Studies on the Improvement and Analysis of Data Entry Error to the AIS System for the Traffic Ships in the Korean Coastal Area (우리나라 연안해역을 통항하는 선박에 대한 AIS 데이터 입력 오류의 분석 및 개선 방안 연구)

  • The purpose of this study is to survey input data error of ship automatic identification system (AIS) and suggest its improvement. The effects of AIS were observed. Input data error of AIS was investigated by dividing it into dynamic data, static data by targeting actual ships and its improvement method was suggested. The findings are as follows. Looking into accidents before and after AIS is enforced to install on the ship, total collision were decreased after AIS installed. Static data error of AIS took place mainly in the case that ship name, call sign, MMSI, IMO number, ship type, location of antenna (ship length and width) were wrongly input or those data were not input initially. Dynamic data error of AIS was represented by input error of ship's heading. As errors of voyage related data take place as well, confusion is made in sailing or ship condition. Counter measures against the above are as follows. First, reliability of AIS data information should be improved. Second, incessant concern and management should be made on the navigation officers.

  • Even though KMA(Korea Meteorological Administration) has been doing WE-FAX service in past 40 years, most of korean ship's officers use Japan/USA WE-FAX instead of KMA WE-FAX during passage in the NW Pacific. In this regards, the authors carry out the research on the improvement of KMA WE-FAX service, examining the officers's opinions to KMA WE-FAX service along with comparing Korea, Japan & USA synoptic weather charts. As a result, it is suggested that (1) Have KMA WE-FAX service known to the officers in the course of education and training, (2) Persuade ocean-going ships to participate VOS to provide more accurate weather charts. (3) Provide additional weather charts such as Wave analysis, Surface forecast and put useful weather informations on weather charts to enhance navigational safety.

  • In the present maritime traffic conditions of Mokpo harbor, there exist many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents in the last 10 years, the fishery status, operation of traffic routes and management of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

  • Daesan Harbor is developing under the Industrial Complex or Petrochemistry Development Plan making the port the main hub-port in the West coast. Because of this development. the traffic volume is expected to increase to 9,1.95 incoming vessels by 2020, an increase of 167% compared to 2008 figure. This study thoroughly analyzes and evaluates a systematic and comprehensive use of the fairway in the Daesan Harbor. It establishes a future oriented and safe marine transportation environment upon appropriate examination of the total fairways and sailing assistance facilities.

  • In the near future, autonomous ships, ships controlled by shore remote control centers, and ships operated by navigators will coexist and operate the sea together. In the advent of this situation, a method is required to evaluate the safety of the maritime traffic environment. Therefore, in this study, a plan to evaluate the safety of navigation through ship control simulation was proposed in a maritime environment, where ships directly controlled by navigators and autonomous ships coexisted, using autonomous operation technology. Own ship was designed to have autonomous operational functions by learning the MMG model based on the six-DOF motion with the PPO algorithm, an in-depth reinforcement learning technique. The target ship constructed maritime traffic modeling data based on the maritime traffic data of the sea area to be evaluated and designed autonomous operational functions to be implemented in a simulation space. A numerical model was established by collecting date on tide, wave, current, and wind from the maritime meteorological database. A maritime meteorology model was created based on this and designed to reproduce maritime meteorology on the simulator. Finally, the safety evaluation proposed a system that enabled the risk of collision through vessel traffic flow simulation in ship control simulation while maintaining the existing evaluation method.

  • UNCLOS recognizes the right of innocent passage in the ocean but grants jurisdiction and governance to the state of the flag the vessel flies. However, by granting the right to determine vessel's nationality to each country in UNCLOS and by practically consenting inconsistency with the ownership and the state of flag has made the keeping of maritime order quite difficult. Especially, acknowledging the exclusive rights of the flag state on criminal jurisdiction hinders the owner state from exercising its rights and exposes the problem of not taking into account the opinion of the affected state party. This study addresses these issues and examines international regulations on vessels and flag states, mainly UNCLOS, and provides case studies on how criminal jurisdiction is determined when accidents occur at sea. Furthermore, it takes a deeper look into the mutual assistance system in criminal matters and proposes some alternatives on how to overcome these issues.

Design and Implementation of Bigdata Platform for Vessel Traffic Service (해상교통 관제 빅데이터 체계의 설계 및 구현)

  • Vessel traffic service(VTS) centers are equipped with RADAR, AIS(Automatic Identification System), weather sensors, and VHF(Very High Frequency). VTS operators use this equipment to observe the movement of ships operating in the VTS area and provide information. The VTS data generated by these various devices is highly valuable for analyzing maritime traffic situation. However, owing to a lack of compatibility between system manufacturers or policy issues, they are often not systematically managed. Therefore, we developed the VTS Bigdata Platform that could efficiently collect, store, and manage control data collected by the VTS, and this paper describes its design and implementation. A microservice architecture was applied to secure operational stability that was one of the important issues in the development of the platform. In addition, the performance of the platform could be improved by dualizing the storage for real-time navigation information. The implemented system was tested using real maritime data to check its performance, identify additional improvements, and consider its feasibility in a real VTS environment.

  • VTS(Vessel Traffic Service) has been established in navigational waters to improve the safety and efficiency of navigation and to prevent marine accidents which could cause a large amount of damages to the marine environment and shipping industries. There have been several reports on analyzing the causes of marine accidents happened around Korean waters of jurisdiction, and those reports contributed not only to the enlargement of waters where VTS operation was needed and but also the construction of VTS system which was necessary to provide vessels navigating in the service waters with safety-related information. However, the researches for the role of VTS in marine transportation were not still enough to increase the safety of navigation and to decrease the number of accidents. In this paper, in view of the fact that VTS operation is closely connected with the accidents, we analyzed that what parts of VTS operation are involved deeply with the causes of marine accidents in Busan Port, and then proposed a method to improve its performance most effectively.

Improvement Plan for Ulsan Anchorage Based on Adequacy Evaluation Criteria (정박지 규모의 적정성 평가 기준에 의한 울산항 정박지 개선 방안)

  • The Ulsan anchorage has not secured a sufficient area than the anchorage demand, and the criteria for objective evaluation are not clearly defined. In this study, a general formula to solve the problems of the current anchorage density and occupancy concept was derived, and new adequacy evaluation criteria were proposed. The proposed criteria were applied to the Ulsan E anchorage to evaluate the suitability of the anchorage. The anchorage density and occupancy of the E1 anchorage were 129 % and 122 %, respectively, showing that both evaluation techniques exceeded 100 %, requiring anchorage expansion according to the evaluation criteria. A plan to expand the anchorage was reviewed considering the traffic pattern and the distance from the pilot boarding point. Therefore, a plan to open 35˚ on a sector at the end of the Ulsan No. 1 fairway was developed, and its suitability was verified. Base on the verification results, there was a part of the overlap between the extended area and the traffic track on the south of the E3 anchorage, but the possibility of affecting the marine traffic was minimal. In addition, it was confirmed that anchorage adequacy was achieved.
