최근 급변하는 한국 보건의료환경 가운데 저출산과 고령화로 인한 생산가능 인구 감소와 보건의료재정의 적자 및 막대한 비용 상승이 전망되면서 보건의료체계에 위기감이 조성되어왔다. 도입 초부터 줄곧 형평성과 접근성을 강조했던 구 건강보험 패러다임에 대해 사회 일각이 지속적으로 수정을 요구해왔으며 보건의료당국은 최근 "선진형 패러다임"으로의 전환을 공식 선언하고 보건의료체계의 개혁을 예고하였다. 이 논문은 한국 보건의료환경을 진단하여 패러다임 전환의 당위성을 제기하며 신 구 패러다임의 비교분석을 통해 신 패러다임의 특징을 도출하고 정책적 시사점을 제시하는데 목표가 있다. 이를 위해 다양한 국내 외 문헌자료와 전문가들의 인터뷰 자료 등 2차 자료를 수집하여 분석을 시도한다. 비교분석결과, 전환된 패러다임 하에서 한국의 향후 보건의료개혁의 방향은 효율성(equity) 강화와 보건의료에 대한 책임주의(stewardship)를 구현할 것임을 도출하였다.

우리 군의 전력획득 패러다임을 이제는 "기술중심, 연구개발 위주, 새로운 방산기반 구축" 차원으로 일대 전환을 시도함으로써 2025년경까지는 선택적으로 선진국 수준의 첨단 군사기술력을 확보할 수 있으리라고 본다. 그러나 이러한 패러다임의 전환은 국방기획을 담당하는 몇몇 사람들만의 의지만 가지고는 실현될 수 없다고 본다. 군내에 있는 전 장병은 물론 국방분야에 종사하는 모든 요원들의 이해와 공감대를 통하여 변화의 필요성을 인식하고 사고의 전환이 이뤄질 때 비로소 정보.기술 중심의 과학군 건설을 위한 새로운 패러다임의 저니환은 가능하다고 하겠다.

2013년은 '저성장'과 '신정부'하에서 패러다임 전환 압력이 고조되는 한 해가 될 것으로 보인다. 이에 삼성경제연구소는 2013년 국내 10대 트렌드의 키워드로 '저성장 지속', '신정부 출범', '패러다임 전환 압력'을 제시하면서 대내외적인 여건 악화로 한국경제가 '저성장' 기조를 유지하는 가운데 신정부가 들어서면서 새로운 패러다임을 모색할 것이라 예상했다. 여기서는 삼성경제연구소의 '203년 국내 10대 트렌드' 보고서를 통해 2013년 국내 경제의 화두를 되짚어 본다.

From the beginning of 21st century, digital cameras became popular. In computer graphics community, much re search has been done using photographs taken by digital cameras. This kind of research is categorized as computational photography. The purpose of this paper is to explain the appearance of computational photography in the history of photography. Moreover, the history of photography is explained as a series of paradigm shifts. Based on the analysis, future research directions of computational photography will be given.

현재 우리나라 혁신시스템은 기존의 성장 및 기술공급 위주의 발전전략이 한계를 노정하면서 새로운 전환기를 맞고 있다. 이에 새로운 혁신 경로 창출을 위한 과학기술 ICT 정책 패러다임 전환은 물론 지속가능한 에너지, 농업 농촌 등 다양한 영역에서의 시스템 전환이 필요한 상황이다. 이를 위해서는 과학기술 ICT와 에너지 환경 등 관련 분야 간의 연계 통합은 물론, 기술이 활용 확산되는 현장이나 사회, 사용자의 이해가 더욱 중요해진다. 리빙랩은 사용자 참여를 기반으로 하는 새로운 혁신모델이자 지속가능한 시스템 전환의 니치 실험으로서 최근 유럽을 중심으로 부각되고 있다. 본 연구에서는 과학기술 ICT가 에너지 전환, 농업 농촌 시스템 전환, ICT 정책 패러다임의 전환에 적용된 리빙랩 사례를 살펴보고 우리나라에서의 시사점을 도출하였다. 유럽의 SusLab 프로젝트, C@R 프로그램, 대만의 리빙랩 사례 모두 사전기획 단계부터 지역 사용자의 배경과 경험을 적극적으로 수집하고, 사용자 주도의 혁신활동을 개발프로세스 전반에서 유지함으로써 적실성있는 문제해결은 물론 다양한 전환 실험을 성공적으로 추진하였다. 이러한 결과는 중앙정부와 지자체의 R&D사업에서 각각 리빙랩의 도입을 검토하는 우리나라에 다양한 시사점을 제공한다. 리빙랩은 국가 또는 지역 전반의 사회 기술시스템의 전환을 위한 전략적 니치 실험, 정책 간 연계통합의 수단, 새로운 지역혁신 모델로 활용될 수 있다. 또한 최근 혁신정책 패러다임에서 강조하고 있는 사용자 및 수요 측면을 반영한 정책통합을 실현할 수 있는 중요한 플랫폼이 될 수 있다.

Arcade platform is characterized by the individuality & PC-based ability. This rapidly changes of the environment are facilitating the gambling in arcade game market. For the protecting the gambling in arcade game market, regulation paradigm needs the shift. To game center & speculative behavior, from game & gambling criteria. The regulation on arcade game in China is a meaningful case, when we make the new paradigm.

본고에서는 네트웍환경에서의 매체변화와 장서관리의 향후관계에 대해서 분석하였다. 도서관의 주요자원이 인쇄매체에서 전자매체로 변화함에 따라서, 소장과 접근이라는 전통적인 장서관리로는 이용자 중심의 정보제공 기능을 효과적으로 수행하기에 한계가 있음을 지적하고, 물리적이고 형식적인 매체중심의 장서관리에서 다양한 정보매체가 담고 있는 내용중심의 내용관리(content management)로의 패러다임 전환이 필요함을 규명하였다.

This Study is to propose the archival description in accordance with the paradigm shift of the archival science. The academic world of archival science in North America treated the electric record in 1990 and the authenticity of electric record in the beginning of 2000, the flow of Study recognizing the microscopic and the cultural discussion appeared recently. This may be called the paradigm shift of archival science. This may be according to the influence of the informatization and the technology. However, the community archives, the everyday life archives recognizing the microscopic and the cultural discussion, etc. Namely, the everyday life, the village, the community archives are the effort to leave the excluded and the neglected voices from the existing discussion of archival science on record. However, the currently existing methodology to archive the community archives based on the perception of these switched recognition is limited. Especially the description of the various standards being used in the public territory is being adapted as it is. The characteristic and the individuality of the community and the community archive cannot be reflected through the archival description standard. We should understand the community archive in accordance with the paradigm shift, need the archival description method capable of expressing this suitably. The post-standard not the existing archival description method has been necessary. This should be carried out together in accordance with the view point of the paradigm shift and the view point of the objective and the direction of community. Hence, first the archival description and the paradigm shift have been examined theoretically and the archival description of community archive being operated currently has been analyzed. The archival description is to be proposed in accordance with the paradigm shift capable of calling 'the archival description of Korean Human Right' by pointing out the limit of archival description standard through the analysis and further by investigating the archival description of the fraternity archive project.
