This study proposes a developmental policy direction for the online platform industry, moving away from the regulatory-centered discussions that have predominated thus far. To offer policy directions, the PEST-SWOT-AHP analysis model was employed. The study first categorizes the issues of the domestic online platform industry into political, economic, social, and technological aspects, which are then further categorized into 16 strengths, weaknesses, opportunities, and threats. The relative importance among these factors was measured, leading to the derivation of four final strategies. The analysis indicates that policy directions should prioritize addressing weaknesses, with 'improving regulations that hinder innovation' being the most important factor across all categories, while technological factors were consistently rated highly in importance apart from this. Accordingly, the policy direction for the domestic online platform industry suggests avoiding excessive regulation and instead emphasizing policy support centered around technological development. This study is significant in that it presents a macroscopic developmental direction for online platform policies that have not been discussed in existing academic research, and it provides professional and objective indicators through consensus among scholars and researchers. In the future, it is hoped that research will continue to propose detailed policy strategies and implementation systems based on a macroscopic perspective.

This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

The influence of online platforms has become even more powerful than ever and there has been growing calls to regulate its enormous market power. Issues relating to platform monopolies have been discussed in Korea and recently the Online Platform Intermediary Transactions Fairness Bill has passed the Cabinet Council. Thus, we aim to analyze online platform regulations from stakeholder perspective and then address the regulatory direction. We first investigate the consequences of platform strategies including mergers that platform owners take. In addition, we inspect the possible effects of online platform regulations on its stakeholders. Our research can contribute to having a more balanced view on the online platform regulation that is somewhat in the favor of protecting platform complementors and consumers.

This study is to consider the major policy issues related to 3DTV in terms of the platform projects, not the terminal and equipment manufacture. It reviews what problems the 3D policy in terms of the platform projects has posed so far, and discusses the issues that may appear when the 3D TV is commercialized in the broadcasting market. The major issues dealt in the study include the frequency policy of the terrestrial platform, the additional services activation of the pay platform players, the retransmission policy of terrestrial broadcasting, and the advertising market policy.

Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

한국 농업·농촌의 고령화 현상과 농업인구의 감소가 점차 심화됨에 따라 귀농·귀촌을 통한 인구 유입이 절실한 상황이다. 이를 위해서 귀농·귀촌 희망자가 의사결정 시에 도움을 받을 수 있는 귀농·귀촌 통합플랫폼을 구축 예정이다. 따라서 본 연구를 통해 빅데이터기반 귀농·귀촌 통합플랫폼 사용의도에 영향을 미치는 요인들을 분석하여 실제 플랫폼 구축 시 필요한 시사점을 도출하고자 한다.

This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

본 논문에서는 하이브리드라디오 서비스를 성공적으로 도입하기 위해 필요한 정책적 조건들을 제안한다. 하이브리드라디오는 그 UI(User Interface) 특성과 오디오 방송 콘텐츠 외 서비스 구현으로 인해 기존 지상파플랫폼 외 추가적인 플랫폼이 필요하며, 이들 플랫폼을 구축하고 운영하는 새로운 플랫폼사업자의 등장을 수반하게 된다. 콘텐츠공급자와 플랫폼사업자가 일치하던 지상파 방송 산업과 달리 콘텐츠사업자와 플랫폼사업자가 분리되는 산업에서는 소수 플랫폼사업자가 다수 콘텐츠사업자에 비해 협상력 우위에 서는 역학관계가 생기게 되고, 이런 게임의 룰에 익숙하지 않고 사업적 규모도 영세한 지상파라디오 사업자들은 힘겹고 불공정한 사업 환경 속에 던져지는 상황을 맞게 될 수도 있다. 따라서 플랫폼사업자와 콘텐츠사업자가 상생하면서도 경쟁의 효율을 높이기 위해선 정교한 정책적, 제도적 장치가 필요하다. 또 하이브리드라디오가 기존 라디오 산업 내 제로섬 경쟁을 넘어 전체 이용자 규모를 확대하고 이를 효과적으로 수익과 연결하기 위해서는, 하이브리드라디오의 기술적 특성이 수용자에게 의미 있는 편익이 될 수 있도록 하이브리드라디오의 사업적 가능성을 충분히 활성화할 수 있는 제도 개선이 필요하다. 마지막으로 급변하는 미디어 빅뱅 상황에서 유의미한 유효 기간 내에 하이브리드라디오라는 신규 콘텐츠 유통 플랫폼을 성공적으로 도입하기 위해서는 산업 플레이어 간 불필요한 오해를 줄여 무의미한 논란을 최소화해야 한다.

As a society of knowledge and information has been developed rapidly, because of changing from web environment to ubiquitous environment, a lot of countries across the world as well as S. Korea have come to search out new technology policy with spatial information system for smart society as ubiquitous spatial information society. So this research focused on the strategy consulting of new technology policy of S. Korea with spatial information system analysed by the application of 'scenario planning' as a foresight method. And as a consequence, the strategy formulation of new technology policy for the future S. Korea is to set up the spatial information technology policy with platform.

It is easy for first movers of platform business model to monopolize the market due to the platform's own characteristics such as network effect and flywheel strategy. Accordingly, the regulations on platform operators are constantly being discussed in the recent monopoly regulation arguments, but the concrete regulations have not been settled worldwide. This is because there is no clear consensus on the valuation method which can objectively identify dominant platform firms from the others. This study suggested a platform valuation method based on the Tobin's Q theory, by measuring the moderating effect of the existence of specific scale of platform on the relationship between replacement cost and market valuation. Our method can not only be a standard for settling monopoly regulation by converging the regulation targets, but also contribute to active investment on the new platform firms by evaluating their potential growths quantitatively.
