The main purpose of this research was to develop a multi-level evaluation framework for the management effectiveness of the Forest Genetic Resources Reserve (FGRR) at both the system level and the site level. The initial system level Management Effectiveness Evaluation (MEE) framework for FGRR was developed based on the MEE Framework designed by IUCN WCPA and MEE framework for Korean National Parks that was designed jointly by IUCN, the Korean Ministry of Environment, and the Korea National Park Service. Several indicators were added or modified considering characteristics of the FGRR. The final system level MEE frameworks consisted of 6 categories with total of 39 criteria and 42 indicators based on expert survey results. The initial site-level MEE framework was developed based on the site level MEE framework for Korean National Parks that was designed jointly by IUCN, the Korean Ministry of Environment, and the Korea National Park Service. The final site level MEE framework consisted of 6 categories with total of 16 criteria and 40 indicators based on both an expert survey and an intensive workshop with the officers in charge of managing the FGRR from the Korea Forest Service and local governments.

According to the Public Records Act, the actual conditions of Government Agencies will be assessed by the concept of 'Assessment' not by 'Instruction and Checking'. In this Study, before adopting a new National Assessment of complying with Records Management, on the basis of the analysis of current 'Instruction and Checking' and other Countries' system which will be able to the model of our new system, we suggest that a Assessment system which will play a role to fulfill and spread the Public Records Act and Records management Standard in this nation's public sector.

국내에서는 정보통신기반시설의 중요성을 인식하고 2001년부터 정보통신기반보호법을 제정하여 이중 국가 사회적 중요성이 높은 시설을 주요정보통신기반시설로 지정하여 국가차원의 관리를 하고 있다. 이러한 주요정보통신기반시설에 대하여 해당 관리기관은 시설에 대한 취약점 분석 평가를 실시하고 있다. 본고에서는 관리기관이 자체 수행 또는 외부 컨설팅 기관을 이용하여 해당 시설에 적합한 취약점 분석 평가가 이루어질 수 있도록 취약점 분석 평가 관리 방안을 제시하였다. 또한 방송 통신 분야 주요정보통신기반시설에 적용한 사례를 분석함으로써 분야별 취약점 분석 평가 관리 방안 적용결과를 검증하였다. 주요정보통신기반시설을 보유한 관리기관별 또는 소관 분야 주요정보통신기반시설을 관리하는 관계중앙행정기관은 제안하는 방안을 활용하여 해당 시설에 적합한 취약점 분석 평가를 수행 또는 관리할 수 있을 것이다.

Special subject archives in different fields have been established and the related studies have been constantly made so far, but no evaluation index reflecting the characteristics of the archives has yet been developed. Thus, this study intends to develop a draft of the special subject archive operation evaluation index through literature research and propose the special subject archive operation evaluation index through a Delphi survey. A Delphi survey was conducted thrice, with 10 persons in charge of archiving thematic archives in 5 fields. Finally, a special subject archive operation evaluation index consisting of 4 evaluation categories, 10 evaluation items, and 28 detailed items was proposed. This study is significant because it was the first in Korea to develop and propose an operation evaluation index for special subject archives.

정부가 생각하는 중요한 정책방향은 두 가지를 보면 알 수 있다. 바로 예산과 인력이다. 필요하다고 판단하는 곳에 정부는 예산과 인력이 투입되게 마련이다. 따라서 국가의 재정운용에 대한 평가를 해보면 어떤 것이 중요한 것인지에 대한 가치판단을 할 수 있다. 국가의 물관리 예산도 마찬가지이다. 국민소득과 여러 가지 사회경제적 특성에 따라 물관리예산은 국가별로 차이가 난다. 그러나 경제발전단계가 높을수록 높은 관리예산이 투입되는 것이 일반적이다. 과연 우리나라의 물관리예산은 적정한 것일까? 그러나 우리나라의 물관리는 여러 부처에 분산되어 있고 하천의 관리도 국가하천과 지방하천으로 구분되어 있기 때문에 이 질문에 답을 하기가 어렵다. 엄밀히 말하면 우리나라의 물관리예산이 연간 모두 얼마인지를 정확히 알지 못한다. 결국 적정한 수준인지를 평가할 수도 없다. 홍수방어와 용수공급이라는 시급성으로 인해 공공투자의 성격이 강했기 때문에 굳이 평가가 필요 없었을 수도 있다. 그러나 물관리가 과거와는 달리 복잡해졌고 따라서 물관리를 위한 정부의 재정계획과 집행 역시 여기에 맞게 보다 세심해져야 한다. 이제까지의 물관리예산이 사회적인 인프라를 건설하는데 주력했었다면 이제는 거버넌스와 생태계관리는 물론 물순환 전체를 위한 다양한 정책에 국가 재정이 투입될 필요가 있다. 그러나 이 같은 의사결정은 현재 재정계획과 투입입의 적정성과 타당성이 먼저 평가되어야 한다. 본 연구는 OECD내 다른 국가들의 물관리예산과 우리나라의 물관리예산을 비교분석함으로써 우리나라 물관리예산의 적정성을 평가하고자 한다. 특히 합리적인 재정구조를 가지고 있다고 판단되는 남아프리카공화국과의 비교를 통해 향후 우리나라의 과제가 무엇인지 검토하고자 한다.

산업화가 진행됨에 따라 점점 복잡해지고 위험해 가고있는 산업설비에는 사고의 리스크가 잠재하고 있다. 이러한 위험설비와 위험시설물에서 발생될 수 있는 중대한 사고의 경우 그 사고의 예방과 피해최소화를 위해서 사고관리방안이 강구되어야 하고 그 방안을 수행할 절차서의 개발이 이루어 져야하고 개발된 절차사에 대한 사용교육과 훈련이 병행되어야한다. 이를 위해 선행되어야 할 것은 어떠한 사고관리방안이 최선인지를 평가하는 사고관리 방안의 평가가 필요하다. 사고관리 방안평가에 수반되는 불확실성의 모델링에는 의사결정수목 (Decision Trees) 영향도 (Influence Diagrams)의 이용할 수 있다. 본 연구는 이러한 사고관리방안 평가를 위한 도구 (Tools)을 개발하여 사고관리방안 평가체계를 세우고 아울러 개발 된 평가체계의 실현성과 적용가능성을 보이고자한다. 유선은 수상에서 고기잡이, 관광, 그 밖의 유락하는 사람을 승선시키는 것 등 「해운법」을 적용받지 아니하는 유선사업에 종사하는 선박으로, 안전관리 부분의 경우 해양경찰청에서 담당하고 있다. 선령기준 초과 유선의 선박검사 및 선박관리평가 기준을 마련하여 해양경찰청에서는 노후 유선에 대한 안전관리를 지속적으로 평가 하고 있으나, 기존의 여객운송사업의 선박관리평가 기준을 준용하여 평가함에 따라 내항만을 통항하고 출발지와 도착지가 동일한 관광등의 유람 목적 등 유선의 특수성 등을 반영하지 못하고 있다. 본 연구에서는 유선의 통항 특성과 일반적인 운영 환경등을 고려하여 유선에 적합한 선령기준 초과 유선의 선박 검사 및 관리평가 기준 마련의 필요성을 제안하였다.

Blockchain, recognized as one of the core technologies of the 4th industrial revolution, is an Internet-based distributed data management system which does not require centralized control. Blockchain is characterized by the integrity and reliability of information, and blockchains can be used where such characteristics are required. Typical applications of blockchain include finance, transaction, and evaluation management. In this paper, we designed a blockchain-based evaluation management system that allows users to freely create and manage evaluation instances. Evaluation managers can create an evaluation instance according to their purpose and allocate evaluation items and evaluators. When the evaluators finish evaluating the evaluation items, the evaluation manager can aggregate the evaluation results for the instance. Someone, who want to perform evaluation for various purposes but do not have an evaluation system, can implement the evaluation system relatively simply by using this system. In addition, due to the characteristic of the blockchain, evaluators cannot modify the evaluation scores they have already recorded, and neither the system administrator nor the evaluation administrator can modify the evaluation scores. For this reason, the reliability of the evaluation increases.

본 논문에서는 학교평가에 효과적으로 대비할 수 있는 교육정보화 방안을 모색하였다. 이를 위해, 이미 도입되어 있는 초.중등학교 종합정보관리시스템의 기능을 활용하였다. 이 정보시스템을 이용하여 학교평가에 대비하는 시간을 줄이고, 학교평가 자료를 쉽게 추출하고자 하였다. 먼저, 학교평가 항목을 토대로 현재의 종합정보관리시스템을 분석하여 학교평가의 지원여부를 확인하였다. 그리고, 효율적으로 학교평가를 지원하기 위해서 반드시 갖추어야하는 종합정보관리시스템의 기능을 제시하였다.

환경부에서는 2000년 3월에 수립 시행된 물 절약 종합대책의 실효성 확보를 위해 시도별로 "물 수요관리 종합계획"을 수립하여 환경부의 승인을 받도록 하였다. 수요관리를 위한 주요 정책 수단은 유수율제고, 절수기기 보급, 수도요금현실화, 중수도 설치, 하폐수처리수 재이용 등이며 2006년까지 서울, 제주도를 제외한 14개 시도에서 물 수요관리 종합계획을 수립하여 승인 받았다. 본 연구에서는 두 가지 측면에서 수요관리 절감량을 평가하고자 하였다. 첫 번째로는 환경부에서 시범평가에 사용하였던 수요관리 수단별 사업추진실적 평가 이외에 지자체에서 절수량을 고려하여 계획하였던 1인 1일급수량 및 유수율과 상수도통계에서 발표된 실제 1인1일급수량 및 유수율 자료를 이용하여 목표달성율을 산정하고 이를 이용해 평가하였다. 두 번째로는 통합수자원평가계획모형인 K-WEAP(Korea-Water Evaluation And Planning System) 모형을 통해 금강권역을 대상으로 사업추진실적 자료 및 절수량 산정식을 사용하여 K-WEAP 모형에서 수요관리 절수량을 산정하고 물수지분석을 수행하여 가용수량을 평가하였다. 수요관리 평가 기반이 구축된 K-WEAP 모형을 통해 여러 시나리오에 따른 수자원 절감가능량 산정 및 정부, 지자체의 수요관리 정책을 평가할 수 있으며 수요관리, 중수도 이용 등 다양한 수자원 보전환경의 변화를 용수수요 추정에 반영할 수 있다. 또한 수요관리 효과 증대방안 향상으로 국가 및 지자체 오염총량관리 계획 및 수자원장기종합계획 수립에 기술적 발전을 도모할 수 있을 것으로 기대된다.
