2002년 10월 유럽통계협회는 품질지수개발을 위해 협회소속국가들이 연합하여 특별연구팀을 발족시켰다. 이 팀의 주목적은 유럽통계협회에서 생산되는 자료의 품질을 측정하기 위해 대표성이 있으며, 계산하기 쉽고, 이해하기 쉬운 지수를 개발하는 것이었다. 유럽 통계협회는 연구팀에서 개발한 지수를 이용하여 내부품질보고서를 작성하도록 결정하였다. 개발된 풀질지수들은 유럽 통계협회 소속 국가에 의해 생산된 통계에 적용하기 적합해야하며 유럽전체를 위해 Eurostat 이 보유하고 있는 통계에도 적합해야한다. 그러므로 지수들은 각 국이 합의한 용어, 공식, 변수, 도메인, 분석의 정도를 고려하여 개발되도록 하였다. 이러한 지수는 정기적으로 생산되도록 규정하고 있으며 이 규정이 지켜지기 위해서는 동일한 변수, 공식 통이 적용되어야함은 물론이고 시계열의 유지를 위해 관련된 메타데이터가 제공되어야한다. 서로 다른 조사결과로부터 관련된 통계량의 측정과 개념들간의 차이를 확인하기 위해서 메타데이터는 반드시 필요하며 품질보고서가 있는 경우 많은 도움이 릴 것이다. 본 연구에서는 동계생산자의 관점에서 본 각각의 품질 요소에 따라서 생산된 다양한 통계의 풀질을 평가하기 위해서 개발된 일련의 표준화된 품질지수를 제시할 것이다. 각 지수들의 정의와 가장 대표적인 지수산출을 제안하고 지수산출을 위해 필요한 메타데이터를 선명한 것이다.

본 연구에서는 통계의 품질을 평가하기 위한 품질지수 문제를 다루었다. 최근 제조업 부분에서 널리 이용되고 있는 '6-시그마'기법의 적용 가능성을 살펴보았다. 그리고 1999년 네덜란드 통계청의 Booleman과 Brakel(1999)에 의해 제안된 방법을 소개하였고, 이 방법을 개선하기 위해 2차 손실함수에 의한 평가방법을 살펴보았다. 손실함수에 의한 품질평가는 품질이 목표치를 벗어날 때, 급격히 만족도(품질)가 떨어진다는 현실성을 제대로 반영하였고, 사용자가 차원에 따라 지수공식을 다르게 적용하지 않아도 되는 장점을 가지고 있다.

This paper proposes the assessment method for objective quality-evaluation-index of mosaic images. Quality assessment was evaluated using seam-line method and similarity and contrast of adjacent images. The evaluation measure was calculated based on selected evaluation criteria and compared with human visual inspection. It was found that quantitative quality evaluation measure showed that the evaluation results were similar to human visual check. Conclusively experimental results proved that proposed evaluation measure could be used for quantitative and objective quality assessment of mosaic images.

Wheat quality score index was proposed as a new criterion of wheat_quality for evaluation of the laboratory testing value such as milling rate (Xm), flour ash content (Xa), flour protein content (Xp) and sedimentation value (Xs). 1) Wheat quality score index was expressed as follows; Milling score index (MSI) $=2.3X_m-72.4X_a$ Protein score index (PSI) =$5.2X_p+0.9X_{psi}$ Composite quality score index (QSI) =$0.63X_{msi}+0.37X_{psi}$ 2) The samples with the more than 100 of MSI would be the good milliability, and the samples with more than 100 of PSI would be the good bread making properties, while that with less than 100 of PSI be good pastry type properties. Whereas most of the samples with higher value of QSI would be related to the good milliability and good bread making properties. 3) MSI, PSI and QSI were significantly correlated to the each related quality components.

In this study, the influences of rail surface roughness on dynamic wheel-rail forces currently employed in conventional lines were assessed by performing field measurements according to grinding of rail surface roughness. The influence of the grinding effect was evaluated using a previous empirical prediction model for dynamic wheel-rail forces; model includes first-order derivatives of QI (Quality Index) and vehicle velocity. The theoretical dynamic wheel-rail force determined using the previous prediction equation was analyzed using the QI, which decreased due to rail grinding as determined through field measurements. At a constant track support stiffness, an increase in the QI caused an increase in dynamic wheel-rail forces. Further, it can be inferred that the results of dynamic wheel-rail analysis obtained using the measured data, such as the variation of QI due to rail grinding, can be used to predict the peak dynamic forces. Therefore, it is obvious that the optimum amount of rail grinding can be determined by considering the QI, that was regarding an operation characteristics of the target track (vehicle velocity and wheel load).

데이터의 품질을 파악하고 그 기준을 선정하는 것은 해양 항로 표지와 같은 분석에 있어서 중요한 역할을 한다. 본 연구에서는 해양 분야에서 디지털 항로표지 데이터의 품질 진단을 위해 공정능력지수를 이용하여 데이터의 품질을 정량적으로 산출하고 그 결과에 대한 판정 기준을 명확히 하여 데이터에 대한 품질을 판단할 수 있는 척도를 제시하였다.

배전계통의 전기품질을 평가하기 위한 중요한 요소는 여러 가지가 있으며 그 대표적인 요소로 신뢰도 지수를 들 수 있다. 신뢰도 지수란 정전이 수용가에 미치는 영향을 정전시간과 정전수용가수로 표현한 지표로 공급에 대한 비신뢰도율을 나타낸다. IEEE 위원회는 다양한 지역을 벤치마킹하여 신뢰도 지수를 정의하였다. SAIFI와 SAIDI 등과 같이 공통적으로 사용 중인 지수가 있으며 지역의 특성에 따라 다양한 지수가 사용되고 있다. 이 논문에서는 IEEE에 정의된 전기품질 신뢰도 지수의 현황을 분석하고 국내에서 사용 중인 신뢰도 지수와 상호 비교하였다.

S-Transform은 어떠한 신호의 변환 후 원 신호의 주파수 및 크기를 모두 알 수 있는 효과적인 방법이다. 따라서, 본 논문에서는 IEEE에서 제시한 전력품질 이벤트의 분류를 기반으로 S-Transform 기반의 전력품질 이벤트의 측정지수를 제안하였다. 제안한 측정지수의 효율성을 검증하기 위하여, ATPDraw를 이용하여 고장 및 비선형 부하를 모의하였다. 그 결과를 이용하여 S-Transform을 수행하여 제안된 측정지수의 효율성을 검증하였다.

군수품의 품질보증에서도 고객만족지수를 개발하여 고객이 만족하는 군수품을 생산하고 보급하는 것은 중요하다. 국내에서는 최초로 서울대와 국방품질관리소가 공동으로 군수품 고객만족지수(Military Customer Satisfaction Index: MCSI)를 개발하였다. 본 논문에서는 MCSI 모형을 설명하고, 표본설계와 조사방법 및 설문지를 소개하기로 한다. 그리고 MCSI를 테스트하기 위한 예비조사의 결과를 간단히 소개하기로 한다.
