point and started to reset revise their legislations and focused on environmental improvement of children's reading activities from various aspects by conduction reading related activities. This study is to help understanding macro-environment of Japanese school libraries by introducing and summarizing all the efforts from each fields for restructuring reading environment mainly around the school libraries from 90's in Japan.

학교도서관은 그 어느 때보다도 높은 관심 속에서 발전하고 있다. 그림에도 불구하고 학교도서관을 운영할 사서교사의 배치는 난관에 부딪혀 있다. 이에 본고에서는 도서관의 고유한 역할인 참고봉사의 기능을 학교 교육과 연계시켜 한가지 해결책을 제시한다. 도서관 업무의 꽃이라고 하는 참고봉사는 기본 2대 기능이 정보와 교육에 있다. 이중에서 교육 기능의 측면에서 어떻게 사서교사를 학교도서관에 배치할 수 있는가하는 점에 초점을 두고 이 논문을 전개한다. 또 본고에서는 국내외 정보이용 교육과정, 초ㆍ중등학교 정보와 도서관 교육과정의 구성과 기반 이론, 향후 현장 학교도서관과 학계에 미칠 교과교육학의 영향, 정보와 도서관 교육과정의 정책 방향 등에 대해 제시하였다.

이 대담 시리즈는 학교도서관에 대한 도서관계 안팎의 관심을 높이고 현단계 학교도서관 운동이 나아갈 길을 모색해보려는 취지에서 시도된 것이다. 과거 학교도서관 운동을 주도하였거나 오랫동안 학교도서관 현장을 지켜온 인물들을 찾아 그들의 경험과 의식 속에 쌓여 있는 역사를 끌어내어 오늘을 비추어 보고 내일을 전망하는 계기로 삼을 것이다. 이번 대담에서 만난 사람은 우리 나라 학교도서관 운동의 초창기에 많은 활동을 한 조재후 선생이다. 선생은 부산중, 경남여고, 부산고 등에서 10년간 (1953-1963) 사서교사로 활동하면서 학교도서관 운동의 지평을 넓히는데 크게 기여하였으며 부산시 교육위원회 연구사 및 장학사(1963-1972), 문교부 중앙 시청 각교육원 연구관(1972-1973), 문교부 장학관 (1973-1975), 서울시 동부 교육구청장(1980-1982) 등으로 활동하셨다. 또한 영등포중, 혜화여고, 용산공고, 경기상고 등에서 교장으로 재직하시고 정년퇴임후 현재 서울 정화여자상업고등학교 교장으로 재직하고 계신다. 대담 일시 : 1998년 5월 2일 오전9시 30분 - 오전 11시 30분 대담 장소 : 서울 정화여상 교장실

지난 2월 SK텔레콤이 총 5곳의 중.고등학교를 선정해 도서관을 리모델링(학교별 5천만원) 해주는 “신난다! 산뜻한 학교만들기” 이벤트를 실시했었다. 치열한 경쟁을 뚫고 첫 주에 선정된 도서관이 바로 민족사관고등학교도서관이다. 총 5개 학교 중 제일 처음 선정된 것이라는 점. 민족사관고등학교에 대한 호기심, 전반적으로 힘든 학교도서관계의 현실 속에서도 끊임없이 도전하는 사서교사의 수고에 대한 감사 등의 마음을 가지고 우리 도서관 탐방팀은 강원도 횡성을 다녀왔다.

교육계를 중심으로 사회전반에서 책읽기에 대한 관심이 고조되어 감에 따라 학교교육의 중심이라 할 수 있는 학교도서관이 교육환경개선에 있어서 어떤 역할을 할 수 있는지 살펴 보고자 “도서관문화”에서는 7월 28일(화) 우리 협회 회의실에서 ‘교육환경개선과 학교도서관’이라는 주제로 좌담회를 가졌다. 이번 좌담회에는 김경욱 전국교직원노동조합 정책기획실장, 박희 사서교사협의회장, 오명숙 어린이도서연구회 문화부장, 이병기 서울중등학교도서관연구회 연구부장이 참석하였으며, 사회와 원고정리는 우리 협회 이용훈 기회부장이 맡았다.

According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.
