하천의 유량은 다양한 방법으로 측정가능한데 그중에 ADCP(Acoustic Doppler Current Profiler)는 1980년대 말 도입된 이래 현재 국내외에서 광범위하게 사용되고 있고, 그 활용성은 점점 더 커지고 있다. 이러한 이유로 최근 미국, 호주, 뉴질랜드 등에서는 ADCP 측정유량에 대한 품질관리와 생산된 자료에 대한 평가를 통해 신뢰성을 확보하기 위한 방안을 마련하고 있다. 본 연구에서는 ADCP 이동보트법 측정유량에 대한 3개국(미국, 호주, 뉴질랜드)의 품질관리 및 신뢰도 확보 방안에 대한 문헌조사를 수행하였고, 각 방안들에 대하여 7개 항목으로 비교 및 분석하였다. 그리고 분석된 내용을 바탕으로 ADCP 이동보트법 측정유량의 품질평가 방안을 제시하고, 유량조사사업단에서 수행한 ADCP 이동보트법 측정유량 자료(2013년~2014년)를 대상으로 측정유량 품질평가 방안을 적용하여 결과를 품질등급으로 제시하였다. 이 지표는 사용자가 ADCP 이동보트법 측정유량의 품질을 확인하고 신뢰할 수 있게 함으로써 향후 활용성을 더욱 향상 시킬 수 있을 것으로 기대된다.

Recently, some advanced statistical agencies have great concern on the quality of statistics which is defined in the context of being' fit for use'. In this paper, we present a concept for statistics quality control, elements of statistics quality, 8 procedures for sampling survey. We also suggest quality guidelines for sampling survey statistics.

'품질아카데미'는 우리산업의 품질경쟁력 향상을 위해 조직된 산${\cdot}$학${\cdot}$연품질경영 (QM) 전문가단체이다. '품질아카데미'에서는 우리나라의 품질경쟁력을 평가할 수 있는 모형을 개발하여 사례 연구와 우수기업선정 및 품질경영실태조사를 실시하였다. 18개의 전문분과 중 본 논문은 '서비스${\cdot}$유통업 QM분과'에서 조사한 서비스 유통업의 품질경영실태 조사 결과이다.

The defense industry has recently been developed for boosting exports of weapon systems. The survey and analysis of the quality level are required to form a relevant policy for expanding the defense industry. Evaluation indices and modeling of the quality level for manufacturers are used to examine the status of internal quality management and quality management system in order to enhance the overall quality level and establish a quality policy in the field of military supplies. There were some restrictions to apply all aspects of the quality level in the previous model. This paper deals with the research and analysis of other types of model for evaluating the quality level, including the model used in the defense field. By enhancing the close link between procedure indices and performance indices, the research and analysis could be conducted objectively and intuitively. The developed and improved model and indices will be used in the next survey of the quality level for manufacturers of military supplies. The survey results will be used to establish effective government quality management policy.

There has been growing interest in the quality of official statistics based on the administrative records. Such statistics take a large part in the official statistics in Korea, which are distinguished from survey statistics in aspects of data collection process. So we need specific quality management methods appropriate for official statistics based on the administrative records. This paper concerns improvement of the quality of official statistics. We first briefly review some of main issues facing the official statistics based on the administrative records in Korea and then provide quality assessment indicators for improving the quality of official statistics.

한국 품질경영의 추진현황을 파악하고 향후 발전방향을 모색하기 위해서 최근에 산학관에 있는 품질관련 전문가그룹을 대상으로 설문조사를 실시하였다. 본 발표는 설문조사 과정을 소개하고 설문조사의 결과를 품질경영 정의, 추진현황, 그리고 향후 발전방향으로 분류하여 제시한다. 본 연구의 의미는 그간 경험적으로 판단되어 왔던 핵심 품질활동에 대한 전문가 그룹의 견해를 설문조사를 통해서 확인하였다는 점과 이를 근거로 향후 발전방향을 제시하였다는 것이다.

본 연구는 ‘90년과 ’91년에 수행한 면접 및 우편을 이용한 전화서비스 품질에 관한 사용자의 만족도 평가조사의 단점 및 미비점을 보완하기 위한 방법으로, 운영시스팀인 SLMOS 와 LCR을 이용하여 전화수리 및 전화가설공사가 완료된 이용자를 빠르게 파악하여, 군락표집 및 비례층화표집방법으로 피험자를 선정, 전화로 설문조사를 수행함으로써 신뢰성 및 타당성을 지닌 설문조사를 수행하였다. 이렇게 조사된 데이터를 CCITT가 MOS 측정에 대하여 권고한 지침에 의하여 분석하여, 이용자가 인내할 수 있는 최저 품질의 한계치를 구해보았다. 이러한 방법을 이용하면 전화서비스품질의 기준값 작성이 가능하리라 본다.

경제 환경의 변화로 무한경쟁시대에서 생존하기 위하여 중소기업은 자체기업경쟁력을 확보해야 하는 당면과제가 대두되고 있다. 정부는 이러한 문제점을 극복하기 위해 1992년부터 품질 경영(QM : Qquality Management)제도를 새로운 시대 환경에 걸맞은 대안으로 택하여 확산시켜 나가고 있다. 본 연구에서는 ISO 9000을 통하여 품질경영을 도입한 300인 이하 제조업체를 대상으로 경영자의 품질경영에 대한 관심이 품질 시스템 준수에 미치는 영향을 파악하고 품질 시스템의 준수정도가 품질 경영 도입 전·후에 매출액, 공정불량, 고객불량, 납기에 어떤 영향을 주는지 면접조사법에 의해 조사를 하였다. 조사결과 품질경영을 도입한 중소기업 중 경영자 관심정도에 따라 품질시스템이 준주되는 것으로 나타났으며 품질시스템을 준수하는 회사에 공정불량, 고객불만에 효과가 있었고, 납기준수는 품질시스템의 준수보다는 매출증가에 영향을 받으며 , 매출중가는 품질 시스템준수와 관계없이 대체적으로 증가한 것으로 나타났다.

건멸치의 품질안정성 연구를 위하여 접합필름(nylon $15\mu\textrm{m}/polyethylene$ $100\mu\textrm{m})으로$ 포장된 시료에 감마선을 조사한 다음 상온과 $저온(5~10^{\circ}C)에$ 1년간 저장하면서 미생물학적 및 관능적 품질을 평가하였다. 건멸치에 오염된 미생물의 방사선감수성은 위생지표 미생물>호염성세균>효모 및 곰팡이의 순으로 나타났으며, 5kGy 범위의 감마선 조사는 저온 및 상온에서도 미생물학적 품질을 1년 이상 유지할수 있었다. 관능적품질에 있어서 시료의 겉모양(갈변)과 맛 기호성은 10kGy의 고선량 조사시 대조군보다 유의적으로 저하되었다(p<0.05). 접합필름 포장시료를 5kGy 조사하여 상온과 저온에 1년간 저장하였을 때 관능적 품질은 저장온도별로 유의적인 차이가 나타났으며(p<0.01), 상온에서는 6개월 이상, 저온에서는 1년 이상 상품성 유지가 가능하였다.

Since 2014, the quality level survey of the defense industry has been carried out annually. The need for this was felt as the quality control policy was inadequately reflected in the survey results. In this study, to secure valid and reliable data, the quality level survey measurement indicators and questionnaires used previously were analyzed and developed as customized papers according to the size of the company. The questionnaire index was simplified through the elimination of unnecessary and redundant items to improve the response rate and reliability. In addition, a comprehensive score was computed based on the improvement index so that the result of the quantitative quality level survey could be calculated. Through this, it was possible to determine the quality level attained by the defense industry. Through the quality level survey, we intend to secure data that can analyze the quality management environment to maintain quality levels of the defense industry and identify ways to establish mid-to-long-term quality management strategies and improve systems to enhance the quality level of the defense industry in the future.
