정보시스템 구축 프로젝트 환경이 다양해지면서 다양한 소프트웨어 및 하드웨어의 도입이 검토되고 있다. 환경의 다양성이 증가함에 따라 프로젝트의 위험요소들이 늘어남에 따라, 프로젝트 성공을 위해 프로젝트 전반에 걸친 위험요소에 대한 관심이 높아지고 있다. 기존 프로젝트관리 측면에서의 위험요인에 대한 연구는 지속적으로 있어왔으나, 소프트웨어 관점에서의 위험요소에 대한 연구는 그 동안 부족했다고 판단, 기존 프로젝트 위험요소 정의를 기반으로 소프트웨어에서 정의된 위험관리요소에 대한 재정의를 통해 소프트웨어에 대한 위험요소 정의의 타당성에 대해 확인해 보고자 한다.

Although risk reduction of construction projects have been continued, the risk of fatal accident has been increased. The purpose of this paper is to reduce the cause of the essential risk factors. Questionnaire survey of construction companies in domestic was conducted and the Multiple Regression Analysis of statistics program was used to grasp effective factors among the risk factors of construction companies in domestic. Development of the essential risk factors and its application to projects could lead to improvements such as compression of network, reduction of cost, improvement of quality and reduction of safety accident.

기존의 조사에 따르면 현재 소프트웨어 개발 프로젝트의 실패율은 높은 편이다. 미국의 The Standish Group의 보고서에 따르면 소프트웨어 프로젝트의 성공률은 약 32%로 낮음을 볼 수 있다. 소프트웨어 프로젝트 성공에 영향을 주는 요소 중 하나는 인력배치이다. 이는 소프트웨어 개발 프로젝트의 참여 인력 구성에 따라 생산성, 비용 및 개발기간이 달라지게 되기 때문이다. 즉 인력 구성에 따라 프로젝트 성공률에 많은 영향을 주게 될 수 있다. 프로젝트 인력할당은 WBS(Work Breakdown Structure)에 따라 PM(Project Manager) 또는 부서장이 할당하게 되는데, 이들은 프로젝트 구성원들의 상세한 정보까지 파악이 어렵기 때문에 인력구성의 어려움이 존재한다. 과거에 수행했던 개발 프로젝트에서 유사성이 높은 작업을 했음에도 불구하고 전혀 경험이 없는 작업에 할당되면 상대적으로 업무 지식습득에 어려움을 겪고 시간 지연에 따른 비용이 추가적으로 발생하게 된다. 이러한 문제를 해결하고자 본 연구는 소프트웨어 개발 프로젝트 구성원의 상세한 정보들과 소프트웨어 개발 업무와의 유사도 측정을 통해 인력을 업무에 할당하는 기법을 제안한다. 이를 위하여 제안한 기법을 프로토타입으로 구현한 후 현업에서 실제 개발되는 프로젝트에 적용하여 제안 기법의 우수함을 평가한다.

공공정보화사업의 사업관리방안은 국가 및 공공기관의 정보화사업 담당자들이 실무에서 직접적으로 활용하는 구체적이고 명확한 기준이다. 이는 공공정보화 사업의 계획, 구축, 운영 등 각 단계별 추진시 반영되고 있고 실제 구축환경에서 프로젝트 성공을 위해 중요한 요소로 작용하고 있다. 하지만 사업관리방안만으로 SW프로젝트의 성공은 보장받기 어렵다. 본 논문은 이러한 문제점을 파악하기 위해 각 사업관리방안이 SW프로젝트의 성공을 지원할 수 있는가를 연구하였고, 이를 위해 프로젝트관리 국제표준인 ISO 21500(Guidance on Project Management)의 지식 및 관리 영역과 산출물 등을 주요 사업관리방안을 비교하였다.

오늘날 기업에서 프로젝트의 성공은 기업 전략 달성에 필수 요소이다. 프로젝트가 많아지고 프로젝트의 중요성이 커지면서 프로젝트의 성과 향상의 방안으로 PMO(Project Management Office)를 운영하는 사례가 늘고 있다. 전사 PMO는 기업의 전략과 프로젝트 간에 연결고리 역할을 하며 기업 내 다수의 프로젝트를 관리함으로써 기업 전략 달성을 도모하지만 대부분 부족한 인력과 자원으로 운영되고 있다. 리스크가 높은 프로젝트에 한정된 인력과 자원을 집중할 수 있다면 프로젝트 성공 가능성을 높이고 기업 전략 달성에 보다 이바지 할 수 있을 것이다. 본 논문에서는 프로젝트 리스크를 기반으로 PMO를 운영하는 방법에 대하여 다루고자 한다.

본 연구는 대형 프로젝트의 위험분석을 위한 확률적 Network 시뮬레이션모델의 연구로서 Simulation방법으로 프로젝트의 성공 및 실패확률을 산정 하였다. 프로젝트의 주요 불확실성 요소(Uncertainty Factors)인 프로젝트의 수행기간(Time), 비용(Cost) 및 성과(Performance) 등의 계획은 실패 없이 추진되어야 하는 것이 중요하다. 연구 개발 및 신기술개발과 같이 대형 프로젝트의 경우, 그 성과 달성의 위험(Risk)성은 매우 크며 이러한 위험 예측 및 분석이 프로젝트의 성공적인 수행을 위하여 매우 중요 시 된다. 본 연구에서는 이를 위한 위험분석(Risk Analysis)의 방법으로 일반적으로 쉽게 사용할 수 있는 위험요인법(Risk Factor Analysis)과 확률적 Network 시뮬레이션모델을 제시하였으며 또한 이를 위한 Simulation프로그램을 개발하였으며 이를 신 기술개발 프로젝트에 응용하는 과정을 보였다. 본 연구에서 개발된 관련 프로그램을 보완 할 경우 대형 프로젝트의 각종 의사결정 시에 매우 유용하게 활용될 수 있으리라 생각된다.

Agile methodologies in software development, including the development of artificial intelligence software, have been widespread over the past several years. In spite of the popularity of agile methodologies in practice, there is a lack of empirical evidence to identify determinants of success of software projects in which agile methods are used. To understand the role of clients in software project where agile methods are used, we examine the effect of client-side factors, including lack of user involvement, unrealistic client expectations, and constant changes of requirements on project success from practitioners' perspective. Survey methods are used in this study. Data were collected by means of online survey to IT professionals who have experience with software development methodologies, and ordered logit regression is used to analyze the survey data. Results of our study imply the following managerial findings. First, user involvement is critical to project success to take advantage of agile methods. Second, it is interesting that, with an agile method, constant changes of client's requirements is not a negative factor but a positive factor of project success. Third, unrealistic client expectations do negatively affect project success even with agile methods.

제안요청서(RFP)는 사업목적 달성을 위해 발주자가 공급자의 제안을 받기 위한 요구사항을 정의한 문서로 프로젝트 목표 수행의 중요한 요소이고, 불명확한 요구사항과 요구의 변경, 외부 수행 작업의 문제, 일정과 예산의 비현실성 등은 프로젝트의 성공적인 수행을 저해하는 위험요인이다. 본 논문에서는 2005년부터 2009년까지 공공 SI(System Integration) 프로젝트의 RFP를 대상으로 첫째, 미국 프로젝트 표준규격인 PMBOK(Project Management Body of Knowleage) 지식 및 관리 프로세스 영역을 적용하여 현황을 분석하였고 둘째, Core와 Support 프로세스 영역을 비교분석하고, 셋째, Core 프로세스의 범위, 일정, 비용 영역에 대해 분석하였다. 연구결과로 공공 SI RFP의 범위, 일정, 비용을 의미한 항목에서 분명한 차이를 보여 보완이 요구되었다. 향후 본 연구를 통해 공공 SI 프로젝트의 RFP 작성시 명확성을 제고하여 프로젝트 성공 수행에 도움이 되도록 하고자 한다.

The small construction projects under $\\5$ billion occupy 90$\%$ of Korea construction industry. Because of the lack of the right recognition and management tool for the small construction projects, it is difficult to carry out successfully. This study recognized the present status of the domestic small construction industry through the questionnaire with experts. By the analysis of the questionnaire, this study finds items such as the management methods and the success factor about the small projects. Also the study suggests the conceptual framework that the construction party could manage the small project effectively.
