Economic Feasibility of Forest Biomass Thermal Energy Facility Using Real Option Approach (실물옵션법을 이용한 산림 바이오매스 열공급 시설의 투자 분석)

  • The energy use of forest biomass is crucial to deal with climate change and achieve the carbon-neutral goal. This study aims to analyze the economic feasibility of forest biomass thermal energy facilities and calculate the optimal subsidy level of heat supply to ensure continued operation of the facilities. To achieve this aim, the net present value approach (NPV) and call option price model are adopted considering wood chip price volatilities. The Forest Energy Self-Sufficient Village Project financed by Korea Forest Service is considered as the research case study. In our analysis, when 50% of the initial investment is given to the subsidies and RECs are applied to only power generation, NPV and IRR are both negative and the investment value using the real option model is also zero. We concluded that some heat subsidies should be acknowledged to keep the facilities operating. Besides, the simulation results reveal reliable economic values when the heating subsidy is priced at KRW 0.0248 per kcal.

  • The purpose of this study is to develop and demonstrate a framework for evaluating the maturity of big data for effective data strategy establishment and efficient investment of companies. By supplementing the shortcomings of the evaluation developed so far, a framework was developed to evaluate the maturity of a company's big data in an integrated process. As a result, four evaluation areas of 'Vision and Strategy', 'Management', 'Analysis' and 'Utilization', assessment items for each area, detailed content, and criteria for each stage were derived. This was verified through a survey of entrepreneurs, and the maturity level of big data of domestic companies was confirmed. As a future research direction, it is proposed to develop detailed assessment factors according to the characteristics of each industry, to develop a data utilization framework according to the assessment results, and to improve validity and reliability through adjustment of verification targets.

Long-run Relationship between R&D Expenditures and Economic Growth (공적분 관계를 고려한 연구개발과 경제성장의 상호관계 연구)

  • We empirically examine the validity of second generation endogenous growth theory suing 21 OECD countries' panel data(1981~2011). Due to non-stationarity in all variables, we test the cointegrated relationships strongly supporting the semi-endogenous growth model. In the estimation of total factor productivity growth function, the growth of domestic and foreign R&D investment levels statistically significantly affect total factor productivity growth. R&D intensity, however, has significant impacts on the total factor productivity growth only in a few models, and international technology gap also has positive impacts on GDP growth. Thus the semi-endogenous growth model is relatively supported while fully endogenous growth model is weakly and occasionally supported in OECD countries. The policy implication of supporting the semi-endogenous growth model is that the sustaining growth requires increasing R&D expenditures.

Venture Capital Investment and the Performance of Newly Listed Firms on KOSDAQ (벤처캐피탈 투자에 따른 코스닥 상장기업의 상장실적 및 경영성과 분석)

  • This study analyzes newly listed companies on KOSDAQ from 2011 to 2020 for both firms having experience in attracting venture investment before listing (VI) and those without having experience in attracting venture investment (NVI) by examining differences between two groups (VI and NVI) with respect to both the level of listing performance and that of firm performance (growth) after the listing. This paper conducts descriptive statistics, mean difference, and multiple regression analysis. Independent variables for regression models include VC investment, firm age at the time of listing, firm type, firm location, firm size, the age of VC, the level of expertise of VC, and the level of fitness of VC with investment company. Throughout this paper, results suggest that listing performance and post-listed growth are better for VI than NVI. VC investment shows a negative effect on the listing period and a positive effect on the sales growth rate. Also, the amount of VC investment has negative effects on the listing period and positive effects on the market capitalization at the time of IPO and on sales growth among growth indicators. Our evidence also implies a significantly positive effect on growth after listing for firms which belong to R&D specialized industries. In addition, it is statistically significant for several years that the firm age has a positive effect on the market capitalization growth rate. This shows that market seems to put the utmost importance on a long-term stability of management capability. Finally, among the VC characteristics such as the age of VC, the level of expertise of VC, and the level of fitness of VC with investment company, we point out that a higher market capitalization tends to be observed at the time of IPO when the level of expertise of anchor VC is high. Our paper differs from prior research in that we reexamine the venture ecosystem under the outbreak of coronavirus disease 2019 which stimulates the degradation of the business environment. In addition, we introduce more effective variables such as VC investment amount when examining the effect of firm type. It enables us to indirectly evaluate the validity of technology exception policy. Although our findings suggest that related policies such as the technology special listing system or the injection of funds into the venture ecosystem are still helpful, those related systems should be updated in a more timely fashion in order to support growth power of firms due to the rapid technological development. Furthermore, industry specialization is essential to achieve regional development, and the growth of the recovery market is also urgent.

A Study on Meta Analysis of Preliminary Feasibility for Government R&D Programs to Improve Planning Project of the Government Funded Research Institutes (정부출연연구기관 주요사업 연구기획 강화를 위한 예비타당성조사 사업 메타분석연구)

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

Analysis of Effectiveness on Improving Hazardous Roads (위험도로 개선사업에 따른 효과 분석에 관한 연구)

  • 교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

  • The BTL project, 4 years since its operation, has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the pribrity to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group. composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following: LCC analysis and disbursement for government including two more detailed factors.

  • Recently, in an attempt to overcome the defects of quiescent power shutdown system, smart quiescent power control system has been developed. However, due to its higher investment costs, feasibility evaluation must be conducted. While LCCA (Life Cycle Cost Analysis) model is useful to estimate net savings of alternatives that differ with respect to initial costs and operating costs, the environmental burdens are not considered. On the contrary, LCA (Life Cycle Assessment) model is suitable to assess environmental impacts associated with the stages of a product's life but it does not consider costs. In this study, a comprehensive analysis on the economic and environmental impacts of smart quiescent power control system is conducted by using LCCA and LCA model. In addition, sensitivity analysis is carried out to quantify accuracy of estimates.

Differences in Nutrient Intakes Analysed by Using Food Frequency and Recall Method (빈도법과 회상법에 의한 영양소 섭취 평가의 차이)

  • Nutrient intake data collected by both dietary methods of the 24 hour recall method and the food frequency method from 538 middle school students were analysed to investigate any measurement errors occuring while using these methods. Measurement errors were observed both in terms of differences of average intake and consistancy from the two sources of data used. Wilcoxon signed ranks test was used to test the differences between the two average intakes and Speraman's rank order correlation coefficient was used to test consistancy. As a result, average intake value estimated from the food frequency method tended to be higher than that from the 24 hour recall method. The degree of overestimation varies from one nutrient to another. For instance, carotene showed not only the most significant differences in average intake but also showed the most incoisistancies between the two sets of data. This may imply the validity of nutrient intake as derived from different dietary survey methods varied from one nutrient to another, therefore the selection of dietary survey methods has to be made more cautiously in the case of certainnutrients.

  • Recently, a logistics between south and north Korea is rising rapidly by increasing of economical exchange between two Korea and growth of Gaeseoung Industrial Complex. Considering this trend of economic cooperation between two Korea, in addition to a land transportation route it is necessary to secure various logistics and transportation route. A barge transport system which has merits such as a little initial investment and convenience of harbor loading/unloading has been also used to transport freight widely in the EU and USA. In this paper, firstly, a social and economical feasibility study is performed about a shipping route which is using barge transportation system between Incheon and Gaesung. And also we propose several candidate shipping route and investigate a technical feasibility on a realistic possibility of shipping service by some investigation activities. Finally, the optimized shipping route and barge transportation system are proposed in this paper.
