In Korea, a master plan for records management standardization has been established and implemented by National Archives of Korea in a short manner comparing with other countries which pursued the standardization gradually in a long-range policy. But many standards developed under the plan has being criticized in terms of standards quality and their effectiveness by records managers in public sectors. According to the needs of systematic standardization strategy development to overcome the problems, it proposes a model for developing standardization strategy for records management, which is considering strategic goles, principles and 4 strategy areas to be reformulated. This model suggests the directions to select appropriate targets and priorities to be standardized, and to improve standardization procedure and policy framework as standardizing strategy's key points.

We examine the causal relationship between telecommunication standardization investment and the sale of telecommunication industry by using Granger causality model. Statistically, we show that telecommunication standardization investment precedes the sale of telecommunication industry. As a result we suggest that the investment on telecommunication standardization should be proceed to promote the sale of telecommunication industry.

통신기술의 급속한 발전과 이에 대한 서비스 수요의 고도화$\cdot$다양화로 전기통신 표준화의 중요성이 날로 증대되어가고 있는 이 때에 협회는 지난 8월27일 한국통신연구개발단 빌딩에서 $\ulcorner$전기통신 관련 국내외 표준화 동향 세미나$\lrcorner$를 개최하였다. 미국 T1위원회 사무국장인 Mr. O. J Gusella를 비롯하여 유럽 표준화 기구 ETSI의 부회장 Mr. Frade Ask, 일본의 KIEO 대학교 교수로 재직중인 Dr. Kenji Naemura등이 참가하여 각국의 표준화 동향과 표준화의 필요성에 대해 열띤 강연을 펼쳤다. 행사 1부에서는 전기통신 분야와 전기통신기술 표준화의 중요성과 필요성에 대한 주제 발표가 있었으며, 2부에서는 표준화 활동에서의 지적 재산권 정책에 대한 발표와 표준화의 환경변화와 향후 추진 방향에 대한 발표와 토론이 활발히 진행되었다. 이날 발표된 내용 가운데 관심의 초점이 되는 지적재산권을 중심으로 간단히 요약 게재한다.

미래 유비쿼터스 국토 실현에 있어서 기존의 GIS를 기반으로 하는 유비쿼터스 지리정보(UBGI: Ubiquitous Geographic Information)가 핵심이다. 유비쿼터스 기술이 GIS와 결합한 개념으로서, 언제 어디서나 어떤 기기에서나 지리정보 컨텐츠를 보내고 받을 수 있는 것을 유비쿼터스 지리정보이라 정의할 때, 이의 상호운용성 확보를 위해 유비쿼터스 지리정보 표준화는 필수적이다. 아울러 표준화는 기술개발과 동시에 유비쿼터스 지리정보시장의 선점을 가능하게 함으로써, 유비쿼터스 지리정보 표준화를 위한 국제적 경쟁이 치열하다. 이에 기존연구를 토대로 유비쿼터스 지리정보 표준화에 대한 개념 및 범위를 파악하고, 국제표준화기구인 ISO/TC211을 중심으로 관련 표준화기관에서의 유비쿼터스 지리정보 표준화 추진동향을 살펴보도록 한다. 이어 유비쿼터스 지리정보 국제표준화를 주도하는 과정에서의 우리나라의 역량을 강화하고, 3단계 국가GIS의 비전인 유비쿼터스 국토실현을 앞당기기 위한 유비쿼터스 지리정보 표준화 추진방향을 제시하고자 한다.

정보보호 분야의 국제표준화는 기술들의 특성 및 사용자들의 관점 등을 고려하여, 다양한 국제표준화기구에서 국제표준 개발 및 관련 연구가 이루어지고 있다. 즉, ITU-T SG17에서는 전기통신(Telecommunication) 관점에서 통신망에 적용 가능한 응용기술들에 대한 국제표준화가 추진되고 있으며, ISO/IEC JTC1/SC27(정보보호), SC37(바이오인식)에서는 정보보호 원천기술들에 대한 국제표준화를 다루며, IETF Security Area에서는 인터넷 서비스의 품질 보장 및 향상된 인터넷 환경 구축을 위한 산업체 중심의 사실표준을 추진하고 있다. 또한, 유럽 및 아시아 지역에서 국가 간에 정보통신 표준화와 국제표준화 기구들에 대한 공동 대응을 위한 ETSI, ASTAP, OASIS 등에서도 정보보호 표준화 활동들이 이루어지고 있다. 본 논문에서는 정보보호 분야의 대표적인 국제표준화 기구들의 현황 및 주요 이슈, 주요 국가별 추진체계들에 대해 소개하여, 향후 국내에서 국제표준화기구에 활동하고자 하는 전문가들에 유용한 정보를 제공하고자 한다.

This study investigates the relationships among SMEs' innovation capacity, standardization education activities, and performances. Employing about 900 SMEs in the ICT and electronics electricity industries, this study used regression analysis and examined the effects of standardization education activities on performance and the moderating effect of innovation capacity. The results indicate that standardization education activities positively affect SMEs' production and quality improvement and R&D activity improvement. The results also show that R&D investment ratio moderates the relationship between standardization education and production and quality improvement. This study provides practical insight into why firm managers should pay attention to standardization education and innvation capacity to improve firm performance.

고속 멀티미디어 데이터를 전송하기 위한 차세대 전송망은 ATM을 기반으로 하는 무선 ATM망에 대해 표준화 동향을 분석하고자 한다. 따라서 본 고에서는 ATM Forum과 유럽 및 미국 일본을 중심으로 무선 ATM 관련 표준화 동향을 분석하고, 현재 각국에서 추진중인 무선 ATM의 구현사례를 조사 분석하였다. 그리고 ATM Forum의 표준화 분석을 통하여 무선 ATM연구 방향 설정의 자료로 활용하고자 한다.

DAVIC(Digital Audio Visual Council) 포럼은 상호호환성을 극대화 시키는 개방형 인터페이스 및 프로토콜을 표준화하여 대화형 디지털 오디오비쥬얼 서비스의 확산을 위해 1994년 설립되었다. 본 고에서는 DAVIC 포럼의 조직 및 임무, 표준화 수행체계 그리고 표준화 추진 실적와 향후 계획을 조사$\cdot$분석하고 주요 각국의 쟁점기술에 대한 입장을 고려한 우리나라의 대응전략을 기술하고 있다.

There are many government-led efforts for exploiting new growth engine to survive in a globally competitive environment. as a representative strategy, technology standardization policy is promoted by many countries. Although each country has unique characteristics in facilitating technology standardization, we can recently observe different strategy from conventional way like in United States. Thus, this study examines government-led technology standardization for activating emerging industry. Using case analysis, cloud computing is analyzed in terms of standardization organization and process perspectives, and technology standardization efforts by government in United States and Korea are compared. According to case analysis, this study investigates changes of the government-led standardization strategies for each country and suggests implications for activating emerging industry using technology standardization policy.
