Recently, some advanced statistical agencies have great concern on the quality of statistics which is defined in the context of being' fit for use'. In this paper, we present a concept for statistics quality control, elements of statistics quality, 8 procedures for sampling survey. We also suggest quality guidelines for sampling survey statistics.

최근 경제 사회의 급속한 발전에 따라 개인의 활동분야가 다양해지고 개인비밀보호 인식이 커지면서 응답자들이 통계조사에 잘 협조하지 않는 경우가 늘어나고 있다. 따라서 대부분의 통계를 현장조사에 의존하여 생산하고 있는 통계청에서는 현장조사 결과물의 품질상태에 좀 더 관심을 가져야만 하게 되었다. 이러한 현장조사에 대한 풀질관리의 일환으로 현재 통계청에서는 통계별 조사대상으로부터 품질관리표본(Quality Control Sample)을 추출하고 이를 대상으로 리인터뷰를 실시함으로써 응답오차측정, 조사현장의 실터파악, 응답자 의견수렴 등에 활용하고 있다. 리인터뷰는 조사직원의 고의적인 자료조작 또는 보충교육 필요성 등 현장조사업무를 평가하거나 응답분산(simple response variation), 응답편의(response bias) 등을 산출하고, 이를 분석하는 모델을 이용하여 응답결과의 신뢰도를 분석하는데 목적을 두고 있다. 본 연구에서는 품질관리표본(QC Sample) 설계 및 추출, 리인터뷰 시나리오개발, CATI(Computer Assisted Telephone Interviewing)를 이용한 리인터뷰 기법 등을 통계청 사업체조사 모니터링 사례를 중심으로 설명하고 조사직원 특성별 응답오차 측정 및 비교, 정확성 항목에 대한 차이분석 등 격과에 대하여 논하고자 한다.

계속 반복하여 실시되는 통계조사에서 조사원은 오차를 발생시키는 주요 요인으로 간주되고 있다 조사원에 의한 오차를 측정하는 방법으로서 조사표 형태별로 조사원, 집락 및 가구 등 변수에 따라 할당하고 선계방법에 따른 추정 값에 대한 효과 및 효과의 분산을 산출하는 모델을 제시한다. 또한 실제 조사모델로부터 품질관리표본을 추출하여 이를 대상으로 리인터뷰를 실시한 결과를 조사원의 인구통계학적 특성별로 분석하고 불일치지수 등을 산출함으로써 오차를 분석하는 방법을 제시한다.

We defined quality management practice factor and workforce management factor and confirm their conformance, and examine the former affect positively on production performance. Moreover, we examine whether workforce factor have an moderate effect on 'quality management practice facor - performance' relationship, using moderate regression. As the result of empirical study on nationwide manufacturing companies, workforce management factor have an moderate effect on the relationship which means need for investment on two factors.

The public survey performance review conducted by the Spatial Information Quality Management Institute is conducted at the screening rate in accordance with the regulations, and the examiner directly judges the overall trend of the submitted performance based on the extracted sample. However, the evaluation of the Ministry of Land, Infrastructure and Transport, the evaluation trustee shall be specified by random extraction (Random Collection) is specified by the sample. In this study, it analyzed the details of the actual site and analyzed through securing actual performance review data. In addition, we analyzed considerations according to various field conditions and studied ways to apply the public survey performance review sampling algorithm. Therefore, detailed sampling criteria analysis by performance reviewers is necessary. A relative comparison was made feasible by comparing the data for which the real performance evaluation was performed with the outcomes of the Python automation program. This automation program is expected to be employed as a foundation program for the automated application of public survey performance evaluation sampling in the future.

The lifetime is a key characteristic of product quality. It is best to obtain the lifetime data of all samples, but they are often censored due to time or expense limitations. In this paper, we propose a binomial cumulative sum (CUSUM) chart to monitor the mean of type I right-censored Weibull lifetime data, for a xed value of the Weibull shape parameter. We compare the performance of the proposed binomial CUSUM chart with CUSUM charts studied previously using the steady-state average run length (ARL). The results show that the performance of the binomial CUSUM chart is better when the censoring rate is high and/or the sample size is small.

군수품의 품질보증에서도 고객만족지수를 개발하여 고객이 만족하는 군수품을 생산하고 보급하는 것은 중요하다. 국내에서는 최초로 서울대와 국방품질관리소가 공동으로 군수품 고객만족지수(Military Customer Satisfaction Index: MCSI)를 개발하였다. 본 논문에서는 MCSI 모형을 설명하고, 표본설계와 조사방법 및 설문지를 소개하기로 한다. 그리고 MCSI를 테스트하기 위한 예비조사의 결과를 간단히 소개하기로 한다.

This study confirmed the structural concept and preliminary statements based on concept definition of archival service quality, conducted statistical analysis, and developed the service quality scale equipped with validity and reliability. Developing the scale is unique for pubic institutions and expected to play a practical role in presenting for each archive more effective operation method to enhance service quality by diagnosing its status and identifying the differences from other archives.

CCC-r chart is effective for high-quality processes with a very low fraction nonconforming. The values of process parameters should be estimated from the Phase I sample since they are often not known. However, if the Phase I sample size is not sufficiently large, an estimation error may occur when the parameter is estimated and the practitioner may not achieve the desired in-control performance. Therefore, we adjust the control limits of CCC-r charts using the bootstrap algorithm to improve the in-control performance of charts with smaller sample sizes. The simulation results show that the adjustment with the bootstrap algorithm improves the in-control performance of CCC-r charts by controlling the probability that the in-control average number of observations to signal (ANOS) has a value greater than the desired one.
