This study aims to investigate the problems in conducting the first year project of a five-year school library revitalization project and to suggest the alterative to the present system for the following years. The method of evaluation was to visit the 16 local ministries of education and to interview the government school inspectors, school principals, teachers-in-chief, teacher librarians and parents. The evaluation was conducted based on the following criteria； school library facilities and increase in collection, enrichment of education W through school library, location of manpower and enhancement of profession and building the cooperation system with the private and public sectors. Additionally, school library service training and library support system were evaluated.

This study aims to identify challenges faced by the schools participating in the 2006 School Library Revitalization Project so as to incorporate them in the next Year's plan, which is the last rear of the Phase one of the project, as well as in designing the phase two. By doing so, it seeks to contribute to enhancing effectiveness of the School Library Revitalization Project conducted by the Ministry of Education and Human Resources Development(MOEHRD), the Republic of Korea.

교육인적자원부는 2002년 '학교도서관 활성화 종합방안'을 발표한 이래 매년 학교도서관 활성화 사업을 분야별로 평가하여 우수사례를 발굴ㆍ포상해오고 있다. 2004년에도 약 40여개의 학교가 우수학교로 선정되어 수상을 하였으며, 2004년 12월 3일(금) 제주도에서 개최된 '2004 학교도서관대회'에서는 8개 학교의 우수사례 발표 시간도 마련되었다. <도서관문화> 도서관탐방팀에서는 8개 학교 중 어디를 가보면 좋을까 고민하던 중 쉽게 만나기 어려운 사서교사 근무 도서관을 발견하고 한달음에 달려갔다.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

This study analyzes the performance of school library rehabilitation project for the past four years. The project was launched in 2002 as a 5-year project from 2003 to 2007. Based on the analysis, the author suggests some considerations for the second phase of the project. First, librarians are the focal point to manage the library newly built and remodeled at a massive budget of 300 billion Korean won. Second, when developing curriculum employing school libraries, the curriculum should be differentiated by grade. class, textbook and even chapter. Third. the project should demonstrate the positive influence of school libraries on students' academic achievement so that the parents and community leaders voluntarily promote school libraries. Forth, the project should examine diverse users to successfully meet their demand. Fifth, the project should incorporate capacity building in librarian training course. It is also crucial that librarians themselves make visible effort to achieve an expert status before students and fellow teachers.

The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

The purpose of this study is to investigate the current state of reading culture in Gyeongsangnam-do and its infrastructure in order to develop a balanced reading culture in each of the 18 counties of Gyeongsangnam-do, and to come up with plans to promote reading culture in the libraries in the province. To this end, six measures were proposed to revitalize reading culture in Gyeongsangnam-do by reflecting and synthesizing the survey of reading culture infrastructure in Gyeongsangnam-do, the analysis of the reading status of residents of Gyeongsangnam-do, the analysis of the results of the reading culture promotion project in Gyeongsangnam-do Province and the collection of opinions from experts related to the promotion of reading culture in each field. The results of the study are as follows. ① Establishment of Gyeongnam Reading Culture Promotion Governance, ② Establishment of Gyeongnam Reading Culture Promotion Committee and preparation of basis for evaluation roles such as establishment and implementation of reading culture promotion, ③ Creation of specialized collections and preparation of reading culture programs by region, ④ Service between Gyeongnam Representative Library and Gyeongnam Office of Education Systematization of subject and role division, ⑤ Systematization of role division between Gyeongnam representative library and 18 city and county local government libraries, ⑥ Establishment of grounds for reading culture promotion policy of Gyeongnam and 18 city and county local governments, and establishment of cooperation support system based on related laws and regulations.
