A Study on the Science and Technology Level in Korea (우리나라의 과학기술수준조사에 관한 연구)

  • This study is to acquire a thorough understanding of the S&T level of Korea to serve as an important basis for the government policy-making, and to make basic information available to effectively promote the National R&D Program by survey of the overall S&T level in Korea S&T level survey is a comparison to the highest levels in the world to the third 3digit of the technology tree table. And, survey of technological gaps by year, during which Korea is able to reach the current level of the advanced countries. The findings of the surveys should be applied to strategic technology Planning for solving or narrowing the technology gap, e the major criteria for resources allocation in National R&D programs. And, the findings of the surveys should be the fundamental information used to establish strategic S&T policy in government.

Effects of the Innovative Company Certification System on Technological Innovation Activities and Performance of SMEs (혁신형 기업 인증 제도가 중소기업의 기술적 혁신 활동과 성과에 미치는 영향)

  • In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

  • In modern society, citizens' quality of life aspects of safety and crime prevention activities are actively considering the incidence of crime prevention in advance. It also can be quite important elicit the interest of who community members through effective crime prevention strategies. For crime prevention policies and techniques over time as more scientific and advanced methods are made. Today, A typical crime prevention strategies is private security zones and Crime Prevention Through Environmental Design (CPTED) is a corresponding to the new strategy. CPTED is a diversification can be called a crime prevention approach that emphasizes the principle of natural surveillance, access control, territoriality, activity support, maintenance and management. The defensible space of the space area related to crime prevention setting the activities of private security and CPTED determine. Also, the reality of crime prevention and protection should be considered space. The emphasis on proactive prevention of crime in modern society for the prevention of crime how to approach differing perspectives and disparate aspects of private security and CPTED. Technical and professional areas that overlap to some extent in a homogeneous aspect. Ultimately, CPTED is a crime prevention through space and environmental approach for crime. In addition, Ultimate goal of convergence, crime prevention, with the same or higher is required to study for the area after looking for the characteristics and limitations of private security and CPTED.

  • Since 1945, the periodical reforestation projects considered as the fundamental apparatus of the forest policy of the Government have been continuously carried out during last 40 years in Korea. As a result, some of the forests are ready to be harvested, especially in well-managed plantations as well as in the natural forests. This requires to pay more attention to harvesting the timber rather than planting trees. At the present, such timber harvesting operations such as cutting, felling, bucking, and skidding and yarding, particularly yarding operations in mountain areas with harsh terrains are in the most cases depend upon man power. However, the yarding operations should be more mechanized in the near future in Korea mainly because of the high cost of labour couppled with the lack of labour in forested areas. The Forest Work Training Center attached to the Forest Administration imported and tested the smallsized cable crane(K-300) with movable tower. The result of economic analysis of the yarding operation expenditures shows that the cable crane yarding costs more than the man yarding at the present time. As the labour cost will gradually increase and the efficiency of machine operation will improve, the results of the study indicates that the yarding operation by cable crane will be more cost-effective in the future.

  • 본 연구에서는 기존의 대중교통 통행배정모형이 고려하지 않거나 미흡하게 반영하였던 차량과 노선의 용량제약을 고려한 모형의 구축을 시도하였다. 일반적으로 대중교통 통행배정에서 수요와 공급의 관계는 수요가 증가하는 것과 무관하다고 받아들여지고 있으나 용량 초과는 통행자들의 경로선택 및 수단선택에 영향을 끼친다고 볼 수 있다. 이러한 용량초과에 의한 혼잡을 반영하기 위해 용량제약식을 포함한 모형을 개발하고 실용운행회수라는 개념을 도입하였다. 또한 기존에 제시된 용량제약을 고려한 모형들이 실제적인 현상을 정확히 모사하는 데에는 한계가 있을 뿐 만 아니라 현실과 다소 거리가 있는 가정이 내재되어 있는 반면 본 연구에서는 가능한 한 최대로 현실 여건을 반영하는 모형을 정립하였다. 본 연구에서 제시한 모형은 동일한 기종점 사이를 운행하는 경쟁노선이 많은 대도시에서 통근·통학을 위한 통행자들이 많은 오전, 오후 첨두시 대중교통 수요를 분석하여 대중교통의 운행관리체계 개선 및 투자계획, 서비스 개선을 위한 수요예측을 하는데 유용하게 사용할 수 있을 것으로 사료된다. 그리고 기존의 대중교통 통행배정의 결과가 현재나 장래의 잠재적인 수요(demand)를 예측하는 방법인데 반하여 본 연구에서 정립된 모형은 주어진 네트워크에서 실제로 통행하고 있는 수요(flow)를 예측함으로써 교통 계획가나 대중교통 운영자의 계획 및 운영정책수립에 합리적인 도움을 줄 수 있다. 또한 현재의 대중교통 시스템 하에서의 통행배정 뿐만 아니라 다른 형태의 용량과 운행특성을 가진 교통 수단이나 노선이 도입되었을 때 공급이 제한적인 경우의 수요 예측에 적합한 모형을 개발하였다.에 대한 규제가 초국가적 차원으로 발전되는 계기를 제공하고 있다. 향후, 담배규제협약안의 세부사안들에 대한 합의과정에서 각 국별로 상당한 이견과 반발이 예상되고 있지만, 협약안의 전체 회원국 투표에서 승인될 경우 각 국가들뿐만 아니라 담배산업과 담배기업들에게 미치는 파급효과가 매우 클 것으로 예상된다. 대부분의 국제협약들이 그러하듯이, 담배규제협약도 그 적용 범위와 수준이 어느 정도로 결정되는지에 따라 각 국가와 기업별 이해관계가 크게 달라지게 되기 때문에 신중한 대응전략이 요구된다고 하겠다.의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군

  • This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

China's Economic Slow-down and the Middle-Income Trap Controversy (중국의 저성장과 '중진국함정론'에 근거한 위기요인 분석)

  • This paper first extracts the main basis for the Middle-Income Trap(MIT) to apply these grounds to reality of the Chinese economy. And then confirmed crisis factors of China economy. Also discussed then the economic reforms of China in order to not fall into the MIT. After reviewing previous research extracted six factors the results will correspond to comply with the Chinese economy. Those are 'Over-investment', 'excess capacity' 'reduction of TFP continued,' 'disappearance and the aging of the population bonus', 'excessive debt and structural adjustment and financial instability of the company', 'income unequal expansion', 'low financial and information infrastructure accessibility', and 'low transparency index'. China's policy direction to avoid the MIT generally set properly, but proof that implementation process not easy, was appearing everywhere. After all, China economy should be modified now to a reforms of 'government failure' and promotion of function for ongoing restructuring system in the market. Because of the SDR incorporation from 2015, it is inevitable to face major constraints in the external aspects.

The Comparative Study on the Efficiency of Kunsan Port (군산항만의 효율성 비교연구)

  • By using data envelopment analysis(DEA) this research measures the efficiency of Korea's seven middle-sized seaports and their Malmquist productivity from 1998 to 2007. Under the assumption of CRS(constant returns to scale) and VRS(variable returns to scale), seaports' ranking of efficiency are measured. Kunsan Port is confirmed as a middle-performed port in the various measurements. Important finding facts are as follows. 1)Kunsan Port has the efficiency level from 53% to 57% of efficient ports' level under the assumption of CRS and VRS. 2)In terms of average efficiency level, the gap among these 7 seports' efficiency levels has been widened during the period from 1998 to 2007. 3)Kunsan Port has shown the characteristics of DRS more frequently in terms of returns to scale. 4) Kunsan Port's average total factor productivity has been lower at the rate of 0.7% during the period from 1998 to 2007. 5)Kunsan Port has shown technical progress at the rate of 3.1% in this period. In future research the more and better data will be expected to improve the understanding of Korean seaports' efficiency characteristics.

  • Constructing the Metropolitan Railway Express (the GTX) may have an impact on consumer confidence and housing sales price located near the planned route. This study looked at how consumers' psychology and housing prices change as the large-scale transport infrastructure plane was planned. Also, it looked at the relationship between consumer sentiment and housing prices to analyze the impact of new transportation facilities inflows. Using a correlation analysis, the relationship between the consumer sentiment index and the actual transaction price of apartments was identified. The impact of GTX on the consumer sentiment index and the actual transaction price of apartments was looked at using the Difference-in-Differences methodology. Our finding shows that the construction plan of a large-scale transportation infrastructure in the metropolitan area affects the sentiment of housing consumption and actual transactions. In a situation where the government is speeding up the construction of a wide-area transportation network such as GTX with the goal of becoming a city where people can commute to downtown Seoul within 30 minutes, policies that can stabilize the housing market in transportation hubs should be suggested.

  • In the twenty-first century, one of the most controversial issues concerns neoliberal policies and its results. In particular, since the mid-1980s, the United States and international financial institutions have imposed their programs on Latin American countries. The result is a deepening social inequality in Latin America that puts an emphasis on financial stability instead of social security. Consequently, social inequality is worsened and an imbalance in income distribution took place. Because of the flexibility of labor, the middle class is destroyed. For the poor person deprived of the opportunity to rise, violence is a common occurrence in daily life. Thus, in this context, Eduardo Galeano raises the necessity of a critique concerning the values that neoliberalism regards as important. Furthermore, Galeano is also wary of the "militarization of neoliberalism." This is because the neoliberal multinationals motivate a war without borders under the guise of peace. Neo-liberal policies also contribute to environmental pollution. However, environmental vandalism, which happens in partnership with large and international organizations, is not readily apparent to the public because those perpetrators wore a "green mask." Hence, Galeano assiduously endeavors to undercover the false consciousness hiding behind the green mask. Thus, in brief summary, Galeano represents in his works a depiction about Latin America where violence often happens in daily life.
