Since 1980s, wastewater treatment facilities in Korea have been rapidly expanded by 90 percent as the government invested them continuously. Considering social and environmental factors such as the needs of alternative water resources for water shortages, energy saving and new energy production sources for decrease of greenhouse gases, and the demand for the improvement of the water quality in rivers and lakes, advanced technologies in wastewater treatment are essential in the 21st century. In this aspect, new conceptual technology is systematically combined with the advanced treatment technology such as the control and treatment technology of hazardous and toxic material, customized reusing skill, and energy saving/recovery technology. The new R&D project for advanced technology of wastewater treatment and reuse will focus on these advanced technologies which will improve the water quality and foster the competitiveness in world environmental markets, building a solid foundation particularly in the market of developing countries. The project will be divided up into high quality reusing of wastewater, energy self-sufficiency, and integrated management system. It will be carried out for five years, 2011~2015, as Phase I.

This study was conducted to investigate the expandibility of sludge treatment by earthworm through real scale experiment and the optimum counter-plan for organic sludge treatment. For the purposes, sludge removal efficienciesof night-soil using earthworm and it's behavior according to the transplanting methods of the earthworm on non-cover worm bed or in the green house worm bed were compared. Sludge uptake rates on non-cover worm bed for 6 months were $0.27{\sim}0.33ton/m^2$ and the excrement of earthworm yields $0.15ton/m^2$(44.1~46.7% of raw night soil sludge dosage). These results were not much different from the worm bed in the green house. The average and maximum earthworm density were about $6.5kg/m^2$ and $7kg/m^2$ respectively on the non-cover worm bed. The density of the worm bed was comparatively higher in spring and fall terms but lower in summer. The amount of old earthworm was much plenty than young earthworm on the non-cover worm bed, resulting in reverse distribution type of pyramid. From the experiments on non-cover worm bed(7,000 pyeong)and in the green house worm bed(1,200 pyeong), it was concluded that landfill and transporting cost could be reduced when the earthworm was applied for the night-soil sludge treatment. Profits from the excrement sale of earthworm was 9,600,000 won. Through this study, it was founded that earthworm treatment method for organic sludge are much more environmentally sound than landfill treatment.

Lately rainfall characteristics that it rains a lot in a short space of time often occurs. Because of this meteorological phenomena, the flow rate and concentration of initial rainfall for runoff and combined sewer overflows are changed. In the case of this inlet fluctuation, the flotation method at high surface loading rate is suitable for water quality management. the flotation method is able to meet the removal rate requirements of water public zone in 5 to 10 min which is irelatively short period. For assessment and diagonision of flotation method, A/S ratio is applied until now. But unfortunately, this has some limits for evaluation standard for certification and assessment of technical diagnosis and operation. This is why there is different efficiency in the bubble distribution at the same A/S ratio. The velocity and time of floating is changed by the different bubble distributions. The floating time affects the plant volume because the time factor make size dicision. Therefore the charateristics of bubble distribution and floating time at the same A/S ratio is necessary to apply to evaluation standard for certification and assessment of technical diagnosis and operation. For generalization of the method in certification and assessment, the characteristics of bubble distribution was studied. Until recently, using the optical device and shooting live video, there are some analysis technology of the floating factors. But this kind of technology is influenced by the equipment. with this level of confidence about the results, it is difficult to apply to generalize. According this reasons, this study should be applied on experiment generalization of method about measurement of relation between bubble distribution and floating time.

The nutrient recovery in phosphate crystallization process was investigated by using laboratory scale uptlow reactors, adopting sequencing batch type configuration. The industrial waste lime was used as potential cation source with magnesium salt($MgCl_2$) as control. The research was focused on its successful application in a novel integrated sludge treatment process, which is comprised of a high performance fermenter followed by a crystallization reactor. In the struvite precipitation test using synthetic wastewater first, which has the similar characteristics with the real fermentation effluent, the considerable nutrient removal(about 60%) in both ammonia and phosphate was observed within $0.5{\sim}1$ hr of retention time. The results also revealed that a minor amount(<5%) of ammonia stripping naturally occurred due to the alkaline(pH 9) characteristic in feed substrate. Stripping of $CO_2$ by air did not increase the struvite precipitation rate but it led to increased ammonia removal. In the second experiment using the fermentation effluent, the optimal dosage of magnesium salt for struvite precipitation was 0.86 g Mg $g^{-1}$ P, similar to the mass ratio of the struvite. The optimal dosage of waste lime was 0.3 g $L^{-1}$, resulting in 80% of $NH_4-N$ and 41% of $PO_4-P$ removal, at about 3 hrs of retention time. In the microscopic analysis, amorphous crystals were mainly observed in the settled solids with waste lime but prism-like crystals were observed with magnesium salt. Based on mass balance analysis for an integrated sludge treatment process(fermenter followed by crystallization reactor) for full-scale application(treatment capacity Q=158,880 $m^3\;d^{-1}$), nutrient recycle loading from the crystallization reactor effluent to the main liquid stream would be significantly reduced(0.13 g N and 0.19 g P per $m^3$ of wastewater, respectively). The results of the experiment reveal therefore that the reuse of waste lime, already an industrial waste, in a nutrient recovery system has various advantages such as higher economical benefits and sustainable treatment of the industrial waste.

Current TMDL based on the 'Polluter Pays Principle' in Republic of Korea is individually operated by each local government for the designed allocated pollution load of unit watershed and unit district. However, unlike the motion of the air contaminants, the polluted contaminants in a river move from upstream to downstream, and a river can affect to districts more than two. In addition, a decision making on the construction of a sewage treatment facilities follows the concept of 'economy of scale'. These reasons support the collaboration among local governments in order to reduce the costs in improving water quality. This study suggested a method to reduce water quality management cost by redistributing reduction load considering cost-effectiveness for an entire watershed. The assessment on the suggested method is conducted in Youngsan river watershed. Without variation in total load, reduction load assigned for unit watershed and unit district is retributed in the region where pollutant source is concentrated, and then water quality and cost reduction improved from the redistribution of reduction load is analyzed. The results show that the cost saved by the suggested method is KRW 124 billion for scenario-1 and 172 billion for scenario-2 considering total cost of KRW 788 billion for the existing plan. We expect that the suggested method is a good example to reduce water quality management cost in local governments for TMDL.

This study aims to research into a plan for the spatial design on the major facilities in new-town region in Mongolia by using the spatial analytical technique in GIS. In case of Mongolian region, the demand for new-town development is rapidly increasing around Ulaanbaatar, where is the capital. On the other hand, the adequately relevant ground or the spatial-design technique is failing to be applied. This study extracted the region available for developing new down by using spatial analytical technique in GIS, and researched into the spatial-design plan for housing complex, filtration plant, sewage disposal plant, power plant, general park, crematory. The housing complex in the targeted region could be known to be adequate to be positioned around watercourse and road. It could be known to be adequate for filtration plant, which is the source of drinking water, to be located in the upper-stream region of a river, which is secured good quality of water, and for sewage disposal plant to be located in the lower-stream region available for minimizing occurrence of contamination. It is judged to be required for a proposed site of power plant to be located in the upper-stream region, for the park unit, which is space of the living culture, to be repaired and expanded the existing facilities, and for traffic network to be expanded through predicting demand along with new-town development. It is judged to be probably needed to be reflected even the flexible aspect for changing design through surveying the feasibility and economic efficiency on the future spatial design.

Public sewage treatment facilities are a necessary infrastructure for public health that treat sewage generated in cities and basin living areas and discharge it into rivers or seas. Recently, the role of public sewage treatment is receiving attention as a place of use of wastewater-based epidemiology (WBE), which analyzes human specific metabolic emissions or biomarkers present in sewage to investigate the environment to which the population is exposed in the water drain. WBE is mainly applied to investigate legal and water-law drug use or to predict and analyze the lifestyle of local residents. WBE has also been applied to predict and analyze the degree of infectious diseases that are prevalent worldwide, such as COVID-19. Since sewage flowing into public sewage treatment facilities includes living information of the population living in the drainage area, it is easy to collect basic data to predict the confirmation and spread of infectious diseases. Therefore, it is necessary to establish a new role of public sewage treatment facilities as an infrastructure necessary for WBE that can obtain information on the confirmation and spread of infectious diseases other than the traditional role of public sewage treatment. In South Korea, the sewerage supply rate is about 95.5% and the number of public sewage treatment facility is 4,209. This means that the infrastructure of sewerage is fully established. However, to successfully drive for WBE , research on monitoring and big-data analysis is needed.

The purpose of this study is to use long-term water quality monitoring data from tributaries of the Nakdong River system to identify problematic substances in tributaries by examining the rate of exceedance and increase in water quality targets. In the Nakdong River system, monitoring is conducted once a month for 38 tributaries that require intensive management, and this data was used to analyze trends in exceeding and increasing target water quality at each point. The analysis items are eight items that can be evaluated based on river water quality standards: DO, BOD, COD, TOC, SS, total phosphorus, fecal coliform, and total coliform. As a result of the analysis, the target water quality exceedance rate was more than 50%, and the items with an increasing trend were TOC, fecal coliform and total E. coli counts, and the items with an exceedance rate of less than 50% but an increasing trend were SS. TOC is believed to be caused by an increase in non-degradable substances, and the continued increase in Total Coliform will require management of Total ColiformTotal Coliform in effluent water from sewage treatment facilities in the future.

This study was conducted to investigate the effect of OH radicals on organic matter oxidation and suspended solids removal using microbubble as a pre-treatment technique to reduce the organic load of night soil in connection with sewage. The experiment was conducted for three months at HRT 4 hours using pressurized type microbubble generator. The mean SS removal efficiency was achieved 71%. The average removal efficiency of $TCOD_{Cr}$, TBOD, TN and TP were achieved for 51.5%, 47.9%, and 14.7% respectively, as scum and SS were removed by flotation separation. The removal efficiency of soluble organic matters were 25.0%, 17.1% for $SCOD_{Cr}$, SBOD by air microbubble supply. Soluble nitrogen and phosphorus were removed average of 11.9% and 7.4%, respectively. As s result, it was confirmed that soluble organic matters were removed by air microbubble supplied. Generated OH radicals when the microbubble was collapsed, can decompose the soluble organic matters. Therefore, The microbubble flotation process was installed at the front of night soil treatment process, it will contribute to the stable operation of the subsequent biological treatment facility by oxidation of the dissolved organic matters as well as removal of SS by flotation separation.

To meet the reinforced discharge standards, effect of coagulant PAC (Poly aluminium chloride, 10.4% as $Al_2O_3$) on phosphorous removal in advanced wastewater treatment process (a modified $A^2$/O). 15 mg/L of PAC determined by jar-test was added to influent of settling basin in a modified $A^2$/O consists of anaerobic, anoxic, and oxic chamber which contains Bio-clod and porous polyurethane media. Performance of PAC was tested by supernatant after settling. The removal efficiencies of BOD, COD, TP (total phosphorus) and SP (soluble phosphorus) on biological process with PAC were 96.1%, 88.8%, 97.0% and 98.6%, compared with those on biological process without PAC were 95.4%, 72.4%, 71.6% and 59.5% respectively. 18.4% of TP and 39.1% of SP removal efficiency was increased, although increase of BOD and COD removal rate was not significant. Only PAC addition to influent of settling basin in $A^2O$ process can help total phosphorus removal to 0.13 mg/L with following discharge standard.
