This paper purposes to identify who is/are in charge of KBS broadcasting programming in view of freedom of broadcasting and interest of audience under the circumstance that Blue House put pressure on KBS to refrain from reporting Sewol Ferry disaster. For this purpose this study has reviewed prior theses, books, journals, laws, and cases, etc. It is analyzed that principal agents in charge of freedom of broadcasting journalism and programming are KBS employees in charge of producing broadcasting programs and KBS chief programming officer, who is appointed by KBS CEO. KBS CEO, who can easily be influenced by governmental pressure in terms of KBS structure, should avoid interfering with programming and producing directly or indirectly for freedom of the press and public interests.

This study pays attention to the assumption that the governance including the appointment of CEO is a key factor in the internal colonialism of local broadcasting. To evaluate the tendencies, it collects and analyzes the profile of CEOs, directors, and shareholders of the 17 regional affiliates of MBC and 9 local commercial broadcasting companies between the early and mid-1990s and 2015. It also discusses the local broadcasting personnel and its operations. By doing so, the study attempts to reveal how the internal colonialism of local broadcasting works. It finds out that the governance of regional broadcasters of MBC is controlled by the head office located in Seoul. At the same time, the governance of local commercial broadcasters is encroached by the tyrannical practices of major shareholders caused by the non-separation of ownership and management. These kinds of abnormal management of governance tend to constrain the investment on personnel and production. Finally, this study suggests some desirable directions of governance focusing on the appointment of CEO in terms of both legislative system and self-regulation. They include establishing a new proviso for programming protocols in local broadcasting, introducing a CEO & non-executive director nomination committee, and so forth.

In Train Control Network(TCN), to support advanced services beyond control applications, it was revised to support high speed ethernet as IEC 61375-2-5(ETB) and IEC 61375-3-4(ECN). And Train Topology Discovery Protocol(TTDP) was included by which train-consist can be automatically configured. Meanwhile, to adopt wireless LAN as an next onboard network, TTDP need to be modified to reflect the characteristics of WLAN. This paper proposed a TTDP for WLAN using transmission power control and the number of HELLO-ACK handshake. And it determined whether the TTDP executed using the two WLAN interfaces having different bandwidths is correct or not. The proposed TTDP can allow to reduce interference from other nodes. For evaluation of performance of TTDP, NS-2 was used. The evaluation result shows the high reliability of the TTDP in wireless environment.
