The time-lag effect of the policy was analyzed focusing on the financial subsidies which are the incentive for attracting the foreign direct investment for the Korean industries from 2007 to 2012. The analysis results show that Korea's policy for attracting the foreign direct investment has the time leg of 2 or 3 years after the implementation of the policy. If the goal is to attract the foreign investment or introduce the advanced industrial technologies, the tax reduction system would be better. However, if the goal is to get the short term effects such as job creation or regional development, the direct subsidy or the financial support (financing) or the lexicographic characteristics of the policy for foreign investment would be more effective for attracting the foreign investment. Accordingly, the Korea's policy for attracting the foreign direct investment should be focused on the realistic policies such as direct subsidies or financial support (financing) rather than the tax reduction system.

This study makes an attempt to understand the changes in the National R&D policy by the comparative analysis in terms of R&D policy regime. We characterize the related issues on the National R&D policy, and analyze the direction of science and technology(S&T) policy using the method of scientometrics. The result shows that the policy regime can be categorized into three groups with respect to the R&D efficiency and the keywords; Regime 1: National S&T Innovation 5-year Plan(1999-2002) and National S&T Master plan of the previous adminstration(2003-2007), Regime 2: National S&T Master Plan(2002-2006) and National S&T Master Plan of the previous administration(2003-2007), Regime 3: National S&T Master Plan of the current administration (2008-present).

The purpose of this research is to analyze the European paradigm of health investment and its implication. Conventional content analysis of WHO/EU(/EC)/European countries' policy data, and articles shows that the European paradigm of health investment is consist of the basic and extended models, twelve life-course-based health investment policies, and SROI evaluation method. The analyses and discussion points provide policy implications for making virtuous cycle of Korean sustainable healthcare system with economic development in the post Covid-19 era.

선진국입을 목전에 둔 한국경제의 발전을 위해서 지식과 기술을 기반으로 한 벤처기업의 생성과 발전은 매우 중요한 요소라 할 수 있다. 민과 관의 적절한 벤처 투자는 미래의 기업가들에게 신지식 창조의 동기를 부여하고 성장, 발전단계에 있는 기업들에게 자본을 공급함으로써 미래의 산업을 창조하는 매우 중요한 활동이다. 국내외적으로 벤처 투자자본에 대한 연구가 활발히 진행되어 왔으나 재무론을 바탕으로 한 벤처투자에 관한 연구와 다양한 벤처투자자본들의 유형과 투자행태 등을 설문지를 통해 밝혀내는 탐색적 연구들에 국한되어 연구, 발표되고 있는 실정이다. 본 연구에서는 벤처자본시장의 대표적 투자자본인 사적 창업투자회사와 정부 벤처정책투자 간의 전략적 상호작용을 가격모델을 통해 고찰하였다. Bertrand paradox의 가정에서 기술한 바와 같이 정부 벤처정책투자간 민간 창업투자회사들과 같은 투자전략을 구사하면 민간 창업투자회사들은 시장에서 살아남기 어렵고 결과적으로 정부는 벤처기업의 생성 및 발전지원이라는 목적에 부합되지 않은 투자를 한 것이 된다. Hotelling(1929)의 위치차별모델이 역설하는 바와 같이 정부 벤처정책투자는 사적 창업투자회사가 지향하는 투자와는 다른 투자정책을 구사할 때만 벤처기업 육성이라는 목표를 효율적으로 수행할 수가 있을 것이다. 이 연구 논문에서는 다양한 투자변수에 대한 Nash Equibrium이 존재함을 증명함으로써 사적 창업투자회사와 정부의 벤처정책투자가 벤처기업의 육성이라는 목적에 맞는 효율적 투자를 하기 위해 취해야 할 투자 전략들을 밝혀내었다.가 있는 것 같다. 따라서 본 연구에서는 웹기반 쇼핑시스템의 확산에 관련된 균형된 분석을 수행하기 위하여 경영(management)과 기술 (technology)을 조화롭게 고려한 관점에서 연구를 수행하고자 한다. 즉, 본 논문에서는 기술적 측면(technical aspect)과 경영적 측면(management aspect)을 동시에 고려하여 웹기반 쇼핑시스템의 주요만 특성을 살펴보고, 향후 정보통신 기술(ICT)의 확산에 관한 연구에서 두 가지 관점의 통합적 중요성에 대하여 강조하고자 한다. 그에 덧붙여 웹기반 쇼핑시스템과 다른 정보시스템을 비교하여 전자상거래 환경에서 웹기반 쇼핑시스템의 주요만 특성들이 두가지 연구관점에서 어떻게 개념화 될 수 있는지를 고찰하고자 한다. 이러만 분석에 기반하여 본 연구에서는 기술적 측면과 경영적인 측면을 동시에 고려한 웹기반 쇼핑시스템의 특성을 제시하고자 한다. 결론적으로 본 연구의 목적은 본 논문에서 적용한 기술(technical)과 경영(management)의 조화로운 연구관점이 향후 정보통신 기술이나 시스템, 그리고 전자상거래에 관련된 일련의 연구에 적응되어 보다 균형잡힌 논의와 분석이 이루어 질 수 있는 시발점이 되길 기대한다.생된 $CH_{4}$를 회수하여 이용하면 대체에너지원으로 활용 가치가 높은 것으로 판단된다./207), $99.2\%$(238/240), $98.5\%$(133/135) 및 $100\%$ (313)였다. 각각 두 개의 요골동맥과 우내흉동맥에서 부

본 고는 벤처기업 활성화 측면에서 중요성이 부각되고 있는 국내 엔젤투자가의 현황 및 투자성향에 대한 실태조사결과를 분석한 것이다. 실태조사는 국내 엔젤클럽 중 가장 규모가 큰 서울엔젤클럽에 가입해 있는 엔젤투자가를 대상으로 하였다. 주요 분석내용은 엔젤투자가의 인적사항, 전문성, 투자성향 및 위험선호도, 투자방법, 애로요인 및 정책적 제안사항 등이었다. 결론에서는 엔젤투자 활성화를 위해 정부가 고려해야 할 기본적 정책방안을 제시하였다.

This study evaluates the extent to which the government's financial support policy, the Audio-visual investment fund, contributed to raising capital for Korean films. Audio-visual investment fund in the Korean film industry, which has been formed through the public sector support since 1999. The Audio-visual investment fund is a leading financial support policy for the Korean film industry, and began with the investment of the Small and Medium Business Administration and the Korean Film Council. It has become an important source of Korean film production costs and has spread to other cultural industry sectors, as a way of capital procurement for a start-up companies and cultural projects. This study reconstruct the data of the organizations such as the size of a new investment fund by public sector, the ratio of public capital contribution, the amount and number of investment in Korean films, investment multiplier compared to equity investment, and the internal return rate(IRR) of liquidation funds in the Korean film capital market from 1999 to 2017. The purpose of this project was to provide the basis for assessing the achievements of the Audio-visual investment fund policy in contributing to the growth of the film industry.

국가정보화추진에 있어서 정보화 투자관리의 중요성이 증대되고 있다. 과거 정보화 패러다임인 촉진과 진흥 일변도의 정책기조가 바뀌고 있는 것이다. 이에 따라 정책 환경변화에 의한 신규투자 필요성과 기술발전에 따른 효율적인 관리가 요구되고 있다. 하지만 '10년 국가정보화 예산구조에서처럼 66%에 달하는 고정비용은 미래 정보화 발전에 걸림돌이 되고 있는 상황이다. 이런 현실에도 불구하고 국가정보화 투자 관리에 필요한 제대로 된 현황자료나 체계화를 위한 정보는 물론 대안과 전략도 부족한 형편이다. 본 연구에서는 이러한 상황을 고려해 장기적인 관점에서 정보화 투자관리 체계를 분류하고 투자방향을 설정할 수 있는 기본적인 고려사항과 접근방안을 제안하고자 한다. 연구범위 및 방법은 정보화 투자분류와 중장기 투자방향설정을 위해 현황 등의 자료를 기초로 탐색적인 접근을 하고자 한다. 연구절차는 공공부문 정보화 투자관리에 대한 개관을 하고 현황분석을 통해 향후 방안에 대해 시사점을 제시한다. 이 결과는 정보화 예산을 보다 효과적으로 활용하기 위한 정책적인 아이디어 제공과 국가정보화의 체계화를 도모하고 정책목표를 성공적으로 달성하기 위한 공공 거버넌스 체계 개편에도 필요한 참조자료로 활용될 수 있기를 기대한다.

국내 설비투자 증가율은 90년도 이후 GDP 증가율 하락과 함께 감소하였으며 GDP대비 제조업분야의 설비투자비율 역시 감소하는 등 투자가 활기를 띄지 못하고 있으며 국가의 미래 성장잠재력 강화의 걸림돌로 작용하고 있다. 본 연구는 시뮬레이션을 이용하여 설비투자로 인한 정량적 기대효과 분석을 수행하고 설비 투자 촉진 정책의 당위성과 파급효과를 살펴봄으로써 정책적 시사점을 도출하고자 하였다. 분석 결과 설비투자가 성장, 고용, 세수에서 주목할만한 긍정적인 효과를 주고 있음을 알 수 있다.

Foreign Direct Investment(FDI) has played a vital role in the economic growth of Pakistan. The objective of this paper is to review the literature on the Pakistan's FDI law and explore possibilities for research. We focus on the Foreign Private Investment (Promotion and Protection) Act 1976, Furtherance and Protection of Economic Reforms Act 1992, and Foreign Currency Accounts (Protection) Ordinance 2001. Major concern seems to be frequent change in policies, lack of follow up for effective implementation of the good decisions above all the law.
