Basic Study on Design Guideline of Traffic Separation Scheme (통항분리제도의 설계지침에 관한 기초적 연구)

  • Route Design & TSS(Traffic Separation Scheme} establishment are often used to improve the maritime traffic safety in the heavily congested traffic area. There are several domestic and international route design guidelines, but there is no guideline of TSS design As a result, TSS is usually designed based on the subjective opinions of professionals in this field. Until now, there exist a few papers dealing with the effects of TSS on the reduction of maritime accidents, however, it is hard to find a paper on the design guidelines of TSS. In this paper, TSS design guidelines are proposed based on the quantitative assessment of navigational difficulty felt by mariners, which is expected to improve navigational safety of vessels in congested area.

  • Route Design & TSS(Traffic Separation Scheme) establishment are often used to improve the marine traffic safety in the heavy waters. There are several domestic and international route design guidelines, but there is no guideline of TSS design. So, TSS is designed by specialist's subjective opinion. Until now, when TSS is designed there are a few paper about the easiness effectiveness of marine accident, but there is no paper to design TSS guideline. This paper proposes the design guideline about TSS to improve the safety of navigation vessel by the quantitative assessment in the viewpoint of mariner.

  • Marine traffic management could be defined as the implementation of managerial technical measures to improve vessel traffic safety. The managerial elements of vessel traffic management for ports and harbours or narrow channels include the total amount of traffic control, the vessel traffic separation scheme, speed restriction, traffic control by signals, the navigation information service and so forth. This research aims to quantify how much the traffic separation schemes(TSS) contribute to the alleviation effect of ship handling difficulty and to propose a design standard when the individual management measure is applied in an actual waterway. Traffic separation schemes have now been established in most of the major routes and congested waters of the world, and the number of collisions and groundings have often been dramatically reduced. In this part, the relationship between the alleviation of ship handling difficulty and the reduction of encounter figures among ships is quantitatively clarified by applying the ES model. As results of simulation analysis, it is recognized that a traffic separation system is most effective in the case of narrow width and heavy traffic volume. The centre buoy installation reduces about 1/4 of the alleviation of ship handling difficulty, TSS establishment 1/3, and design change to one-way traffic from two-way traffic reduces 1/2.

A Study on the Effect of Designated Domestic Traffic Separation Scheme(TSS) -Focused on the Marine Casualty & the Marine Traffic Flow- (국내 통항분리수역 설치 효과에 관한 연구 -해양사고 및 해상교통흐름을 중심으로-)

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

  • The fairway within the area of Yul-do and Songdo located near the Myeongnyang-sudo approaches south of Mokpo harbor is well guided by traffic separation scheme and other navigational aids. However, that part of the waterways where Yul-do is located sits at the cross-roads of marine traffic and is subjected to some potential risks in the voyage navigation: the effect of climatic phenomenon, the disregard of most ships in using the western sector of the fairway creating a congestion in the eastern sector, and lastly, the disadvantageous erect of the location and height of Yul-do island that hinders good lookout. This study investigates the environmental conditions that prevailed in the area in the span of 5-year period and the marine traffic situation taken from the data within the 72-hour period The navigational hazards and marine casualties are also be presented. The results are analyzed and are made the basis of a proposal for an improved separation of traffic. Thereafter, an evaluation is carried out by using the components of marine traffic flow simulation and ES modeling index. It is evaluated through simulation by the use of full-mission ship handling simulator.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island.   • 본 연구에서는 해상교통관제제도(VTS)가 적용된 연안해역에서 해상통항흐름에 영향을 미치는 요소를 알아보고자 하였다. 본 연구의 목적을 달성하기 위해 해상교통환경조사는 2007년도부터 2012년까지 어장, 어로활동 및 해양구조물에 대한 마로해 인근해역에 대해 현지 조사방법을 사용하였다. VTS에서 제공하는 서비스종류에 대해 국제표준과 국내 적용 규정을 비교하고 2011년 연안해역에서 제공된 서비스에 대해 분석하였다. 동 해역의 해상교통흐름은 레이더와 선박자동식별장치 정보를 시공간적으로 중첩시켜 최근 6개월간 흐름패턴을 조사하였다. 연구 대상해역은 서남해 진도 인근해역($3,800km^2$)으로 통항분리제도와 탱커선통항금지해역 및 다도해해상국립공원을 포함하고 있다. 연구결과 연안해역에서 제공되는 서비스를 통해 해양사고를 18% 감소시켰다. 서비스 제공수준은 비정규분포를 보이며 공정능력은 향상된 것으로 나타났다. 안전한 해상교통환경 유지하기 위해 정기적인 연안해역 모니터링 및 관리체계의 확립에 대한 대응이 요구된다.
