This study was conducted to identify how cadastral information quality is managed at which level by reviewing the current cadastral information creation and quality management methods. In addition, relevant issues were deducted and, based on the results, plans for cadastral information quality improvement were suggested. The study results are as follows. As a result of reviewing the cadastral information quality management and its level and deducting the relevant issues, it was found that current cadastral information quality management is confined to positional accuracy, instead of comprehensive quality management embracing graphic and attribute information. In addition, it appeared that the quality measurement elements for spatial information quality management recommended by the International Standard Organization (ISO 19113) are not reflected enough. In this study, a plan of quality management at an international level, plan for introducing a quality test process, and plan for organizing an independent quality test organization were suggested as improvement plans for this corresponding issues.

정보시스템은 변화한다. 업무 담당자도 변경된다. 변화하는 환경 속에서 데이터 품질을 유지한다는 것이 쉬운 일은 아니다. 신뢰성 있는 데이터를 얻기 위해서 공공 혹은 민간, 국내 혹은 국외에서 데이터 품질 관리에 관한 연구가 활발히 이루어지고 있다. 데이터 품질 관리 항목 중 하나인 업무규칙 관리시스템을 구현하여 신뢰성 있는 정보를 얻을 수 있도록 해보고자 한다. 도출 및 분류, 진단 수행 이력 관리가 가능하도록 시스템 분석, 설계, 구현하였다. 업무규칙 관리를 위해서 선결사항인 표준단어관리, 표준도메인 관리, 워크플로우 관리 기능을 구현하였다. 이로 인해 데이터품질관리 체계 수립을 중심으로 믿을 수 있는 데이터를 도출하여 국민 건강을 위하여 의미 있는 정책 수립에 도움이 되기를 기대한다.

The goal of quality assurance (QA) is to minimize systematic errors in order to maintain the quality of a certain process. Statistical process control (SPC) has been utilized for QA in radiation therapy field since 2005 and is changing QA paradigm. Its purpose is to maintain a process within the given control limits while monitoring of error trends such as variation or dispersion. SPC can be applied to all QA aspects of radiotherapy; however, a medical physicist should have enough knowledge about the application of SPC to QC/QA procedures. In this paper, the author introduce a concept of SPC and review some previously reported studies those used SPC for QA in radiation therapy.

As radiation therapy is one of three major cancer treatment methods, many cancer patients get radiation therapy. Because of the invisible and scattering characteristics of radiation, it is impossible to identify the quality and the amount of radiation and secondary cancer could be induced by scattered radiation. Because of advanced technique of radiation therapy and the reasons mentioned above, quality assurance of radiotherapy machine should be performed completely. International organizations such as International Atomic Energy Agency (IAEA), American Association of Physicists in Medicine (AAPM) suggest report of quality assurance to recommend united method of radiotherapy machine quality assurance. Domestic society of medical physics, however, is too small to make such a report, domestic hospitals selectively choose some of contents in global suggestions. As there are no suggestions for domestic hospitals and global suggestions are being updated, we did a survey about quality assurance for radiotherapy machine. The questionnaire is composed of possession of radiotherapy machine, items performed for quality assurance and manpower, etc. 37 of 72 hospitals answered to survey. These results could be used for making domestic standard quality assurance procedure.

The purpose of this study is to compare the national quality regulation schemes among four countries, and to find out implications to Korean quality regulation system of social services. For this, this study fixed comparative criteria on national quality regulation schemes, and compared the quality regulation schemes of 4 countries such as England, United States, Singapore and Japan. By reviewing prior relevant studies, three criteria could be suggested.: the level of user centeredness, the effectiveness of regulatory enforcement and stability of operation system. All analysed nations share similarities in that they all eager to provide quality information to their service users and develop nationally acceptable quality standards of social services. On the contrary, differences are identified in the level of regulatory enforcement and establishment of independent body for national quality control. By these results, this study discussed the meaning of these findings and their implications on the development of Korean quality regulation system.

최근 기업의 각 업무가 정보화 되면서 부문별, 업무별 정보시스템의 데이터 간에 심각한 중복성과 불일치성의 문제가 대두되면서 데이터 품질관리에 관심이 집중되고 있다. 본 연구는 실제로 데이터 표준 관리와 데이터 요구사항 관리를 통매 데이터 품질 관리 프로세스를 개선한 사례를 제시함으로써 데이터 품질 향상을 위해 노력하는 타 기업들에게 도움을 주고자 하였다. 또한, 개선된 데이터 품질 관리 프로세스에 대한 다차원적인 평가로서 데이터 품질, 생산성, 고객만족도, 조직 및 문화의 측면에서 정성 적이고 정량적인 지표를 통한 개선효과를 살펴보고 평가함으로써 제안된 프로세스에 의해 품질수준이 향상되었음을 검증하였고 평가 분석을 통한 시사점을 도출하였다.

수문자료는 국가적으로 중요한 자료로서 이에 대한 품질관리가 반드시 필요하다. 이에 우리나라 국토교통부에서는 국가 수문자료 품질관리시스템을 구축하여 실시간으로 수집되는 수문자료의 품질을 관리하고 있다. 국가 수문자료 품질관리시스템에서 사용되는 수문자료 자동점검기준은 실시간으로 수집되는 수문자료의 상태를 구분하기 위한 점검방법에서 설정한 기준 값을 말하며, 특히 수문자료의 오류 추출을 자동화하는데 핵심적인 역할을 하는 값이다. 해당 값은 점검 방법에 따라 다른 형태를 갖고 있으며, 관측소의 관측특성과 밀접한 연관이 있어 실무에서는 기존 관측자료의 통계적인 특성을 이용해 초기값을 추정하고 이후 관측자료들에 대한 실제 품질 판정을 기준으로 실제 상황을 고려하여 주기적으로 관리자가 수작업에 의해 시행착오법으로 보정하는 방법을 사용하고 있다. 이에 본 논문에서는 국가 수문자료 품질관리시스템에서 활용하고 있는 수문자료 자동점검기준을 대상으로 기존에 수작업으로 진행되던 자동점검기준의 보정을 자동화할 수 있는 평가지표와 평가 알고리즘을 개발하였으며, 이를 실제 자료에 적용하였다. 개발된 알고리즘은 그림1과 같은 추정 이상치 집합과 실제 이상치 집합의 상관관계를 이용하여 두 집합의 교집합인 A를 증가시키는 구조이다. 이를 이용해 자동점검기준의 적중률을 향상시킬 수 있었으며, 향후 실무에 적용될 경우 수문자료 자동점검기준을 신속하고 적절하게 보정함으로써 수문자료 품질관리업무의 효율성을 향상시킬 수 있을 것으로 기대된다.

In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).
