Construction equipment cost is critical to estimate the total construction costs, particularly in large and complicated projects. Despite its importance, the construction equipment cost may not reflect the current market value since the equipment database is being updated every 6 years at most. To keep construction equipment cost up to date, it is highly recommended to use the standard market price that is reported each year by the Ministry of Security and Public Administration (MOSPA). However, there is still a gap to adopt the standard market price system for the construction equipment cost computing system. Therefore, this paper suggests an effective way to develop a construction equipment cost estimation system.

Public construction projects are typically estimated using the Poom-Saem which includes hourly rates for workers and equipments. Despite its importance, the construction equipment cost may not properly reflect the current market value because it is being updated every six years at most. To keep the data for construction equipment cost estimation up to date, it is highly recommended to use the standard market price that is reported each year by the Ministry of Security and Public Administration (MOSPA). However, there is still a wide gap to directly adopt the standard market price for updating the construction equipment prices. Therefore, this paper suggests an effective way to develop an ordinary management systems for updating construction equipment prices in the Poom-saem based on the standard market price.

The Construction Standard Production Unit(CSPU) has been used for the standard cost estimate in public and private construction projects. However, It is difficult to reflect the various site attributed variation in productivity using existing CSPU. The reason is that a criteria which site should be selection for enactment and/or revision of CSPU is not established. This study aims to provide essential data to be used for analyzing the labor factors in a way to secure efficiency and reliability of CSPU.

Development of waterproof methods and materials resulted in the huge changes in waterproof construction materials. In consequence, the construction-standard-production-rate underwent overall revision in 2018. Especially, from the development of the specification standard and construction methods, the waterproof construction which had lower applicability in the existing construction production rate was revised. The construction methods which did not have applicability were removed. In addition, as there was a material difference based on parts, the constructionstandard-production-rate was revised by distinguishing vertical part and floor. Furthermore, by suggesting more clear work extent, the practicability in creating the standard for calculation of the estimated price in the construction field will increase.

This study analyzed the major revision factors and revision contents for 'Construction-Standard-Production-Rate for Construction Works in 2018. Part 16. Pipe Laying Down and Connection" which was revised by the construction expense estimation standard's middle and long-term plans. The main reasons for the revision was analyzed to be unclear construction scope, limitations in applicable pipe material based on the facility type, labor force mainly composed of ordinary workers, limitations of labor force, and incomplete appropriation standard for the tool rent fee and equipment expenses. Through revision of factors, common items were newly established, organization was revised, the labor force was mainly composed of the technicians, and basis for appropriation of equipment expenses was arranged. In addition, through periodic revision, the appropriation standard for bend and special pipes was set. Consequently, more practical construction cost estimate standard is arranged through revision.
