The Effective Approach for Non-Point Source Management (효과적인 비점오염원관리를 위한 접근 방향)

  • In order to manage non-point sources, the paradigm of the system should be changed so that the management of non-point sources will be systematized from the beginning of the use and development of the land. It is necessary to change the method of national subsidy support and poeration plan for the non-point source management area. In order to increase the effectiveness of the non-point source reduction project, it is necessary to provide a minimum support ratio and to provide additional support according to the performance of the local government. A new system should be established to evaluate the performance of non-point source reduction projects and to monitor the operational effectiveness. It is necessary to establish the related rules that can lead the local government to take responsible administration so that the local governments faithfully carry out the non-point source reduction project and achieve the planned achievement and become the sustainable maintenance. Alternative solutions are needed, such as problems with the use of $100{\mu}m$ filter in automatic sampling and analysis, timely acquisition of water sampling and analysis during rainfall, and effective management of non-point sources network operation management. As an alternative, it is necessary to consider improving the performance of sampling and analysis equipment, and operate the base station. In addition, countermeasures are needed if the amount of pollutant reduction according to the non-point source reduction facility promoted by the national subsidy is required to be used as the development load of the TMDLs. As an alternative, it is possible to consider supporting incentive type of part of the maintenance cost of the non-point source reduction facility depending on the amount of pollutants reduction.

  • 북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6~7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

동서간 중소기업 협력체제 구축 방안

  • 중소기업간 협력 활동은 사업의 전체 혹은 일정 부분에 대하여 분업이나 협업의 관계를 맺는 공동사업의 형태로 나타난다. 기업간 연결의 강도에 따라 기업들간에 형성되는 분업과 협업의 관계를 시장형, 중간조직형, 위계조직형으로 구분할 때, 중소기업간 공동사업은 중간조직형에 속하는 일종의 기업간 네트워크라고 볼 수 있다. 물론 네트워크형의 협력관계를 추진하는 방식도 업무제휴, 지분제휴, 합작투자, 컨소시엄 등으로 다양하다. 그러나 완전한 자본적 통합에 따른 위계적 조직과는 달리 참여기업들이 독립성을 유지하면서, 네트워크 밖의 기업에 대해 경쟁우위를 확보하기 위해 형성한다는 공통점을 가지고 있다. 기업간 협력관계를 통해 참여 기업들이 얻을 수 있는 혜택에 관한 기존연구들은 크게 두 가지로 나누어 볼 수 있다. 하나는 기업의 생산함수를 중심으로 그 이점을 파악하는 것이고 다른 하나는 관계의 종류에 따라 기업간 거래관계를 관리하는 소위 거래비용의 효율성을 중심으로 혜택을 파악하는 접근방법이다. 전자의 접근방법을 따를 때, 기업간 협력의 근본 유인은 규모의 경제(혹은 비경제), 범위의 경제, 집적의 경제, 구도의 경제 등이 협력관계에서 발생하는 혜택의 근본 원천이다. 기술과 제도의 발전, 시장과 경쟁환경의 변화에 따른 기업간 협력의 필요성은 갈수록 증대되고 있다. 소비자들의 요구는 매우 개성화 다양화되고 종합화되는 추세이다. 더불어 기술개발의 비용이 큰 폭으로 증가하고 있으며, 경쟁의 격화로 기술 및 제품의 진부화도 급속도로 이루어지고 있다. 세계화 상품고도화 서비스산업화 정보화 등으로 특징지워지는 새로운 경쟁환경 아래에서 장기적으로 기업의 경쟁력을 향상시키기 위해서는 시장중심적인 관점에서 형성된 기업간 전략적 연계를 바탕으로, 정보의 집적을 통해 다양한 생산성 향상 혹은 관계효율성 향상의 경제를 추구하는 것이 필연적 전제 조건이 되었다. 기업간 경쟁보다는 최종제품의 생산과 판매를 위해 형성된 기업네트워크간의 경쟁이 중시되는 시대인 것이다. 동서간(東西間) 중소기업(中小企業)의 협력(協力)을 새삼스럽게 논의하는 것은 다분히 정치적이라는 느낌을 준다. 경제적인 관점에서 실익이 있음에도 불구하고 동서간 중소기업의 협력이 이루어지지 못하고 있다면, 그 이유는 기업정보의 수집과 유통상의 문제이거나 문화나 기업관행에 대한 잘못된 선입관에서 비롯된 관계 관리비용 계산상의 문제일 것이다. 현실적으로 이 가능성은 매우 낮다. 산업의 발전 정도나 연관성에 있어서 동서축보다는 남북축을 따라 기업간 협력이 이루어질 수 밖에 없는 우리나라의 현재 상황이 동서간보다는 남북간 경제교류를 유도하고 있는 것이다. 동서간 중서기업 협력체제의 구축에 대한 논의가 본질적으로 정치적 관심에서 비롯되었다는 전제 하에, 구축의 방안을 논의하고자 한다. 경제적으로도 타당하면서 정치적으로 관심을 유발할 수 있는 협력체제 구축방안으로, 기업간 네트워크의 조직 주체로서 최근에 논의되고 있는 새로운 형태의 마케팅회사를 동서간에 공동으로 설립할 것을 제안한다. 영구 지속적 공동사업관계보다는 프로젝트별 공동사업을 전제로 기업들 사이의 효과적인 네트워크를 형성함으로써 일종의 가상적 기업을 결성할 필요가 있다. 이러한 기업간 네트워크 형성의 실행주체가 될 수 있는 새로운 마케팅 전문기업의 형태로는 공동회사(空洞會社)(hollow company), 종합상사(綜合商社)(General Trading Company), 거래형 마케팅회사(Marketing Exchange Company), 변환형 마케팅회사(Marketing Coalition Company) 등을 들 수 있다. 양 지역에서는 소비자환경과 기술환경의 특성 및 양 지역의 경제에 대한 파급효과를 고려하여 가장 적합한 마케팅회사의 유형은 선택하여 육성하고, 이를 중심으로 강력한 양 지역 및 다른 지역에 입지한 기업간의 네트워크를 구축하여야 한다. 마케팅회사를 설립하고 완전한 마케팅 서비스를 제공할 수 있도록 육성하기 위해서는 많은 투자가 필요하다. 마케팅회사의 핵심기능 분야인 금융부문, 정보부문, 영업조직 등은 모두 막대한 투자를 필요로하는 기능영역이다. 정보부문은 기술의 발전과 범세계적인 정보관련기관과의 제휴를 통해 독자적인 구축이 어느 정도 가능하나, 영업조직의 구축을 위해서는 기존업체와의 연대가 필수적인 것으로 판단된다. 지속적으로 효과적인 기업간 네트워크를 형성하고 유지하기 위해서는 또한 기업간 관계를 관리하는 방식과 제도 및 수단에 대한 연구가 필요하다. 양 지역 산 학 관의 공동노력을 통해서 새로운 경제 환경에 가장 적합한 기업 형태로 제시된 바 있는 마케팅 전문회사 중심의 기업간 네트워크를 성공적으로 구축한다면, 양 지역 및 국가 경제의 지속적인 동력원이 될 수 있을 것이다

  • CVO(Commercial Vehicle Operations) of Intelligent Transport Systems is the system to manage effciently cargo distribution as providing at real time the information of cargo location and situation through nS and GPS technology. In this paper, we proposed the Gate Automation System of harbors among AVI/AEI. To implement this system, we use the DSRC(Dedicated Short Range Communication) which adopts an wireless communication between RSE(Road-side Equipment) and OBE(on-Board Equipment) on a vehicle. When constructing the automation gateway system of harbors, the business application ability are reviewed practically and the logistics facilities to be constructed in the near future nay use this paper results according to the international standard and it could help complete integrated logistics system.

Diagnosis of Conflict Problem between the Marine Environmental Conservation and Development, and Policy Implication for Marine Spatial Planning (해양환경보전과 이용·개발의 상충 분석과 해양공간계획에 대한 시사점)

  • This paper emphasized the necessity of the marine spatial planning (MSP) through the analysis of the major developmental projects which could make a contradiction based on the adequacy of the site selection and environmental impacts. The conflicting affairs between space utilization and management plan happen in the following ways: marine renewable energy development, sand mining, reclamation, construction of golf course in coastal area, thermal effluent and waste heat, erosion causing port development. The conflict of stakeholder continues caused by the accumulated environmental impact. For the reasons mentioned above, we found two things. First, it is necessary to comprehend the fact of developmental planning and MSP. Second, it is still unsatisfactory to connect the relevance of laws related to the spatial planning. For the reinforcement of marine environmental policy management, it is necessary to consolidate the property of site selection and assessment of developmental scale. Especially, while the strategic environmental assessment is in progress based on site selection and property of scale, consistent diagnosis is needed in the following concerns: the fact of the marine spatial planning, the relevance between national developmental plan and regional developmental plan, fisheries regulation, marine protected animals. For the environmentally sound and sustainable development (ESSD), MSP should have to be prepared based in a way of top-down including coastal and EEZ plan, relevance of ocean-use zoning and sector planning, 3-D spatial information. And also integrated information system have to be prepared through high-tech marine spatial information. In conclusion, consistent and relevant strategy for MSP should have to include the whole information related to the maritime affairs such as harbor, fishing port, fishing ground, coastal management, marine ecosystem generally.

Analysis of Reform Model to Records Management System in Public Institution -from Reform to Records Management System in 2006- (행정기관의 기록관리시스템 개선모델 분석 -2006년 기록관리시스템 혁신을 중심으로-)

  • Externally, business environment in public institution has being changed as government business reference model(BRM) appeared and business management systems for transparency of a policy decision process are introduced. After Records Automation System started its operation, dissatisfaction grows because of inadequacy in system function and the problems about authenticity of electronic records. With these backgrounds, National Archives and Records Service had carried out 'Information Strategy Planning for Reform to Records Management System' for 5 months from September, 2005. As result, this project reengineers current records management processes and presents the world-class system model. After Records and Archives Management Act was made, the records management in public institution has propelled the concept that paper records are handled by means of the electric data management. In this reformed model, however, we concentrates on the electric records, which have gradually replaced the paper records and investigate on the management methodology considering attributes of electric records. According to this new paradigm, the electric records management raises a new issue in the records management territory. As the major contents of the models connecting with electric records management were analyzed and their significance and bounds were closely reviewed, the aim of this paper is the understanding of the future bearings of the management system. Before the analysis of the reformed models, issues in new business environments and their records management were reviewed. The government's BRM and Business management system prepared the general basis that can manage government's whole results on the online and classify them according to its function. In this points, the model is innovative. However considering the records management, problems such as division into Records Classification, definitions and capturing methods of records management objects, limitations of Records Automation System and so on was identified. For solving these problems, the reformed models that has a records classification system based on the business classification, extended electronic records filing system, added functions for strengthening electric records management and so on was proposed. As regards dramatically improving the role of records center in public institution, searching for the basic management methodology of the records management object from various agency and introducing the detail design to keep documents' authenticity, this model forms the basis of the electric records management system. In spite of these innovations, however, the proposed system for real electric records management era is still in its beginning. In near feature, when the studies is concentrated upon the progress of qualified classifications, records capturing plans for foreign records structures such like administration information system, the further study of the previous preservation technology, the developed prospective of electric records management system will be very bright.

A Study on the Improvement of the TRA Framework for Complex Weapon Systems from the System Integration Perspective (시스템 통합 관점의 복합 무기체계 기술성숙도 평가 프레임워크 개선에 관한 연구)

  • TRA(Technology Readiness Assessment) quantitatively assesses the current level of domestic technology and is used as a key tool for determining the possibility of domestic R&D and risk management. However, since the current TRA utilizes hardware-oriented TRL(Technology Readiness Level), it is suitable for independent assessment of each technologies, but has limitations in evaluation from a system integration perspective. In addition, the checklist-based assessment is highly likely to involve subjective evaluation. This study proposes an enhanced TRA framework by redefining TRA procedures and criteria from the systems integration perspective of system engineering. We focused on developing a framework that overcomes the limitations of the current TRL/TRA and enables easier and more intuitive assessment. The proposed framework distinguishes between TE(Technology Element) and CTE(Critical Technology Element) in terms of HW, SW and interface and redefines TRL. TRA is performed according to the TRL redefined from the above three points of view, and the lowest evaluation value is used as system maturity level in consideration of risk management. The proposed CTE selection method minimizes the intervention of the evaluator by utilizing the quantitative goal of the key ROC(Required Operational Capability), development difficulty, and application of COTS(Common Off The Shelf) technology. The effectiveness of this framework was confirmed through a case study of the TSS(Target Surveillance System). It is hoped that starting with this study, research at the framework level will be activated and contribute to the improvement of the TRA system.

  • The output of Korea's livestock industry represents about 40% of the total agricultural production, making it the most high value-added sector in the entire agricultural and forestry industry. However, the fatal epidemics such as foot-and-mouth disease and avian influenza spurs demands for the advanced management of livestock production with IT technologies. U-Livestock means the application of ubiquitous technologies to livestock production. In this study, U-Livestock service models are established on the basis of the life cycle of livestock by using local and overseas cases. The objectives, contents, and structures of service models are required to be designed in detail respectively. The integration of such service models is expected to he1p modernize the livestock industry and raise the productivity of sector.

  • This paper proposes a consumer-tailored solution to prevent the forgery and falsification of data by incorporating blockchain technology in the online and offline distribution of agricultural produce. The solution provides customized services to consumers based on an analysis of the data generated from the sales, distribution, and consumption of quality of the produce. It can also ensure the safety and credibility of the produce, and allow producers to identify consumption intent and the flow of distribution. Producers will be able to determine the flow of produce based on the data collected and thus tailor promotional efforts. This is expected to be the fourth industrial revolution in the agricultural produce distribution sector. Utilizing blockchain and big data technology to create integrated record management systems that combine multiple solutions will shape future technology trends. In addition, if eco-friendly certification is acknowledged as a valuable service and can be incorporated into the distribution process, this solution could become a one-stop distribution solution for agricultural produce.

A Study of Practical Strategies for Cooperative Rural Community Regeneration in Geochang (거창군 협업형 마을만들기 실천전략 연구)

  • Prior hardware-centered rural development projects implemented top-down rural community regeneration via the local government in accordance with central government agency policies. To improve this, software-centered projects have been promoted since 2000. With central agency-led rural development projects changing into local government-led ones, rural community regeneration has been built per village. Although rural community regeneration projects appear to have implemented a bottom-up development currently, the top-down development procedures being facilitated by the intervention of administrative institutions have not disappeared. In this regard, the purpose of this research thesis is to effectively perform bottom-up development methods that go one step further from the current process of rural community regeneration. As the research site, this thesis selected Geochang, which has difficulties in being steadily maintained and operated despite the development of various rural community regeneration projects. Subsequently, it determined the current status and substantial analysis of a project of the rural community regeneration in Geochang through 1:1 interviews with civil servants in charge of administration as well as conducted a prior study on rural resident awareness of rural community regeneration through a survey of village head members and in-depth interviews with rural residents. Based on these data, a 10 times-round table conference was held under the participation of pertinent civil servants, professionals and rural residents to select practical strategies for cooperative rural community regeneration in Geochang as five key areas: local food, culture & welfare, rural villages, community development, and urban and rural interchanges. In addition, it is considered that the project of building villages must be implemented by establishing steadfast administrative co-operation systems, strengthening rural residents' participation capacities and supporting professionals' systemic integrated operation and maintenance. By doing so, this research thesis sought to determine practical strategies in the cooperative rural community regeneration in Geochang. It is expected that bottom-up development rural community regeneration will be built and introduced in each rural community in the future.
