A Study on the Adjustment of Tariff Rates and Construction Fee in Korean District Heating Industry (지역난방사업의 공사비부담금과 열요금 연계조정방안에 관한 연구)

  • Korean district heating companies levy comprehensive construction fee on consumers in the beginning of construction period and the consumers' burden is much higher than those in any other network industries in Korea. It has also many problems such as inappropriate fee calculation method, cross subsidization, property right dispute, etc.. I show that the cut of construction fee by 30% and at the same time, the upward adjustment of tariff rates by 4~6% for 20 years on average will maintain current profitability based on the standard model simulation, I also suggest that fixed charge part of double tariff should be increased to 25% of total tariff and the cut of construction fee should be levied on fixed charge, directly to improve efficiency.

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

Legal Theory on the Possession and Utilization of Patents in Cooperative National R&D Programs (국가공동연구개발 특허의 귀속 및 활용 법리)

  • Recently, one of the issues to be discussed from the viewpoint of product management in National R&D Programs is about the management of intellectual property produced by joint research and development. According to existing legislative system, the main R&D institute and collaborative enterprise own the patent produced by joint R&D activities together at the rate of investment. But, there are many discussions if that is right in legal principles and in substance. Patents by Cooperative National R&D Programs are very different from common patents because of its characteristics and have scheme controlled complexly by related laws and ordinances. This paper aims to review the legal theory on the possession and utilization of patents produced by Cooperative National R&D Programs, and to try to find out the improvement of existing legislative system. For this purpose, after looking into the meaning and the legal system of Cooperative National R&D Programs, and examining the ruling theory on the possession and utilization of co-invented patent, finally research the problems and improvement of existing related legislative system.

Design of MSR for Magnetic Field Shielding of Low Frequency (저주파 자기장 차폐를 위한 자기차폐실 설계)

  • In this paper, the magnetically shielded room for low magnetic field shielding is designed and measured by fabricated. The size of magnetically shielded room was 3.0[m](W)$\times$3.0[m](L)$\times$3.0[m](H) to enter the industrial measuring instruments and analyzed DC and AC shielding characteristics of magnetic materials with a high permeability and AC shielding characteristics by eddy current of conductive materials. As a results, shielded room dimensions were obtained. To verify the analysis results, magnetically shielded room is fabricated and the calculated results are compared with the measured results. The Measured results show good agreement with calculated results. According to measurements, 5 times of 0.1[Hz] and 86 times of 60[Hz] is achieved at low frequency. The fabricated shielding room can be used as the magnetically shielding room for low magnetic field shielding.

  • When planning and promoting apartment house development project, it is very important to carry on profitability in planning stage through realistic evaluation and analysis about distributability. Especially, the analysis about project feasibility through forecasting the early distribute rate is crucial stage because it could evaluate overall expecting benefit and feasibility of the project. However, researches and studies related with forecasting profitability and distributabilty of construction development project are insufficient. Also there is a big gap of the standard for evaluating early distribute rate between government and individual corporations. So it is necessary to study about the evaluating early distribute rate. In this point, this study aims to present effective evaluating standard(criteria) which is for forecasting profitability and distribute rate through analyzing various factors and weight of apartment house development projects. This study compared and analyzed examples of the real initial rate of private apartment sale based on the government estimated standard. Among estimated index, omitted items and factors to be additionally considered are combined as 33 detail appraisal contents of 4 parts 9 items by allotting them based on the data about priority of all considered factors.

Evaluation of Operations Performance of Agricultural Products Supply Chain Using ROIC Tree (ROIC 나무를 이용한 농산물 공급망의 운영 성과 평가)

  • The importance of evaluation of farming performance has been increasing with the progress of farm size and capitalization, and with the introduction of the concept of the 6th industry to agriculture. In this research, ROIC(Return on Invested Capital) tree technique was examined as a new method for analyzing operations performance of supply chain for farm produce. Current practices of production and distribution of blueberry, model crop, were investigated and ROIC tree for blueberry has been set up from the survey of the supply chain. Then, it was simulated with real values collected from the participants in the supply chain and the previous studies using a spreadsheet program. The resulting ROIC value was compared with those of other industries and the conventional performance analysis method. Features of the evaluation technique were identified and it was proposed how to apply it to agricultural field in the future.

  • The Japanese government has announced that it would invest 30 billion yen in iPS cell research for the next 10 year, and the Japan National Assembly has made an act that supports the iPS cell research. This study analyzes 1) the current trend and application field of stem cell research under Japan; 2) recent policy and regulation change in stem cell research and its application under Japan. This treatise reviews about "Act for Promoting Regenerative Medicine", "Act for Assuring Safety of Regenerative Medicine", and "the Revision of Pharmaceutical Act under Japan. This study may serve as the fundamental reference for the improvements of legal and institutional systems with regard to regulations on the stem cell research under Korea.

Scientific considerations for the biosafety of the off-target effects of gene editing in crops (유전자교정작물 내 비의도적 돌연변이의 안전성 논란에 관한 과학적 고찰)

  • The number of commercially approved gene-edited crops is gradually increasing, and in South Korea, it has led to intense investment in gene-edited crop development to increase international competitiveness. However, as with genetically modified crops, the safety of gene-edited crops regarding unexpected risks for humans and the environment is subject to an ongoing debate. In particular, unintentional "off-target effects" have become the center of controversy. In this review, we discuss typical plant characteristics (including somatic variation and ploidy), the extent of various off-target effects in genetically modified crops generated via horizontal transfer in nature, and the off-target effects in commercial genetically modified crops. We conclude that most off-target effects possibly occurring in gene-edited crops are not expected to be critically harmful to humans or the environment. Therefore, existing regulation for genetically modified crops should be enough for the risk assessment of gene-edited crops.

Stock-based Managerial Compensation and Risk-taking in Bank (은행 임원의 주식기준 보상과 위험추구)

  • This study examines the compensation scheme for the executives and risk-taking behavior in the Korean banks. Theoretically, shareholders prefer risky asset choice to the optimal one due to the limited liability feature of reward, and stock-based executive compensation may induce choices favorable to the shareholder. We empirically test this risk-taking hypothesis using Korean banks' data. Since only the stock option data is available under the current disclosure system, we limit our analysis to examine the relationship between the compensation through stock option and the risk of banks. The result provides no evidence that stock option compensations increase the risk of banks, which is contrary to the theoretical prediction and preceding studies in the US. This may be due to any factor that the executive reward data omit, or regulation effects on the bank management.

The Influence of CSR Beneficiary Appeals on the Attractiveness of Corporate Identity (CSR 수혜자 소구 유형이 기업정체성매력에 미치는 영향)

  • Companies are investing in CSR activities as a way to fulfill their societal obligations. It is expected that companies' CSR activities would be an effective investment to enhance corporate image, leading to consumers' purchase behavior. However, sometimes, CSR activities have a null or negative effect on the evaluation of company. The purpose of this research is to find ways to solve these problems and it reviews some research concerning donation and introduce these research into CSR. Specifically, this study examines the effect of CSR beneficiary appeals on the attractiveness of corporate identity and the mediating role of the inferred motives of CSR. The results show that consumers evaluate the corporate identity less attractive which employ the self-benefit CSR appeal. In addition, the findings also suggest that the effect of the CSR beneficiary appeal on the attractiveness of corporate identity is mediated by the inferred motives. These results suggest some managerial implications concerning communication guidelines of CSR. Specifically, companies need to communicate sincere motives of CSR rather than business.
