어선 충돌사고의 유효충돌속도 산출과 선체 손상에 관한 기초 연구

  • 중앙해양안전심판원의 연간 통계에 따르면 어선의 충돌사고가 전체 충돌사고 중 과반 이상을 점유한다. 충돌사고에서 어선은 타선종보다 규모가 작고 빠른 속력으로 통항함에 따라 중대 사고의 비율도 높다. 이에 따라 충돌요인을 기반으로 한 사고 심각도간의 관계 규명이 필요하다. 본 논문에서는 도로 교통공학에서 다루고 있는 유효충돌속도의 개념을 활용하여, 어선 충돌 시 유효충돌속도를 산출하는 방법을 제시하였다. 그리고 유효충돌속도가 증가할수록 사고 선체 손상 심각도가 증가하는지를 확인하기 위해, 순서형 로지스틱 회귀분석 방법으로 중앙해양안전심판원 해양사고 재결서 5년간(2016~2020년)의 데이터 286건을 분석하였다. 분석결과, 충돌 당시 산출된 유효충돌속도가 클수록 중손과 전손사고의 확률은 증가하는 것을 확인할 수 있었다. 본 연구 결과는 추후 유효충돌속도를 기반으로 한 어선의 적정항행 속력이나 제한 속력의 제한 등에 활용될 수 있을 것으로 기대된다.

  • Using a Monte-Carlo simulation technique we evaluate the empiricla distribution of a pseudo-chi-square statistic based on symmetrically Winsorized sum of squares when the population is normally distributed, and search for a chi-square distribution with appropriate degrees of freedom which can be referred to an approximate distribution for Winsorized chi-square.

  • The author describes document delivery services and document usage patterns of domestic users based on usage statistical data about photocopying service of KINITI that the most important document delivery organization in Korea. And investigated ordering procedures of users, number of document processed and rejected in photocopying service, and delivery methods for users and so on. In FY 1996, number of document in photocopying service increased 2.4 percent in proportion to previous year.

  • The natural disasters such as typhoon, earthquake, flood, heavy rain, drought, sweltering heat, wind wave, tsunami and so on, are difficult to estimate the scale of damage and spot. Also, these disasters were being damaged to human life. However, if based on the disaster statistics the past damage cases are analyzed and the estimated damages can be calculated, the initial damage action can be taken immediately and based on the estimated damage scale the damage can be mitigated. In the present study, therefore, we proposed the functions of wind wave damage estimation for the southern coast. The functions are developed based on Disaster Report('91~'14) for wind wave and typhoon disaster statistics, regional characteristics and observed sea weather.

  • For 5 years and 6 months, ranging from January 2003 to June 2008, SPSS 12.0 Statistical Program was used to analyze the overall analysis, analysis of center line encroachment, analysis of signal violations, analysis of drinking while intoxicated, analysis of driving without license, analysis of two-wheel vehicle, analysis of pedestrian, analysis of safety equipment, analysis of traffic publicity or education and automobile registration accounts, and casualty of traffic accidents that are determined as having statistical implication based on the statistics available from the policy to take a look at traffic accident in the Daejeon area, and there were some meaningful results. With the proof that there is a certain level of ratio for the correlations between traffic control and traffic accident that the effect of traffic control has shown with certain time interval. The relationship of traffic control and the casualty of traffic accident has very low coefficient of correlations that it is not statistically noticeable that traffic control of the police has almost no effect in preventing traffic accident. This is a display of the fact that the conversion of direction for traffic safety measure undertaken to this point is rather urgent that there is a dire need of establishing the effective alternatives.

  • The purpose of this study is to develop school library evaluation criteria by individual provincial office of education. Data was collected from several school library evaluation criteria. Based upon the data new evaluation criteria were developed in order to increase student academic achievement and apply various school environment. Evaluation items were divided into three items: library programs, school support, service. Evaluation methods were identified into survey method, statistics method, and applied standard statistics method. From three methods, applied standard statistics method was selected. This method included quantitative items and qualitative items. Quantitative items have two criteria from budget, three criteria from collection, and three criteria from use. Qualitative items have two criteria: collection and book usage.

  • 최근에 산악지역에서의 국지성 강우에 의한 사고 발생이 증가하고 있고, 2009년에는 북한의 무단 댐방류로 인해 인명피해가 발생함에 따라서 산악이나 북한 지역과 같은 지역의 모니터링이 필요하게 되었으며, 강수량의 기후학적 분포의 특성과 같은 장기적인 강수량 정보가 필요하게 되었다. 레이더는 넓은 영역에 대해서 시 공간적으로 고해상도의 자료를 제공할 수 있기 때문에 국지 규모의 단시간 강수량 정보를 제공하는데 유용하다. 국립기상연구소(National Institute of Meteorological Research; NIMR)는 기존의 층운형 Z-R 관계식(Z=$200R^{1.6}$, Marshall-Palmer, 1948)을 이용한 레이더 강우강도 산출에서 과소추정 문제를 개선하기 위해 레이더-AWS 강우강도(Radar-AWS Rain rate; RAR) 산출 시스템을 개발하여 현재 운영하고 있다. RAR 산출 알고리즘은 각 레이더에 대해서 레이더 강우강도와 지상 AWS 우량계 자료를 비교하여 실시간으로 Z-R 관계식을 산출하여, 레이더 반사도를 강우강도로 변환하고, 이를 합성하여 한반도 영역에 대해서 강우강도 정보를 제공한다. 2010년에는 RAR 자료와 지상 AWS 우량계 자료를 이용하여 레이더-AWS 누적강수량을 산출하는 시스템을 구축하였으며, 현재 시험운영 중에 있다. 본 연구에서는 레이더-AWS 누적강수량의 정확도를 평가하기 위해서 2009년에 대해 레이더-AWS 누적강수량 자료와 지상 AWS 누적강수량 자료에 대해 RMSE, Bias 등의 통계값을 산출하였으며, 북한 지역에 대한 적용가능성을 분석하기 위해서 레이더 관측 반경 내의 북한 지역의 GTS 지점 자료를 이용하여 사례 분석하였다. 본 연구는 레이더 자료를 이용한 지상 관측 공백지역의 강수량에 대한 모니터링을 통하여 이러한 지역의 사고에 대비할 수 있고, 기후학적인 강수량 정보 제공 및 향후 유역별 레이더 면적강수지도 시험판 개발을 통하여 수문 기상 분야에 적용하여 효과적인 물관리에 기여할 수 있을 것으로 사료된다.

Evaluation of Efficiency in the Seoul's Arterial Bus Routes Considering Undesirable Outputs (유해산출물을 고려한 서울시 간선버스노선의 효율성 평가)

  • In order to improve the existing evaluation system of bus services and gain more reasonable analysis outputs, the authors evaluate the efficiency of 113 arterial bus routes in Seoul in 2009 using a modified BCC model considering not only desirable outputs but also undesirable outputs. Each Decision Making Unit (DMU) is assumed to use inputs such as possession costs, operating costs, the ratios of median bus stops overlapped route lengths to produce estimates of desirable outputs (the number of passengers and service satisfaction score) and undesirable outputs (CO2 emissions). According to the analysis, the modified BCC model considering both desirable outputs and undesirable outputs shows more appropriate results. DMUs would be more efficient on average to reduce nearly 10% of the 3 inputs (possession costs, operating costs, and overlapped route lengths) and increase by about 160% the ratios of median bus stops. Also, a Tobit regression analysis is conducted to identify the most effective variables for maximum efficiency and discover that the variable of possession costs and the ratios of median bus stops are statistically significant.

A Study on the Improvement in Statistical Indicator of Public Library (공공도서관 통계지표 항목 설정의 개선방향에 관한 연구)

  • This study was to propose an improvement direction in statistical indicators of public libraries to collect objective data from such libraries. This improvement direction was made by deriving from countable factors at the library. These were selected from various parts of the library sectors, such as the library-related laws, public library standard of our country, and statistical indicators of IFLA and other major countries. Also The these statistical indicator was compared to the current statistical indicator of public library in Korea. The results will be able to develop new draft of statistical indicator, which can be used in understanding the present situation of public libraries.
