This paper aims at examining the current states of regional industrial structures, and secondly, analyzing the specialized industries in Youngnam Area, and finally, elucidating its policy implications. The main results of this paper are as follows. The characteristics of specialized industries are different between regions, in terms of static-dynamic dimension, static dimension and dynamic dimension. As a results, the effects of the activating strategies of regional specialized industries are quite different by regions. Therefore, some policy implications are elucidated, as follows. Firstly, different strategy may be committed according to the characteristics of specialized industries. Secondly, the activating strategies of regional specialized industries and regional innovation strategies may be confused considering the changing trends into knowledge based economies.

본 고에서는 국내외적인 환경변화에 중점을 두고, 이러한 환경변화에 대응해나가기 위한 새로운 정보통신 연구개발정책방향 및 추진전략방향을 제시하였다. 추진전략을 위한 기본방향으로는 서비스, 기기, 부품, S/W의 유기적.종합적 기술개발을 추구하는 통합전략, 기술발전단계에 따른 차별적 정책의 추진과 관련된 차별화전략, 연구개발의 국제화와 관련된 국제화전략, 기술분야, 기술성격, 기술수준별 우선순위 설정을 통한 집중육성과 관련된 특화전략, 각 연구주체별 역할 정립을 통한 역할분화전략을 제시하였다.

This paper analyzes the specialization factors for greenhouse-grown horticultural crops and location quotient. We derived the location quotient of two crops from the Agricultural Census in 2000, 2005, and 2010. The location quotient shows that specialization factors for spinach and lettuce became more concentrated. This means that cultivation of vegetables lean too much towards specialized regions. Implementation policies based on the level of specialization is expected to more efficiently improve the competitiveness of regional agriculture. The logit analysis showed that GRDP, age, education, average employee, and ratio of computer use had a significant impact on specialization of spinach. GRDP, age, and education negatively affected the specialization coefficient of spinach. However, average employee, and ratio of computer use positively affected the specialization coefficient of spinach. Based on these results, we set up the policy tools specializing the regional location quotient.

This study suggested following specialized strategies to be operated in additionally constructing a library, based on a variety of cultural properties and contents, which exist in Dong-gu, Incheon, and the Dong-gu development zone proposed by 'Dong-gu Master Plan 2022'. First, it attempted to select specialized themes based on local characteristics such as cultural properties and contents by each region, by dividing Dong-gu in Incheon into four areas: culture tourism/theme tourism, historical culture, central commercial and infrastructure industry area. Second, it proposed a specialized theme and strategy for children's library to be completed in 2022 by considering the local characteristics. Third, it also suggested the specialized strategy which the representative library should pursue, by considering the social characteristics of Dong-gu.

본 논문은 한국 및 독일 보험회사의 해외 진출 모델을 비교 연구한다. 특히, 독일 법률비용보험회사의 한국 진출 사례를 분석하여 국내 보험회사의 해외진출에 주는 시사점을 제시한다. 연구방법론으로서 한국 및 독일 보험회사의 해외 진출사례를 수집하여 비교 분석한다. 이를 위하여 각 보험회사의 해외진출 담당자와 면담, 이메일(e-mail), 전화상담 방법을 사용한다. 그리고 문헌연구를 통하여 연구의 이론적 배경과 기존의 연구결과를 분석한다. 본 연구에서는 보험회사 해외진출의 이론적인 배경으로서 고객지향 현지화전략, 수익지향전략, 신규특화시장 개척전략, 성장시장 진출전략 4개 요인으로 구분한다. 국내 보험회사는 해외 성장시장 진출 측면에서 긍정적인 반면에 수익지향, 현지화전략과 해외 신규 특화시장 개척 부분에서 아직 개선될 부분이 있는 것으로 분석되었다. 독일 보험회사는 한국 시장에 진출하면서 철저한 현지화전략, 특화시장 개척, 성장시장에 진출의 3개 부분에서 모두 긍정적인 것으로 분석되었다. 보험회사 해외진출의 이론적 배경 4개 요인을 적용하여 비교 분석한 결과 독일 보험회사의 사례와 같이 한국 보험회사가 해외에 진출할 경우에 보다 철저한 현지화 전략과 특화시장 개척 전략이 필요하다는 점을 제시한다. 본 연구의 한계점은 독일 법률비용보험회사 1개사를 대상으로 하고 있다는 점이며, 진출 초기라서 아직 경영실적이 뒷받침되지 않고 있다는 점이다. 향후 연구과제로서 일정시점이 지난 후에 국내 보험시장에서 독일 법률비용보험회사의 발전추이를 분석하여 시사점을 분석하고 법률보험시장에서 도덕적 위태 방지 연구, 소비자 보호를 강화할 수 있는 방안 연구를 향후 연구과제로 제시한다.

This paper is designed to look for a specialized strategies by drawing the special features of Busan New Port from both a comparative analysis of major factors of harbor competitiveness and a SWOT analysis of Busan New Port and Yangshan Port, one of the biggest competitive ports in Northeast Asia, so that Busan New Port may preoccupy a status as the hub port of the area. The researcher would like to suggest the following measures to make Busan New Port serve as the central port of Northeast Asia on the basis of the findings; Korea should push ahead with creating a railroad transportation linking with Eurasia Contient, secure the amount of goods and resources with the help of the early development of the surrounding complex of the port, make a considerable progress in the level of port service, come up with a differentiation strategies for harbor marketing activities and improve its productivity.

Innovative cluster theory promotes cluster growth as the tacit knowledge and know-how approach becomes easier through industry-academia cooperation. Industry-academia cooperation is an innovation network policy that supports joint research between industry and academia. In this respect, The Flow of recent government policy is activating I-U support office in university & research institute for enable I-U Cooperation ecosystem. Then SMB Administration was first performed "research village support program", to support SMEs in industry-university cooperative research capabilities by integrating the research, development and commercializatin of the university or research institution with excellent research base in 2013. However, I-U Cooperation R&D must be based the link strategy of Localization in order to be better composition at research village. In the case of research villages where specialized discovery strategies are well reflected, integration of similar companies in specialized fields will naturally create clusters and create synergy of research. This study searching and summarizing through a recent Hanbat National University research village. Finally, we propose the implications of government policy.

This paper examines the factors affecting financial exclusion, and proposes the strategies for enhancing the role of credit unions as financing source for small business startups. Credit cooperative institutions have played an important role in assisting people and communities who suffer from social and financial exclusion such as small business owners. But many of them have closed and lost their operational grounds by financial restructuring. Accordingly people with low credit scores have faced with increased financial constraints and the government has proposed various measures to assist them. Credit unions should develop strategies more actively to ease their financial constraints, expand and reinforce the operational grounds through relationship banking, enhance competitiveness by community based specialization strategies and developing models.
