해양에 투기된 폐기물의 시공간적인 분포와 변화과정은 해양 물리학적 확산과 이 동, 생물학적 흡수 및 변환과정, 화학적 반응 및 상태변화등 여러 과정이 복합적으로 작용하여 일여난다. 이러한 폐기물의 해양투기가 해양생태계 및 환경보전에 미치는 여 러 가지 영향은 이에 대한 규제 및 적절한 운용을 통하여 원활한 해양생태 및 환경을 유지할 수 있도록 최소화되어야 한다. 해양투기의 최적화를 위하여서는 첫째, 생태학 적 배제원칙(biological exclusion)이 최우선적으로 고려되어야 하고 둘째, 생태계 및 수산자원 보존을 위하여 원활한 해수교환 및 물질확산이 극대화된 투기장소의 입지 선 정(hydrographic option)이 매우 중요하다. 둘째 로는 적법한 투기행위 및 적절한 투 기장 운용을 위한 감독 및 감시체제의 확립이 필요하다. 현재 우리 나라의 해양 폐기 물 투기는 초기의 단계에 있으나 최근 점차 요구되는 인접 해양국가 간의는 지역환경 협의체 구성 및 국가간 환경 부담 비용을 고려할 때 공해상의 해양투기는 더 이상 국 내적 문제가 아니므로 보다 신중한 해양투기 활동 및 타당성의 국토가 필요하다. 황해 에 위치한 투기장의 경우 현재까지의 관련자료를 검토할 때 적정 투기 규모 및 투기장 입지 선정, 그리고 불법 폐기물 투기가능성의 미비점에 대한 보완책이 필요한 것으로 사료된다.

To investigate impacts of waste disposal on the marine environment for 9 years since dumping activity commenced in the Yellow Sea, chemical analysis of seawater has been done in and around the ocean dumping site. Results show that biogeochemical changes have occurred locally in the dumping area compared with the reference area, resulting in low dissolved oxygen saturation, low pH, and high accumulation of nutrients in the bottom layer. According to cluster analysis, chemical environment of the study area can be largely divided into surface layer and bottom layer, and again the bottom layer can be divided into that of dumping area where nutrients are accumulated and that of reference area. Low pH, low dissolved oxygen, high COD and accumulation of nutrients mainly characterize the dumping area. Average concentration of total inorganic nitrogen in the bottom layer below the thermocline has increased from $3.7{\mu}M$ to $9.5{\mu}M$, 250% accumulation in the dumping area since 1988. Therefore, the present results clearly show that the dumping site of Yellow Sea has received excessive sewage input beyond the environmental assimilatory capacity during the last decade. It may result in serious aggravation of seawater quality and basic ecosystem, and devastation of overall fishing grounds of Yellow Sea in the near future.

과거 해양이 무한한 정화능력을 가진 장소로 오판하여 산업사회 이후로 육상의 폐기물을 해양에 투기하였으나, 현재에는 모두 그 그러한 행위가 우리의 해양환경을 위협하는 오염원이라는 것에 대해서 아무도 이의를 제기하지 않는다. 국제적으로 해양투기를 금지하고, 또 필리핀, 일본, 우리나라를 제외하고는 공식적으로 모든 나라가 해양투기를 금지하고 있다. 일본은 2007년부터 전면금지, 필리핀은 개발도상국임을 고려할 때 우리나라의 해양투기는 심각하게 고려해야할 문제인 것이다. 다행히 국가와 국민 모두가 해양투기의 심각성을 알고 이에 대처하기 위하여 제도적, 사회적, 문화적으로 다각도로 노력하고 있는 것은 알고 있지만, 이 문제는 국가가 주도적으로 나서서 해결해 나가야 하는 것인 만큼 지금보다 더 적극적인 자세로 규제하고, 관련한 문제들을 해결하기 위하여 노력해야 한다.

도시에서의 쓰레기 무단투기는 주민들의 삶의 질에 직접적인 영향을 미치는 중요한 사회 문제이다. 환경 및 공기 오염이 큰 문제로 나타나며, 시민들은 시각 및 후각적 불편을 겪는다. 무분별한 쓰레기 투기는 해충의 서식지가 되어 다양한 질병의 유발 가능성을 증가시키며, 정상적인 분리수거 시스템을 방해하고 환경을 더욱 악화시킨다. 따라서 무단투기 쓰레기는 사회, 환경, 건강 측면에서 다양한 불편함을 초래한다. 이 연구는 서울시 자치구를 대상으로 쓰레기통의 개수, 무단투기 건수, 거주 인구수, 무단투기 감시 CCTV 개수, 전체 CCTV 개수, 주택 수 등의 다양한 변수 간의 상관관계를 분석하여, 도시 환경에서의 쓰레기 처리와 무단투기 감소에 대한 개선방안을 도출하고자 한다.

To understand the effects of ocean-dumping of organic wastes on bacteria, bacterial abundance and production, and hydrolytic activities of aminopeptidase (AMPase) and ${\beta}$-glucosidase (${\beta}$-GLCase) were measured 5 times in the euphotic zone of the dumping and non-dumping areas of the East Sea from April 1996 to September 1997. Comparing the depth-integrated values of phytoplankton biomass and bacterial parameters over the euphotic zone of dumping area with those of non-dumping area, we found that activities of ${\beta}$-GLCase in the oceanic dumping area were always higher than those in the oceanic non-dumping area. Also, thymidine-based bacterial production always correlated significantly with leucine-based bacterial production in dumping area (balanced growth), but not in non-dumping area (unbalanced growth). These results seem to be bacterial responses to continuous dumping of organic matter into the dumping area. Further, a relationship between bacterial abundance and production was significant in dumping area, but insignificant in non-dumping area, indicating that control mechanisms of bacterial abundance were different in two areas. Relationships between other bacterial parameters varied with areas and seasons, suggesting that bacteria might be regulated by different factors in spring and summer. Further studies are required to test whether these seasonal variabilities of regulating factor are associated with changes in temperature, temperature-related phenomena, or characteristics of wastes.

부산, 대구, 광주광역시 대부분 지역과 경남 양산이 투기과열지구에서 해제된다. 2002년 투기과열지구가 도입된 이후 투기과열지구 해제는 이번이 처음이다. 하지만 지방의 주택시장 침체 문제를 해결하기 위한 근본적인 처방이 필요하다는 지적이 많다.

In the Book 1 starting with the narrative, metaphor, prediction, implication and paradox shows the relationship and its significance of Lee Hye-ran and Ho Hong-mae. Especially, these techniques show the key and topic of this work of 'jealousy' and its conflicting 'unjealousy' being materialized and its background are being provided, and they play narrative roles of showing in advance the numerous incidents that occur within the relationship between the main characters. Especially, jealousy and unjealousy are shown through the two main female characters: the unjealousy is connected to with Lee Hye-ran to show the extreme womanhood to lead the narrative. Meanwhile, the jealousy that occurs from the affection and obsession towards one person, it disables Ho Hong-mae from having rational judgment, and maleficence from the jealousy cannot be stopped. Eventually, in the process of finishing the narrative, the jealousy is regarded as the issue of the family, and the cause of the jealousy is emphasized the man not being faithful to the family. Therefore, the solutions to the issues occurred from the jealousy are shown explicitly that it is in the proper management of the family by the man. Therefore, the narrative of is progressed while jealousy and unjealousy conflict, and in the process of repenting the character that shows the perfect womanhood realized in the fiction world and the most radical jealousy through such womanhood, this novel can be regarded as showing the ethical lesson.

An experimental study on step up filling method is carried out to reinforce the Yano method which is widely used to estimate volume ratio and self-weight consolidation settlement in reclamation area. This method considers actual reclamation construction in which dredged clay is continuously filled and rising of deposit height is presented as a result of volume decrease by height rising and self-weight consolidation. It measured the relationship between filling velocity and deposit rising velocity; calculated the total filling height which is needed to achieve the planned final deposit height, and its solid height and the time which is taken to finish the planned final deposit height; and on the basis of these calculated parameters, predicted the self-weight consolidation and volume change ratio in reclamation construction. Yano method is also used to predict the same conditions. 29.8% in self-weight consolidation, 31.1% in volume ratio, 40% in void ratio and water content is underestimated in Yano method compared to step up filling method.

우리나라의 무단 투기된 쓰레기양은 2019년 2월 기준 33만 톤이며 이를 단속하기 위해 상용화된 쓰레기 무단투기 단속 시스템은 센서를 이용하여 시스템 주변에 사람이 지나가면 영상을 촬영하기 때문에 쓰레기 무단투기자 뿐 아니라 해당 시스템 주변을 지나는 모든 사람을 촬영하기 때문에 불법 쓰레기를 배출하는지 해당 영상을 사람이 일일이 다시 분석해야한다. 본 논문에서는 쓰레기 투기 행위 이미지를 바탕으로 학습시킨 딥러닝 실시간 객체인식 알고리즘인 YOLO-v4를 활용하여 실시간으로 쓰레기 무단투기를 단속하는 시스템을 제시한다.

지방 투기과열지구 해제 여부가 정부와 정치권 간에 새로운 쟁점으로 떠오르고 있다. 건교부는 부동산 시장이 안정되기 전에는 해제를 검토하지 않을 방침이지만 투기과열지구 지정, 해제 기준을 수도권과 비수도권에 대해 각각 다르게 적용토록 하는 주택법 개정안 또한 검토되고 있다. 투기 지역 지정 제도의 현황과 문제점, 개선 방안에 대해 알아본다.
