  • Construction Standard Productivity Manual (CSPM) has been used for estimating the contract amount of public construction projects. CSPM has been annually either revised and/or newly enacted with high costs. Therefore, This study makes use of CYCLONE, which is a simulation modeling and analysis system specialized in construction operation, to improve the revising and enacting processes of CSPM. This paper presents the CSPM revision module that is an Add-in to Web-CYCLONE. The new module can be effectively used to incorporate the auxiliary tasks and the non-productive tasks into AL-Form operation model. The outputs obtained from the models using he CSPM revision module and from work sampling were compared to verify the usability of the add-in modules. This study verifies that the new module can effectively assist enacting and/or revising CSPM.

  • Seismic velocities measured from in-situ tests (n=177) and through rock core samples (n=1,035) are reviewed in light of construction standards, widely used standards as a first-hand approximation of rock classification solely based on seismic velocities. In-situ down hole tests and refraction survey for soft rocks showed seismic velocities of 1,400~2,900 m/s which is faster than those specified in construction standards. For moderate~ hard rocks, in-situ down hole tests and refraction survey showed 2,300~3,800 m/s which roughly corresponds with the range specified in the construction standards. A similar trend is also observed for seismic velocities measured from rock core samples. The observed differences between construction standards and seismic velocities can be explained in two ways. If construction standards are correct the observed differences may be explained with seismic velocities affected by underlying fast velocities and also possibly with selection of intact cores for velocity measurement. Alternatively, construction standards may have intrinsic problems, namely artificial discrete boundaries between soft rocks and moderate rocks, application of foreign standards without consideration of geologic setting and lack of independent verification steps. Therefore, we suggest a carefully designed verification studies from a test site. We also suggest that care must be exercised when applying construction standards for the interpretation and accessment of rock mass properties.

  • In private and public construction works, cost estimation and site productivity management are based on designed labor quantities calculated by the Standard Quantities per Unit (SQU). The designed labor quantities are regarded as the basis for insurance costs and safety and environmental costs and also affect the progress measurement of construction works. Even though the designed labor quantities from the SQU has been considered to be different from actual labor quantities put to construction works, there is no research that empirically analyzes the statistical differences. This study analyzes actual labor quantities of form workers, steel-bar fabricators, concrete pourers in reinforced concrete works of the 43 apartment projects, and compares the actual labor quantities to labor quantities from the SQU. It goes further to scrutinize the critical reasons underlying the differences through a survey on 65 practitioners and interviews with 32 site managers and supervisors. The regression models of labor quantities of the apartment concrete work produced by the present study will contribute to reasonable construction contracts based on the past actual costs and practical site management by the actual labor quantities.

  • Estimating tunnel construction time and costs are the most fundamental part of a tunnel project planning, which has been generally assessed on a deterministic basis until now. In this paper, excavation cycle time was investigated for two road tunnels and one subway tunnel, and the results were compared with the Standard of Construction Estimate (SE), which is made for the estimation of construction time and cost in a design stage. The results show that the difference in cycle time between SE and actual cycle time is 50%, 7% and 31% respectively for the three tunnels, which means that SE does not reflect practical operation time. The major reasons of the difference are skilled level of tunneling workers, the change of operation sequences for more effective operations, much more complicated working atmosphere in a tunnel than the assumption of SE etc. Finally, even though the results can not be generalized since investigated tunnels are only 3, but it is thought that SE needs to be upgraded into the model able to consider quite common situations through additional tunnel investigation and studies in the future.

  • This study aims to provide basic data for high-quality street tree management by setting reasonable management items and appropriate unit prices by reviewing the adequacy of current street tree management. Currently, street tree management items, except for street tree pruning, use general landscape tree quantity per unit for the street tree management quantity per unit. KEPCO (Korea Electric Power Corporation) applied pruning items from standard electric production infrastructure and carried out the activities at an average unit price of 51% lower for heavy pruning and 39% lower for light pruning than the standard estimate. This was judged to be a level that could not maintain or increase the quality of street tree management. It was determined that an appropriate standard unit price for street tree management was necessary. To improve the quantity per unit for the proper management of street trees, it was necessary to review costs in the field. However, due to the absence of data on actual construction costs in the domestic landscape field, detailed items of the US RSMeans Building Construction Cost Data (RSMeans) were reviewed, and the actual construction costs were calculated by applying personal domestic expenses. As a result, the standard of the estimated unit showed a good ratio of 107% for heavy pruning of street tree pruning compared to the actual construction cost, but light pruning was underestimated with a 59% ratio. Shrub pruning was 82%, weeding was 92%, tree fertilization was 87%, and windbreak wall installation was 91% under-engineered. In addition, it was also confirmed that the watering by sprinkler trucks and chemical spraying were over-designed compared to the actual construction cost at the rates of 118% and 124%, respectively. Due to the specificity of the street trees, the increase in personal expenses and the input cost of equipment, such as road safety controls, were judged to be the main cause of the underestimation of items. Therefore, it is necessary to add items related to street trees and general landscape trees to the landscape maintenance items of the standard of the estimated unit.
