미국 독점금지법 집행의 최근 동향을 살펴볼 때, 우리에게 주는 시사점으로 다음의 세 가지를 들 수 있다. 첫째, 공정거래위원회의 경제분석역량의 강화가 시급하다. 경제분석도구를 개발하고 이를 실제사건에 적용하기 위해서는 장기적인 관점에서 보다 과감한 투자가 요구된다고 여겨지며, 단기적으로는 민간의 전문가를 활용하는 방안도 적극적으로 고려할 필요가 있다 할 것이다. 둘째, 합병사건의 증가에 대비할 필요가 있다. 즉, 심사대상 기업의 부담을 최소화하는 보다 효율적인 사건처리절차의 마련과 조직의 보강을 시급히 검토할 필요가 있지 않을까 한다. 셋째, 매우 조심스럽게 법무부와의 공조를 검토할 필요가 있다. 특히 카르텔 등에 대한 국제적 수사 공조에 공정거래위원회와 법무부가 함께 참여한다면 더욱 바람직하지 않을까 생각된다.

초고속국가정보통신망은 초고속정보통신기반구축 종합 추진 계획하에 정부가 최근 많은 관심과 투자를 통하여 이루려고 하는 정보화 하부구조 구축이다. 2010년까지 3단계에 걸쳐 공공부문에서 시범 추진되는 초고속국가정보통신망은 미래의 정보시대에 대비하여 전국적으로 정보 유통 흐름을 지원하는 정보고속도로를 구축하고 이를 통한 각종 지원 서비스를 제공하도록 하는 것이다. 이러한 정보고속도로의 선도적인 구축은 국가의 정보화 산업을 세계화로 유도하며, 기술개발 능력을 향상시킴과 동시에 산업의 경쟁력을 높이기 위한 것이다. 본 고에서는 초고속국가정보통신망 구축 원년을 마무리하여 그간의 추진 경과와 계획을 소개한다. 또한 '95년 시범이용기관 비롯 '96년 이용기관 가입 및 전환 확산을 위하여 각종 이용 환경 및 절차 등을 설명하고자 한다.

This paper is a study of TPS Migration to a multi-purpose ATS which is used for functional testing of Avionics parts. The dedicated ATS used for the performance test of avionics parts has a lot of difficulties in domestic MRO companies that carry out maintenance of high-level avionics ranging from tens of thousands won to several hundreds of billions won. For this reason, in this paper, I have studied the procedure of TPS migration to use the wire-harness in generators used in A aircraft, which is a maintenance product using a dedicated ATS, as a general-purpose ATS. Through the proposed study, We confirmed the 100% performance verification after the TPS migration from the proprietary to the general purpose. It is possible to expand infinitely through the standardization of the procedure.

The purpose of this research is to analyze the ETF market, which has a large increase in the number of listed shares and the market capitalization, and to identify the investment effects of ETFs. The study procedure and method used to calculate the return and change trend of ETFs for the sample of the transaction information, the transaction amount, and the market capitalization for the period from 2010 to 2018, and performed correlation and regression analysis. As a result, the ETF's total return was 2.11%, the domestic underwriting market ETF yield was 2.39%, and the stock ETF yield was 2.59%, which was lower than the KOSPI 200 index and the KOSPI 200 index. Index ETF was 2.63%, followed by stock ETF and oversea underwriting market ETF. The problem with ETF investment is that the annual return of ETFs and domestic ETFs is as low as 2%, which is not enough for investors to expect more than 5%. The study contributes to the realization of the ETF by analyzing the actual effect of the investment and to establishing considerations when buying ETFs from the viewpoint of investors. The direction of the research is to accumulate more ETF data and present the investment direction precisely.

Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.

Recently the construction of bridges crossing navigable waterways is being promoted aiming at expanding social infrastructure and optimizing the overland routes through private investment. The construction, however, tends to focus on more the commercial requirements than the marine safety and efficient port management that it has a big risk not only to fail in ensuring the safety of ship traffic, but also to muse some severe conflicts between the parties concerned. These problems result from the lacking of standards about the design guidelines and discussing process considering the marine traffic safety when designing bridges. This research attempts to show the problems mused by bridge construction and suggest the standard discussing process through the survey and process analysis on Kwangyang Bridge and Incheon Bridge.

Korea's overseas construction awards reached US $750 bn for more than 50 years since it first entered the market in 1966. In particular, the company won US $540 bn over 10 years from 2007, achieving 72% of the total contracts. However, in recent two years, awarded amounts have decreased by 40% each year. The most significant decline is due to the impact of international oil prices, which have plummeted since end of 2014, as oil-producing nations, which are Korea's major target countries, are struggling to cancel or postpone infrastructure orders. In order to lessen the impact of raw material price fluctuations, the recent trend is that even countries with relatively loose government financing conditions are rapidly changing their ordering methods to investment development forms such as PPP. The Korean government and companies have been already preparing for this for several years, but they are still not doing so well. The main reason is the lack of understanding about the investment development type project, especially financing methods and the aggravated fear of exposing it to various risks due to the characteristics of the development project, which takes a long time to collect the investment. In this paper, I propose a more systematic solution to financial process and risk management, which is recognized as a obstructive factor for Korean companies, in line with the recent government-led establishment of overseas infrastructure development support organizations. I would like to serve as a investment guide.

Feasibility study on large scale projects like an investment on infrastructure development is very important because it provides fundamental data which determine the total investment size and duration. However, previous feasibility studies have a few problems of ambiguous estimation standards, unsystematical estimation methods, and so on. Accordingly, this study intends to regulate tile problems on economic feasibility as well as financial feasibility study which have been considered more critical in recent time, subsequently presents a reform measure. Also, this study identifies predictable risks during the feasibility study, presents a scheme which lets investor and owner control the risk themselves through a process which uses theoretical and political management plans.

In this days, information resources are very important in the organization. So, firms and public department eager to management and use the information resources. Our country is surveyed on Information Resource status from 1997 in the public sector. Information Resource survey contributed to check the status. But, the survey has some weakness. thus we have to redesign the Information Resource survey. In this paper, we analyzed the IRM researches, checked the IR survey's weakness, and studied the improvement methods.

Defense R&D investment is expanding. This shows that major countries are preparing for future warfare by securing high-tech technologies and developing new concept weapons systems. In particular, it is expected to accelerate the development of the technology of the 4th Industrial Revolution in the future, and Korea needs its own ability to develop advanced weapons and medium- and long-term investment strategies to prepare for future warfare. The defense science and technology strategy will be established every five years. The strategy-dependent R&D drive has limitations in replacing the rapidly changing security environment and changes in science and technology. This study proposes an investment efficiency process to proactive incorporate information into R&D strategies with a focus on implementing policies and changing security threats, while maintaining continuity in which strategic and focused areas are linked to core technology development. The process can quickly reflect the needs of technological change, the security environment and defense policy. The process can be used to efficiently allocate defense R&D budgets and establish strategic investment directions.
