Analysis of Flood due to Storm Surge at Masan Bay (마산만에서 고조로 인한 침수원인 분석)

  • Open-coast storm surge computations are of value in planning and constructing engineering works, especially in coastal regions. Prediction of typhoon surge elevations is based primarily on the use of a numerical model in this study, since it is difficult to study these events in real time or with use of physical models. A simple quasi-two dimensional numerical model for storm surge is considered. In order to understand the model's underlying assumptions, range of validity, and application, we discussed several aspects of typhoons and the physical factors governing storm generation processes. We also followed the basic governing equation, together with the assumption generally taken in their development, to see the principle characteristics of the model from a physical as well as a mathematical point of view. The equations consistent with the model described here are reduced forms of the basic equations and their effects on the resulting numerical scheme are discussed. Finally we applied the model discussed above to a storm surge problem at Masan Bay, the south coast of Korea Effects of astronomical tide, initial water level, and atmospheric pressure setup are considered. We then analyzed the flood at the coastal city and proposed a reasonable way of flood control.

  • A storm surge barrier is a specific type of floodgate, designed to prevent a storm surge or spring tide from flooding the protected area behind the barrier. A surge barrier is almost always part of a larger flood protection system consisting of floodwalls, dikes, and other constructions. Surge barriers allow water to pass under normal circumstances but, when a (storm) surge is expected, the barrier can be closed. Among the various means of closing, buoyant flap typed storm surge barrier which was indicated by MOSE project in Italy is chosen for Masan bay protection, and the motion of the surge barrier under the action of storm surge and wave is examined using FLOW-3D, a computational fluid dynamics software analyzing various physical flow processes. Numerical result shows that storm surge barrier is successfully operated under wave height 3 m, and tidal range 2 m.

  • Recently huge typhoons had attacked to the coastal waters in Korea and caused disastrous casualties in those area. There are some discussions on correction to the design parameters for the coastal structures. Wave transformation computations with the extreme waves are of value in planning and constructing engineering works, especially in coastal regions. Prediction of typhoon surge elevations is based primarily on the use of a numerical model in this study, since it is difficult to study these events in real time or with use of physical models. Wave prediction with a two dimensional numerical model for a site with complicated coastal lines and structures at the period of typhoon 'Maemi' is discussed. In order to input parameters for the extreme wave conditions, we analyzed the observed and predicted typhoon data. Finally we applied the model discussed above to the storm surge and extreme wave problem at Busan Harbor, the southeast coast of Korea. Effects of water level variation and transformation of the extreme waves in relation with the flooding in coastal waters interested are analyzed. We then mack an attempt to presen a basic hazard map for the corresponding site.

  • The coastline of semi-enclosed Hampyung Bay, southwestern coast of Korea, consists largely of erosional sea-cliffs characterized by steep face slope, low in height (less than 3m), and composition of soft reddish soil. Recession rates of the sea-cliffs in the Haeuri coast of Hampyung Bay, which were Quantified by photogrammetry using single aerial photographs taken 1976 and 1990, respectively, were approximately 1${\sim}2m/yr. This value is in good agreement with the field measurement conducted by Chang et al. (1999). Subsequently, the photogrammetry seems to be a very useful method to measure easily long-term coastline change. This severe erosion of sea-cliff in the semi-enclosed bay environment, furthemore, is probably due to combined effects of typhoon or/and storm surges and weak resistance of soil cliff itself.

  • As satellite altimetry is being progressed to apply with higher precision to marginal seas, it is necessary to improve correction procedures fer tidal signals in altimetry with more accurate tidal model than the well-known model of Schwiderski. The Bay of Bengal renders many conspicuous coastal oceanographic issues including tide and storm surge interactions along the upper Bangladesh coast. As a first step. tidal regime of semidiurmal tides (M$_2$, S$_2$, $N_2$, $K_2$) and diurnal tides (K$_1$, $O_1$, P$_1$) are computed with a model having a mesh resolution of 1/4 degree over the whole Bay of Bengal. Computed results are discussed with observation and previous Schwideski's tidal map of the region.

  • In recent years, the rate of mean sea level rise is increasing rapidly from the phenomena of global warming, together with the increasing trend of the storm scale. The issue of sea level rise is multifaceted and produces a range of environmental problems. Especially, high tides and the tidal currents become higher, and wave base increases, so the energy received at the coastal boundary may increase. This brings that many coastal environments go into disequilibrium, such as damages to the structures, erosion, and deposition Similarly it was known that the problems of nearshore processes and damage of berth and counter facilities during storm period had appeared at the small fishery port. Here we try to analyze the impact of the rearrangement of counter facilities and berth layout adopted for tranquility of its'inner harbor. Because this harbor is being connected to channel and open sea, the rearrangement of the structures might affect to the current speed and direction and wave height, so do to the sea bottom undulation. Therefore, we made model test for the several layouts of the berth and breakwater in this area.

  • 지구 온난화와 함께 발생하는 해수면 상승은 한반도의 해안지역을 비롯하여 울릉도 등 도서지역 전반에 걸쳐 진행 중이다. 또한 해수면의 온도 상승으로 인한 열대저기압의 생성 시 에너지 공급이 증가하며 연안으로 내습하는 파랑 내습 에너지가 커지게 된다. 경상북도 울릉군에 위치한 남양항은 최근 2019년 태풍 다나스 및 2020년 태풍 마이삭 등에 의해 고파랑 혹은 침수 피해가 발생하여 항 내에서는 물양장과 선박이 파괴되고 방파제가 전도되는 등의 피해가 속출하였다. 동해안의 태풍 내습, 지구 온난화와 저기압 발달에 의한 수위 상승 등과 같은 다양한 해양기후를 고려한 연안 구조물의 파랑 영향을 검토하는 것이 중요할 것으로 판단되었다. 기상청 태풍센터에서 제공하는 1979년부터 2020년까지 한반도 해역에 내습한 태풍 중 울릉도에 영향을 미친 태풍은 18개로 울릉도 인근에 영향을 준 내습 태풍을 10년 단위로 분석해 보면, 1980년대 3개, 1990년대 2개, 2000년대 8개, 2010년대 3개, 2020년 2개로 2000년대에 울릉도 영향권에 들어간 태풍이 가장 많았으며, 심해파 추산 기간 이후 2020년 1년 동안 울릉도 인근으로 마이삭, 하이선과 같은 2개의 태풍이 연속적으로 영향을 주었다. 울릉도에 영향을 미친 18개 태풍을 대상으로 일본 기상청(JMA)에서 제공하는 1시간 바람장을 이용하여 파랑 후측 수치 모의를 수행하였으며, 해양수산부와 기상청 관측 부이를 이용하여 파랑에 대한 정확도를 확보하였다. 고파랑 내습 시 연안에 조우하는 수위 조건은 파랑 에너지의 증가를 결정하게 되며, 항만 구조물의 설계에 적용되고 있는 약최고고조위 이상(4대분조의 최대 조위)의 최극조위 조건에서 해안 구조물에 월파 및 침수 피해를 주는 요인으로 작용할 수 있다. 이를 바탕으로 울릉도 남양항에서 폭풍 시 내습한 최극고조위(0.65m)와 IPCC 5차 보고서에 제시한 최악의 시나리오(RCP 8.5) 조건에서 울릉도에서 확인된 0.79 cm 상승고를 반영하여 범람위험평가를 광역에서의 계산 결과를 입력자료로 하여 준 3차원 비 정수압 파랑 변형 수치 모형인 MIKE 3 Wave를 사용하여 실험하였다. 해수면 상승에 의한 수위 상승고는 연안 파랑 증가에 영향을 주었으며 연안 구조물의 침수 피해에 영향을 줄 것으로 판단되었다. 월파 차단, 파랑 차폐의 목적으로 건설되는 구조물의 규모 및 천단고 등을 설정하는데 설계 수위의 선정은 중요하다. 수치 실험 결과를 바탕으로 방파제 및 호안의 범람 위험 평가를 수행하고 구조물 설계 시 이러한 해수면 상승고가 반영된 설계가 중요하다는 것을 위험 평가를 통해 확인할 수 있다.

Numerical Simulations of Storm Surge/Coastal Flooding at Mokpo Coastal Zone by MIKE21 Model (MIKE 21 모형을 이용한 목포해역 해일/범람모의)

  • The city of Mokpo suffers lowland inundation damages by sea water flooding even without harsh weather like a typhoon, due to the low level urban infrastructure facilities, oceanic environmental changes by constructions of seadike/seawall and sea level rise caused by global warming. This study performs constructing the simulation system which employs the MIKE21 software. And the system is applied to several typhoon- induced surges which had resulted in inundation at Mokpo. Virtual situation of flooding is simulated in case 59 cm of surge height, which had been occurred actually by RUSA(0215), coincides with Approx. H.H.W. Then the water level of 545 cm corresponds to the extreme high water level(544 cm) for 10 year return period after the construction of Geumho seawall. The results show rapid and broad inundation at Inner-Port, requiring additional preparations for flood protections.

Storm Surge Caused by the Typhoon “Maemi” in Kwangyang Bay in 2003 (광양만에서의 2003년 태풍 “매미”에 의한 폭풍해일)

  • The surges caused by the typhoon “Maemi” which struck the southern coast of Korea are analysed in Kwangyang Bay on September 12, 2003. The deviations of the high water level were 93∼108 cm and the maximum deviations of the water level (maximum surges) were 176∼196 cm in Kwangyang Bay during the typhoon “Maemi”. The major parameters of the maximum deviations of the water level are as follows: Analysis shows that the pressure drop increased the sea level by 59 cm, the flood of the Sumjin River by 4-5 cm and the external surge propagation and wind setup by 113∼132 cm. During the typhoon “Maemi”, the highest high water recorded in Kwangyang Port (PT3) is 460 cm, which is higher by 5 cm than the highest high water (455 cm) with return period of 100 years estimated in planning the Kwangyang steelworks (POSCO) grounds and higher by 15 cm than the observed highest high water (445 cm) recorded during the typhoon “Thelma” on 1987. Thus, the highest high water caused by the typhoon “Maemi” is higher than the extreme highest high water for the last 20 years in Kwangyang Bay.
