Evaluating the economic impact of R&D investments - Improvement of measurement reliability - (R&D 사업의 경제적 파급효과 측정 - 산업측정 신뢰도 제고사업을 중심으로 -)

  • R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

Freight Transport Demand and Economic Benefit Analysis for Automated Freight Transport System: Focused on GILC in Busan (인터모달 자동화물운송시스템 도입을 위한 화물운송수요 및 사업편익분석 - 부산 국제산업물류도시를 중심으로-)

  • This study aims to analyze the freight transport demand and benefit for the introduction of an automated freight transport system focusing on the Global Industry and Logistics City (GILC) in Busan. In pursuit of this aim, four alternatives were calculated - using the freight volume estimating methods and included, the number of businesses, the number of employees set up, future estimated cargo volume, and switched volume from other transport modes into the GILC. Economic benefits were analyzed against social benefits and costs accordingly. The result of the freight transport demand forecast found, the cargo volume of "Alternative 2-1" to be the most advantageous, applying the number of employee unit method and proportion of employees in Gangseo-gu, Busan. In addition to the conventional analysis of direct benefit items (reduction of transport time, traffic accidents and environmental costs), this study also considered additional benefit items (congestion costs savings, and road maintenance costs in terms of opportunity cost). It also considered advanced value for money research in guidance on rail appraisal of U.K, Federal Transport Infrastructure Plan 2003 of Germany, and RailDec of the United States. The study aims to further contribute to estimating minimum cargo transport demands and assess the economic feasibility of the introduction of new intermodal automated freight transport systems in the future.

  • 국가과학기술연구망(KREONET)은 초고성능 슈퍼컴퓨팅, 그리드(Grid), e-Science 등 국내의 첨단 과학기술분야에 관한 연구 개발을 지원하고 있는 국가연구망(National Research Network)이다. 그러나 국가연구망이 국가연구개발 사업의 전반에 걸쳐 직 간접적으로 많은 영향을 미침에도 불구하고, 이러한 파급효과에 대해 체계적인 분석이 없는 실정이다. 따라서 본 논문에서는 KREONET에 대한 경제성 분석을 통해 국가과학기술과 산업발전에 미치는 파급효과를 분석하고자 한다. 분석방법으로는 KREONET의 존재 유무에 따른 비용편익분석과 산업연관분석을 사용하였다. 비용편익분석의 평가지표로는 순현재가치, 비용편익비율, 내부수익률을 사용하였고, 산업연관분석의 평가지표는 생산유발효과, 부가가치 유발효과, 취업유발효과를 사용하였다. 분석한 결과, KREONET은 경제적 파급효과가 높은 것으로 나타났다. 본 연구의 결과를 다른 연구망에 적용하기 위해서는 보다 다양한 범주의 평가범위와 평가방법에 대한 연구가 지속되어야 할 것이다.

Benefit-Cost Analysis of Ecological City -Focusing on Eco-facilities of New Town in Kimpo Yangchon- (생태도시의 비용편익분석 -김포양촌의 생태시설을 중심으로-)

  • The purpose of this paper is to analyze economic adequacy by estimating the benefit-cost for bird eco-park, eco-center, eco-river, and eco-waterway, which will be built in the new town of Kimpoo, Yangchon. This paper attempts an economic analysis for the development of an eco-friendly new town. The rates of B/C (benefit-cost) in all scenarios are over one. Especially, the B/C rate of the eco-center is the most efficient of the four eco-facilities by 5.02 - 3.75. In addition, the construction costs of the five eco-facilities are assumed to be 50 percent higher, though their economic soundness is maintained. This paper implies that providing ecological variety is one of the core components in constructing housing complexes and suggests that the construction of housing be harmonized with zero-carbon and energy efficient methods.

  • 홍수빈도분석의 실용적 측면의 목적은 특정 재현기간에 대하여 발생 가능한 홍수량을 설계홍수량(design flood)으로 설정함으로써 댐, 제방, 배수시설, 하수관거 등의 치수기능을 가진 치수시설물이 설계홍수량 내에서 홍수로 인한 피해를 발생시키지 않도록 그 규모와 기능을 설계함에 있다. 이와 같은 중요한 기능을 담고 있는 홍수빈도분석의 기술적 절차는 해외 및 국내의 기존 연구자들에 의해 많은 연구가 진행된 바 있으나, 보다 적절한 설계홍수량 산정절차 및 설계홍수량의 최종 결정을 위한 기술적 수단의 제공을 위한 연구가 많은 연구자들에 의해 지금도 진행 중에 있다. 그러나 이와 같이 결정된 설계홍수량이 특정유역에서 발생될 수 있는 피해규모에 대해 얼마나 적정한 지의 여부를 과학적으로 판단하기 위한 연구는 많지 않다. 따라서 본 연구에서는 홍수빈도분석을 통해 산정된 설계홍수량의 적정성 여부를 과학적으로 판단하기 위해 비용-편익분석 기법을 이용하여 최적설계홍수량을 결정하였다. 특히 본 연구에서는 불확실성으로 발생되는 범위를 고려한 최적설계홍수량을 산정하기 위하여 Metropolis-Hastings 알고리즘을 사용하였으며, 자료의 종류에 따른 홍수량의 변화를 분석하기 위하여 년최대계열 및 부분시계열 자료를 각각 적용하였다. 한강유역에서 가평대성, 여주 및 한강대교 수위표 지점에서 측정된 자동관측유량장치에 의한 홍수량 자료를 활용하였으며, 최적설계홍수량이 기존 설계홍수량에 비해 크게 산정됨을 알 수 있었다.

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

Economic Feasibility Analysis of Marine Debris Pollution Abatement Technology Program (해양쓰레기 오염대응 기술개발사업의 경제적 타당성 분석)

  • The Korean government is considering the implementation of the marine debris pollution abatement technology program (MDPATP) to mitigate the negative impacts of marine debris and systematically manage marine debris through scientific researches such as monitoring and environmental impact assessment of marine debris. In this regard, this study attempts to analyze the economic feasibility of the MDPATP in order to provide policy-maker with useful information. To this end, the indices for economic feasibility such as net present value (NPV), benefit/cost (B/C) ratio, and internal rate of return (IRR) are presented. The results show that NPV, B/C ratio, and IRR are computed to be 45.7 billion won, 2.72, and 17.12%, respectively, which are bigger than 0, 1.0, and 5.5%, and that the MDPATP passes the cost-benefit analysis. Thus, it is concluded that it is socially profitable to conduct the MDPATP.

  • The objective of this study is to develop a Cost-Benefit analysis system which would help us to make optimal decision among safety investment alternatives, calculating and comparing costs and benefits for facilities in chemical plants. So, the accident frequency analysis module and the accident damage prediction module were developed for estimating quantitative risks in chemical facilities, and domestic societal risk criterion was presented after the comparative analysis of major industrial cases and societal risk criteria of advanced countries like the Netherlands, Australia, U.S.A., U.K., and Germany. Also, the Cost-Benefit Analysis System which compares the safety investment alternatives based on their deduced net present values was developed through the selection of proper cost and benefit items by field studies

Economic Effect of Automatic Temperature Compensation (석유류제품 토출온도 보정에 따른 경제성 분석)

  • The importance of physical changes in volume due to changes in temperature has been known for more than a century by the petroleum industry. To examine whether there are any differences between the economic effect of automatic temperature compensation and that of installation cost. The results of the analysis show that there are no ineffective in automatic temperature compensation installation. Analysis showed the increase of price oil will impact negatively on the automatic temperature compensation, appropriate level of economic cost and economic benefit should be calculated for the policy implementation in the future's study.
