Due to the development of mobile technologies, the carrier (telecommunications) billing service market is rapidly growing. carrier (telecommunications) billing service allows users to make on-line purchases through mobile-billing. Users find this particularly convenient because the payment acts as a credit transaction. Furthermore, the system is commonly believed to be secure through its use of SMS (Short Message Service) authentication and a real-time transaction history to confirm the transaction. Unfortunately, there is a growing number of fraudulent transactions threaten the future of this system. The more well documented types of security breaches involves hackers intercepting the authentication process. By contaminating the device with security breaching applications, hackers can secretly make transactions without notifying users until the end of month phone bill. This study sheds light on the importance of this societal threat and suggests solutions. In particular, "secure" systems need to be more proactive in addressing the methods hackers use to make fraudulent transactions. Our research partially covers specific methods to prevent fraudulent transactions on carrier billing service providers' systems. We discuss about the proposed improvements such as complement of electronic payment systems, active promotion for fraudulent transactions enhanced monitoring, fraud detection and introduce a new authentication service. This research supports a future of secure communications billing services, which is essential to expanding new markets.

향후 인터넷의 개방형 접속 및 유료화에 대비하여 한국통신에서는 개방형 인터넷 접속과 PC 통신의 과금 회수 대행 서비스인 인포샵 서비스를 인터넷상에서도 실현하기 위한 웹 인포샵 서비스 기능을 대용량 통신처리시스템에 개발하고 있다. 웹 인포샵 서비스는 사용자 ID 없어도 전화망을 통하여 누구나 인터넷을 사용할 수 있고, 유료 웹 사이트에 접속한 시간 또는 정보 이용량에 따라 과금하여 이를 전화번호에 통합 과금하는 서비스이다. 웹 인포샵 서비스는 proxy를 기반으로 개발 중이기 때문에 사용자가 웹 인포샵 서비스를 이용하기 위해서는 사전에 반드시 사용하는 웹 브라우저의 proxy 서버 주소를 사용자 인증 및 과금 대행을 처리하는 WARP(Web Authentication Resolving Processor) 서버 주소로 설정해야 되는 불편함이 있다. 본 논문에서는 이러한 불편함을 해소하여 사용자가 쉽게 웹 인포샵 서비스를 이용할 수 있도록 웹 브라우저 상의 proxy configuration에 영향을 주지 않는 플러그인 소프트웨어를 이용함으로써 단축 아이콘의 클릭만으로 자동적 WARP 서버에 접속하는 방법에 관한 내용을 기술하고 있다.

네덜란드는 지난 6월 유럽에서 최초로, 세계에서 두 번째로 망중립성을 보장하는 통신법 개정안을 채택하였다. 네덜란드에서의 망중립성에 대한 논의는 2011년 4월 최대 통신사업자인 KPN이 일부 애플리케이션을 이용하는 이용자에게 별도 과금을 하겠다는 계획을 공개한 이후 촉발되었다. 네덜란드 통신사업자들은 무료 VoIP(Voice over Internet Protocol)나 메시지서비스가 확산되면서 데이터 트래픽은 급증하는 반면 통신업계의 매출이 감소하면서 차세대 통신망 구축에 필요한 투자 재원 확보를 위해 추가 과금이 필요하다고 주장해 왔다. 반면에, 이용자들과 소비자단체들은 이동통신사들이 모바일 네트워크를 통제해 소비자 선택권 제한 등의 우려가 있다며 이에 반발하였고, 정치권이 이에 적극 동조하면서 법제화의 단계까지 진전되었다. 현재 우리나라에서도 망중립성 논의가 활발히 진행되고 있는데, 본 고에서는 네덜란드에서의 망중립성 법제화 배경과 그 내용, 그리고 법제화 이후의 동향을 분석함으로써 그 시사점을 도출하고자 한다.

최근 전화서비스의 수요 증가세 감소, 전화서비스의 다양한 제공 방식의 필요성, 통신기술의 발달 등으로 일반 전화서비스에 지능망의 기능이 결합된 전화부가서비스가 등장하 였다. 전화부가서비스의 도입 효과로는 이용자의 세분화된 욕구의 충족, 다양한 신규서비스의 신속한 도입 및 다양한 서비스의 제공 가능성 등을 들 수 있다. 본 고에서는 2000년 10월 개정된 상호접속기준에 따라 서비스제공사업자가 접속이용사업자로 규정되어 있는 5가지 전화부가서비스 즉, 전국대표번호서비스, 개인번호서비스, 카드계열서비스, 수신자요금부담서비스, 그리고 정보제공서비스에 대한 개념과 그 제공절차, 과금체계를 비교하였고, 나아가 전화부가서비스를 활성화시키기 위한 주요 이슈에 대하여 고찰하였다.

As the mobile communication related services are becoming popular, the payment issues on charging for the content services are getting more and more attention. Many contents providers are having difficulties for correctly charging services they provide, because they do not have appropriate payment systems yet. There are also the privacy protection issues, security problems that arise during transactions, and the authentication issues for both the user and the business, to be taken care of. In this paper, the billing system in the mobile internet environment will be discussed. Topics related to the key distribution for exchanging data, and the authentication mechanism for communications will be discussed. Based on this, a trustworthy billing system will be proposed.

This paper presents the design and implementation of credit-control application to provide prepaid service for Diameter Mobile-lP application in Diameter-based AAA system. Diameter credit-control application is designed to support prepaid accounting service, which is not supported in RADIUS and Diameter accounting. Real-time credit-control requires that an application must be able to rate service information in real-time. In addition, it is necessary to check that the end user's account provides coverage for the requested service, prior to initiation of that service. In this paper, we design and implementation Diameter credit-control to provide prepaid service for Diameter Mobile-IP application.

최근 각 기업과 공공기관들의 서비스들은 웹 서비스 기반으로 구축되고 있다. 이러한 여러 서비스들을 혼합한 협업적 웹 서비스 환경에서 서비스에 대한 프로세스 관리, 서비스 상태 체크, 서비스 과금을 위한 과금 요소 추출등을 위한 모니터링이 필요하다. 이에 본 논문에서는 효과적인 모니터링을 위하여 이벤트 기반의 협업적 웹 서비스 관리 모니터링 구조와 방법을 제시한다. SOA (Service Oriented Architecture) 기반의 협업적 웹 서비스 개발 생명주기를 단계별로 검토하여 관리 모니터링의 관점에서 필요한 요구사항들을 찾아내고, 이를 기반으로 협업적 웹 서비스 관리를 위한 이벤트 기반의 관리 모니터링 시스템 아키텍처를 제시한다.
