정보보호시스템 공통평가기준에 의해 정보보호시스템을 평가받기 위해 개발자는 해당평가보증등급의 보증패키지에 속하는 보증컴포넌트에서 요구하는 평가제출물을 작성하여야 한다. 공통평가기준에서는 평가제출물에 대한 작성방법을 제공하고 있지 않으므로 개발자가 평가제출물을 작성하는데 어려움이 있다. 본 고에서는 개발자가 공통평가기준에 기반한 평가제출물을 용이하게 작성할 수 있도록 적용될 수 있는 평가제출물 작성 방법론(순차방식, 병행방식)을 제시한다.

This study is to conduct the basic study for the achievement and assessment standards for the subject of 'Human Development' and 'Food and Nutrition', which are the curricula of Vocational Home Economics High Schools. These two subjects were newly adopted in the Vocational study Section of the 2005 College Entrance Examinations. In other words, this study is to provide the basic data for implementing the quality education based on the proper assessment of the curricula. For this purpose. this study analyzed the character & objective of 'Human Development' and 'Food and Nutrition'. Secondly. through the theoretical review for the concept & necessity of absolute evaluation standards. this study ensures the concept of achievement and assessment standards. and also designs the developing measures (including procedures). The achievement standards were developed by the following 5 step procedures. (1) Analyzing the objectives & contents of curricula. (2) Designating the development field of achievement standards (3) Developing the achievement standards. (4) The assessment of achievement standards. (5) Confirming the achievement standards. The assessment standards were developed by the following 5 step procedures. (1) Analyzing the achievement standards, (2) Designating the assessment field (3) Developing the assessment standards (4) Evaluating the assessment standards (5) Confirming the assessment standards Thirdly, this study suggested the exemplary achievement standards and assessment standards for the subject of Human Development, Food and Nutrition. Future study needs some critical review for the method of developing achievement and assessment standards for the subject of Human Development, Food and Nutrition. For example. the properness of 'Contents Element' which was designated as the developing field in the achievement standards, the discussion on validity of Contents Element abstract. the base of evaluating classification in terms of low, middle and high level, and other things should be considered through critical discussion. Especially the follow-up study should include the development of various evaluating methods to enable the clear communication for the achievement and assessment standards based on abstract concept and theory, thereby it could enable the actual interpretation and practical use.

국내의 사면안정평가는 국토교통부, 국민안전처, 산림청 등의 주요 기관에서 사면을 구성하고 있는 토양특성과 사면경사 등을 평가할 수 있는 기준을 마련하고 있다. 대부분 경우 이 기준을 가지고 자연사면의 안정성에 대한 전반적인 평가가 이루어지고 있다. 하천관리에서는 다양한 요소들을 고려하여 계획이 수립되고 실행되고 있으며 이 중 산지와 기타 지역에서 유입유사는 그 정도에 따라 하천의 통수능력 감소와 하천생태계 교란 등의 많은 영향을 미치고 있다. 이러한 이유에서 유사는 하천관리에 있어 매우 중요한 관리 대상이다. 그러나 현재 평가기준을 이용하여 사면의 붕괴 및 취약정도를 판단할 수 있으나 유역의 유사발생여부를 평가하기에는 상당한 오류를 가지게 된다. 본 연구에서는 사면평가기준을 통한 1차적인 평가와 강우로부터 발생하는 토양침식과 퇴적을 분석 결과를 적용한 종합적인 2차적인 평가를 수행하였다. (1)기존에 사용하고 있는 사면안정평가기준을 가지고 대상유역인 금호강유역의 토양특성에 대한 등급을 분류한다. (2)토층, 토지이용, 빈도별 강우자료 등 다양한 인자를 고려할 수 있는 C-SEM(Cell-based Sediment Erosion Model)을 이용하여 침식 및 퇴적 깊이를 계산한다. (3)사용하고 있는 평가기준과 침식 및 퇴적깊이에 대한 분석결과를 조합하여 금호강유역에서의 유사발생 평가를 위한 지도를 작성한다. 이 연구는 국가에서 제공하고 있는 유역관련 자료를 이용하여 대상유역에서 유사발생을 평가하고 유사발생 관련인자를 대상으로 평가기준을 제안하였다.

국외의 경우엔 일찍부터 컴퓨터 시스템 평가기준이 제정되어 활용중이나 국내의 경우엔 아직 평가기준이 없는 상태이다. 본 논문에서는 국내외 정보시스템의 보안 요구사항과 보증 요구사항을 바탕으로 리눅스 기반 PC의 보안성 평가기준을 제안하고자 한다. 평가등급은 KL(Korea Linux)1, KL2, KL3 등의 3등급으로 분류하였다. 제안된 평가기준은 오픈 소스기반의 리눅스를 이용하여 보안기능을 강화한 운영체제 개발방향을 제시하였고, 보안 시스템 구축의 방향 및 보안표준에 대한 복잡한 문제를 줄였다. 또한 국제공통평가기준(CC : Common Criteria)의 보안기능부분과 보증부분을 거의 수용함으로써, 외국의 보안성 평가기준과 상호 운용이 가능하다.

This study is to examine the basic structure of the professional development of school librarians and to analyze the national evaluation standards, and the states' evaluation tools and self-assessment tool currently used in the United States. The result is as follows: the structure of the school librarians' professional development processes, such as curriculum, certificate, and evaluation, have been affected by the national school library standards published by AASL. NBPTS's Library Media Standards and AASL's Learning4Life evaluation system are proposed as the representative national standards. Many states have developed their standards and tools to evaluate school librarians' performance, these standards are related to the national standards. AASL published A 21st-Century Approach to School Librarian Evaluation for school librarians' self-assessment in 2012, this workbook shows a specific way of developing their expertise.

본 논문에서는 기존의 평가기준에 기반하여 평가$\square$인증 받은 침입탐지시스템 제품의 대다수를 차지하는 K4 등급의 보안기능요구사항과 공통평가기준 보안기능요구사항을 본 논문에서 설정한 보안목적과 자산에 기반하여 비교 분석함으로써 이들 보안기능요구사항간의 호환 가능성을 검토하고 상호 호환되지 않는 K4 보안기능요구사항에 대해서는 새로운 공통평가기준 기반 기능 컴포넌트의 필요성을 제시한다.

정보보호 시스템 평가 인증 제도는 정보보호 시스템의 객관적이고 공정한 평가를 통하여 공신력 있는 제 3자로부터 안전성과 신뢰성이 검증된 정보보호 시스템 사용을 권장하고, 이를 통하여 우수한 정보보호 제품 개발을 유도하고 국내 정보보호 산업 육성에 기여하기 위한 것이다. 우리나라는 2006년 5월 CCRA에 인증서 발행국(CAP)으로 가입함으로써 국내에도 IT 제품의 보안성 평가를 위한 평가자 자격기준 개발이 필요한 실정이다. 따라서 본 고에서는 해외 CCRA CAP국의 평가자 자격기준을 비교 분석하여 국내 실정에 맞는 평가자 자격기준을 제안하고자 한다. 본 고에서 제안하는 자격 기준은 국제적으로 인정받을 수 있는 평가자 자격기준 도출 및 평가기관 설립에 요구되는 평가자 선발에 활용할 수 있을 것으로 기대한다.

신용평가제도는 오늘날 그 영향력이 강력해져 사실상 세계자본시장의 문지기역할을 하고 있다. 본 논문에서는 이와 같이 신용평가기관의 중요성과 영향력의 증대와 더불어 이들 평가기관의 활동에 대한 비판과 감시가 커지고 있는 이때에 아직 선진수준에 미치지 못하는 국내신용평가기관들의 현황과 평가체계를 살펴보고 선진국의 신용평가기관들과 비교해 봄으로써 앞으로 나아갈 방향을 모색해보고자 하였다. 국내 신용평가기관들의 현황을 살펴본 결과 신용평가절차에 있어서 기준이 경영상태, 성장성, 그리고 재무구조의 건전성에 있어야 함에도 불구하고 이러한 기본적인 요인들의 영향력은 미미한 반면, 비공개적이고 불투명하며 비경제적인 요인들이 중요한 비중을 차지하고 있었다. 이에 반하여 선진신용평가기관들의 분석결과는 그 신뢰도에 믿음을 가질 수 있고, 대내외적인 공신력을 인정받고 있으며, 평가과정이 매우 주관적이어서 그 내용을 모두 공개하지 않지만, 국내의 신용평가과정보다는 투명성을 인정받고 있다는 것도 사실이다. 따라서 국내신용평가기관들의 나아갈 바를 살펴보면 다음과 같다. 첫째, 비재무적 요인의 평가기준에 대한 인식의 재정립이 요구되고 있다. 장기적인 시각으로 비재무적 요인에 대한 평가기준과 방법에 대한 체계의 정립이 요구되며, 전문적이고 객관적이면서도 뚜렷한 평가기관의 주관이 있는 평가가 이루어져야 할 것이다. 둘째, 신용평가방법과 기준의 강화로 대외적인 공신력을 얻도록 해야 한다. 이를 위한 방안의 하나로 성장성, 수익성, 그리고 안정성 비율 모두를 반영할 수 있는 신용평가모형을 개발하고, 자기자본비율의 대폭적인 상승이나 현금흐름의 양호여부, 경제적 부가가치(EVA), 고정장기적합률의 이행기준의 설정 등에 대한 평가기준의 재정립이 강구되어야 할 것이다.

The purpose of the present study is to prepare the conservation category to establish the Natural Ecosystem Conservation Area(NECA) in Korea. The authors prepared the conservation category for the NECA based on the previous relevant papers and reports. This draft of conservation category was examined by way of the case study. From this, the possible factors are introduced to prepare the final conservation category that can be applied directly in Korean situation for the conservation of natural areas. The present conservation category was prepared based on the possible data, while some factors of which do not possess the adequate raw data at the moment was removed. According to the reference analyses from the previous conservation categories reported in order to prepare the conservation category in the NECA, a total of 27 factors was assessed; 21 for rarity and 15 fur utility and diversity, 13 far size, for both naturalness and human influence, 13 for typicalness 12 and 10 for fragility. From the literature reviews, the categories which quantitatively assessed was 13: 9 for rarity, 8 far human influence, and 5 for size. From the 27 conservation categories assessed, the factors such as rarity, taxonomic distinctiveness and threat was regarded as applicable to the Korean situation. Furthermore, the criteria such as use could be applied further when this is supported by the augmentative research and field studies.

최근 보안성 평가기준의 국제 표준인 공통평가기준(Common Criteria, ISO/IEC 15408)의 국내 도입이 활발하게 진행되고 있다. 따라서 개발자들은 개발초기부터 공통평가기준에 대비하여 보안 제품을 개발하는 것이 필요하다. 본 논문에서는 공통평가기준과 공통평가방법론(Common Evaluation Methodology, CEM)을 참고하여 개발자들이 공통평가기준에 대비하여 보안 제품을 개발할 수 있도록 하기 위한 개발 지침을 제시한다.
