부산시 사하구에서는 발전하는 경제추세와 지방화시대에 발맞추어 2천년대 서부산의 중추기능을 수행하는 낙동강권의 중심도시로 지역사회가 원하는 공공시설을 수용하고 지역의 Land Mark로서 구청의 이미지를 부각시키는 등 대민봉사의 질향상과 구민편의를 제공코자 신청사 건립 현상설계 경기를 실시했다. 이 설계경기에서는 총 11개 작품이 제출되어 심사한 결과 일신설계(정태복)안이 당선작으로 선정됐으며, 우수작으로는 신도시 설계감리(박찬실)안이, 가작으로는 부원종합건축(정성규)안이 각각 선정됐다. 본지에서는 이번 현상설계 경기의 심사과정, 심사평과 함께 당선작과 우수작을 게재한다.

제조물책임법은 현재 본 제도를 도입하여 입법화하는 국가들의 특수성에 따라 법의 제정 형식과 내용 등이 서로 상이하며 특히 미국은 제조물책임법을 세계에서 처음으로 적용한 국가로 유명하다. 미국은 1964년 캘리포니아주 대법원이 처음으로 제조물 생산자의 무과실 책임을 판례로 채택한 이후 70년대 들어 각 주에서 이 판례를 채택함으로써 소비자 보호에 크게 기여했다는 평을 듣고 있으며 1970년에서 80년대 들어서는 결함 제조물책임 원칙이 비약적으로 발전하였으나 소송의급증으로 제조업계 및 책임보험업계가 위기에 직면하기도 했다.

취임 3개월째 맞는 이재용 환경부장관은 주위의 우려와는 달리 환경정책의 수장직을 무난히 잘 수행하고 있다는 평을 받고 있다. 그는 화려한 경력이 말해주듯 소탈하고 매우 친화력이 있는 성격의 소유자이다. 그는 대학시절 민주화의 열망을 안고 휴학과 복학을 거듭하면서 이 땅의 민주화를 이룩하는데 일조를 했다. 훤칠한 키와 출중한 외모는 모델을 능가할 정도로 뛰어나다. 실제로 그는 극단을 창단하여 무대에도 여러번 선 경험이 있다. 또 그는 일찌감치 환경운동가의 길을 걸어 왔기에 현재의 환경정책을 수행하는데 큰 도움이 된다고 말했다. 본지는 지난달 13일 환경부 장관실에서 연합회 임원 간담회와 함께 인터뷰를 가졌다. 다음은 이 장관과의 인터뷰 내용이다.

In present 3D CFD study, the method for determining leakage and rotordynamic coefficients of a plain-gas seal is suggested by using the relative coordinate system for steady-state simulation. In order to find the effect of pre-swirl speed at seal inlet, pre-swirl velocity is included as a parameter. Present analysis is verified by comparison with results acquired from Bulk-flow analysis code and published experimental results. The results of 3D CFD rotordynamic coefficients of direct stiffness(K) and cross-coupled stiffness(k) show improvements in prediction. As pre-swirl speed at seal inlet increases, k also increases to destabilize system. However, pre-swirl speed at seal inlet does not show sensitivity to the leakage and rotordynamic coefficients of K and damping(C).

The objective of this study is to analyze crack occurrence of small scale structure fabricated with high strength concrete with 80 MPa using polylon fiber after fire. It is found that the addition of polylon fiber resultsd in reducing cracks by as much as 23.4% compared with plain concrete.

Objectives: This study aims to investigate the anti-inflammatory effect and improvement of dyslipidemia on Hyangsapyeongwi-san. Methods: In this study, HUVEC cells were cultured and treated with Hyangsapyeongwi-san to measure intracellular KLF2, eNOS, MCP-1, ICAM-1, and VCAM-1 gene expression levels related to anti-inflammation. The weight of experimental animals administered with Hyangsapyeongwi-san was measured, blood samples were biochemically analyzed, and liver tissues were reviewed to research histological changes. Results: Gene expression levels in the cells treated with Hyangsapyeongwi-san generally showed a meaningful anti-inflammatory effect. The body weight of the experimental animals decreased, and total cholesterol, triglyceride, and LDL-cholesterol in the blood generally declined while HDL-cholesterol tended to increase. Fat accumulation between hepatocytes was also reduced after the administration of Hyangsapyeongwi-san. Conclusions: This study confirmed that Hyangsapyeongwi-san has the effect of suppressing vascular inflammatory responses through the regulation of genes involved in the vascular inflammatory process and improving dyslipidemia through the reduction of blood lipids and weight loss.

Objectives : This study was designed to investigate the effects of horse bone powder extract on the growth of longitudinal bone in adolescent male rats. Methods： Longitudinal bone growth was measured by fluorescent microscopy. To examine the effects on the growth plate metabolism, the total height of growth plate, the induction of local insulin-like growth factor-1 (IGF-1), and bone morphogenetic protein-2 (BMP-2) were measured. Results： Horse bone powder extract enhanced longitudinal bone growth and total height of the growth plate. Also, it promoted the induction of local IGF-1 and BMP-2 of the growth plate. Conclusions： This study shows that the horse bone powder extract effects longitudinal bone growth in adolescent rats and might be used for both stunted adolescents and inherent growth failure patients.

Hwang Hee (1363~1452), a well-known politician in the beginning of Joseon Dynasty, tremendously contributed to opening the glorious civilization during the reign of King Sejong. He was a public servant canonized in the Jongmyo Shrine and a good example of clean government officials in the Joseon era. There were two requests from scholars of 8 provinces across the country to ask his tablet to be enshrined in the Confucian shrine. As a matter of fact, historical evaluation as well as his status is somewhat extraordinary, but his appraisal during his living times was not consistent according to the annals of Joseon like "Sejong Chronicles". Many of his corruptions and unjust behaviors were shown in the annals. It is hard to accept all of them as truth. There are some questions raised about his character, but also some as intentionally bad judgments. However they should be respected now since the authors were trying to write objectively based on their consciousness. Hwang Hee was highly evaluated and popular among bureaucrats because of his generosity. On the contrary, his generosity was so big that he had problems dealing with his family matters according to an official writing historic chronicles. I think this judgment explains well the reason why then some raised questions about his reputation. This goes well with Confucian's saying, "Each fault by humans has a pattern. Seeing one's fault will let you know the one's personality."

한국정보통신진흥협회가 주관하고 한국교육정보방송학회, 한국공학교육학회, 한국정보과학회, 한국정보교육학회, 한국컴퓨터교육학회 등 5개 교육정보화 관련학회가 주최하는 "스쿨넷2000 학술세미나 및 전시회"가 지난 8월 4일부터 이틀간 부산대학교에서 열렸다. '스쿨넷'은 초 중등 학교에서 인터넷을 교육에 활용하기 위해 국내(SchoolNet)또는 국외(ICCE)교육정보화 관련 교사와 학생, 전문가, 기업 관련 공공기관에서 정보통신 기술과 교육의 접목을 시도하는 사람들이 모여 상호간의 경험과 기술을 공유할 수 있는 학술 행사이다. 이번 행사에 참석한 많은 관계자들은 "각급 교육기관이 필요로하는 인터넷기반의 학습기법과 교수방법 소개는 물론 국외 전문가들로부터 선진경험 및 노하우를 얻을 수 있었다"라고 참가평을 밝혔다. 이번 학술세미나에서 발표된 논문들 중 정보통신부 정보화기획실 변재일 실장이 발표한 '인터넷 시대에 대응하는 정보화 정책 방향'논문을 요약해서 싣는다.

This study was performed to evaluate the dynamic behavior of turbo pump unit. The acceptable separate margin of $1^{st}$ critical speed was obtained by the use of elastic-ring inserted ball bearing, while the poor separate margin of $1^{\st}$ critical speed was appeared in the case without the elastic-ring. In addition, the results show that the stiffness and damping of plain seals give more separate margin of $2^{nd}$ critical speed. However the wear or the failure of seals could reduce the $2^{nd}$ critical speed near the operating speed.
