Citizen's Attitude to Environmental Facilities (환경기초시설에 대한 시민 의식 조사)

  • A questionare survey was performed to investigate the citizen's attitude concerning waste treatment facilities. Most people recognized the seriousness of the waste treatment problem and think that more composting facilities should be built. People dislike most the landfill facility, followed by the nightsoil treatment facility, the incineration facility and the composting facility. Most people answered that the disirable distance from their house to the treatment facility should be farther than 4km for the landfill facility, farther than 2km for incineration and composting facilities and farther than 1km for the wastewater treatment plant. Most people want moving cost+land price+inconvience suffering cost (amount equal to the land prize+building prize) for their retrieval. About 30% of people answered that they will not accept any waste treatment facility even though it is perfect.

An Estimation on Development Capacity under Urban Growth Management Policies: A Case of Maryland in the U.S. (도시성장관리정책 하에서의 개발용량 추정과 정책적 함의: 미국 매릴랜드 주를 사례로)

  • Using MD Property View database on 15 counties in Maryland in the U.S., this study attempts to explore the estimation process on the housing development capacity under the Maryland's urban growth management policy known as the Smart Growth Initiatives. This study also seeks to draw the implications of the estimated development capacity by individual counties on successful implementation of the urban growth management policy. The finding shows that this region has land for residential use enough to accommodate growth for the next 30 years. However, contrary to the goal of the Smart Growth Initiatives, a majority of development capacity is located not only outside the Priority Funding Area designated by the Smart Growth Initiatives but also at counties that are located far away from the major metropolitan area. In addressing this problem, the state does not need to either abolish or immediately expand the Priority Funding Area. Rather, the state requires local governments to include housing elements in their comprehensive planning, to provide periodic estimates on housing and employment capacity, and to establish and manage database on the location and the capacity of developable land.

  • This study aims to introduce "Street-Housing" Redevelopment Projects adopted by the revision of regulations in 2012 and promote them by surveying residents' needs. The objectives of the street-housing redevelopment projects are to maintain existing street systems and redevelop housing by small units, as an alternative to the large-scale housing redevelopment by the expropriation. Residents, however, do not seem to support the new projects since they are satisfied with their current housing, have difficulty in raising funds, and are uncertain about proceeding with the pre-arranged. Despite these barriers, residents may support the projects if project charges can be lowered by the reduction in each resident's share and the increase in supporting funds. This study proposes new practical methods for realizing the projects: choice of an appropriate site, engaging for resident's participation in projects, reduction in project charges, and removal of barriers to co-operative development. etc.

How to extract value from poverty? : an institutional ethnographic critique on the Community Redevelopment Agency of the City of Los Angeles (빈곤으로부터 가치 짜내는 방법 -로스앤젤레스 도시재개발국에 대한 제도민족지적 비판-)

  • An increasing number of cities employ rescaling strategies that not only construct metropolitan production network scaled down from national context, but also tune up new governance to effectively control local geographies of the city. In this context, urban redevelopment has emerged a key 'global' strategy to empower governmental institutions of the city, which not only eliminate such threatening spatial variables as deteriorated housing, working-class ghettos, and crime areas, but also increase and extract exchange value of those spaces. I view such practices a process of 'glurbanization'. This paper investigates how state/city government employs the discourse of urban re/development for 'inventing' poverty at an urban scale: how it institutionalizes the discourse for implementing concrete projects: and how urban institutional apparatus appropriate their discursive practices of redevelopment for their own ends in the city. By particularly focusing on the California Redevelopment Law and the Community Redevelopment Agency of the City of Los Angeles, this paper analyzes the ways in which the law and the agency extract value from what they define 'blight areas' by means of eminent domain and tax increment revenues. For empirical analysis I employ discourse analysis and institutional ethnography. I conclusively argue that the urban spaces stigmatized as 'blight areas' are increasingly entrapped by the urban redevelopment agency, which extracts increased exchange value from the areas and redirects it for supporting external investors, private developers, and the body of the agency itself.

  • The Riparian Buffer Zone(RBZ) is a sustainable social-ecological system created in the middle zone between water and land. For the RBZ, close communication with the local community is important, and it is necessary to promote it as a communicative environmental planning process. In this study, for the RBZ project, three strategies are presented as a communicative act to understand and implement planning. First, government-led projects were avoided and improved to a process in which citizens and stakeholders participated together, centered on local partnership. Second, it was intended to introduce design criterias in terms of enhancing the function of ecosystem services that citizens can sympathize with, and to increase acceptance and awareness through the planning of preferred spaces and facilities. Third, after a balanced plan for habitats, water cycle-based ecological environment, ecological experience and open space, citizens felt the restoration effect and value as an ecological resources, and a system was prepared to participate in the operation and management. This study will work as a process model based on citizens's participation. In addition, it will be possible to provide lessons for the change of the policy paradigm for the RBZ and the implementation of similar projects in the future.

An Assessment of Flood Mitigation Policies Integrated in Local Comprehensive Plans: The Case of Florida in the United States (지자체 도시기본계획의 홍수예방정책 평가: 미국 플로리다 사례를 중심으로)

  • 'Planning researchers' believe that losses from floods can be reduced if governments address this issue and adopt appropriate policies in their plan. As a starting point for examining this idea, this research assessed the ability of local government to incorporate flood mitigation policies in their local comprehensive plans using plan quality evaluation methodology. This study analyzed 53 local comprehensive plans in Florida against the protocol developed by including key flood mitigation policies. While flood mitigation through land use management tools, such as permitted land use in floodplain areas and wetland permit, gained widespread acceptance at the local level in Florida, incentive based tools/taxing tools and acquisition tools were rarely adopted. Study results show that 53 local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69 % of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flood issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. Because the concept of the plan quality and its methodology offer an objective and straightforward tool for studying plan quality and guiding plan preparation, they can be applied to various environmental and hazard issues in Korea.

The Influence of Market in Agricultural Spatial Organization (농업공간조직에서 시장의 영향)

  • Although modern versions of the traditional Von $Th{\ddot{u}}nen$ theory have contributed to a description of spatial organization in agriculture, they did not incorporate the market mechanism as an integral part of location theory. This deficiency has been indicated and new mathematical structure has been proposed elsewhere by the author. The closed model, which simultaneously considered a basic principle of supply and demand, exposed a computational complexity. Based on the problem, this study attempts to extend market mechanism in order to consider the influence of city (market) size in agricultural location theory. To theoretically explore the economic relationship in a location theory, this study simplifies agricultural activity as just two activities in one-dimensional spatial economy. The problem has been solved by equating total supply and demand of agricultural products, and then by determining each agricultural price from the relationship. All of the mathematical problems have been arranged in matrix form. First, the traditional model and closed model have been compared by quantitative comparative statics which provides the sensitivity test for each model. The results have shown that the traditional model shows a relatively excessive change in land use, besides the deficiency of a constant agricultural price. Second, the effects of the size of market town and its population increase were examined, using the closed model. In this case, the price of agricultural product is increased, and the land use is extended outward. This proves that locational rent is related to the expansion of land use. Third, environmental uncertainty was associated with the closed model, in order to further consider the difference of farmers attitude in strategic perspective. In this study, two extreme attitudes, which reflects the maximum average expected returns and the maximum guaranteed returns, were examined in their land use and their effects on the prices of agricultural products. It was shown that the two farmers attitudes can be interconnected with location theory. Due to the exogenous data, the differences in the area of land use and total quantities of agricultural products were not clearly shown in this study. However, it was shown that the land use pattern is very different. That is, maximum guaranteed return model reveals a mixed land use pattern around the market town. Basically, this study shows some spatial and economic implications related to Von $Th{\ddot{u}}nen$ model.

Cultural Ecology on the Village Fengshui (마을풍수의 문화생태 - 지리산권역의 마을을 사례로 -)

  • The meaning of fengshui was another cultural ecological environment in the pre-modern in Korea. Village residents made interrelations with village natural environment by the medium of the geomantic landscape. The functions of cultural ecology through the village fengshui are as follows: the spatial location, the population inflow, the regulation of the community's production or construction or land-use, the adjustment of the environmental carrying capacity, the environmental management, the forming of the collective environmental perception and attitude. Village fengshui is a cultural adaptation strategy to the local environment for the village residents. Fengshui can be evaluated as a traditional cultural ecological way and knowledge system for keeping sustainable village environment in East Asia.

  • 지하방수로는 도시의 지하에 대규모 수로 터널을 시공하여, 도시 지역에 발생한 집중 호우를 초기에 배제하여 제내지 침수 피해를 줄이는 목적으로 사용되는 대표적인 구조적 홍수 피해 경감 대책이다. 효과적으로 침수 피해를 줄일 수 있을 뿐만 아니라, 특히 지하에 설치되어 토지 수용에 대한 부담이 줄어들기 때문에 일본 등지에서 최근 주요 홍수 방어 대책으로 활용되고 있다. 지하방수로 유입부는 크게 접근수로, 유입구, 수직 갱도(vertical shaft)로 구분되며, 접근 수로를 통하여 유입된 흐름은 유입구를 통하여 가속된 후 수직 갱도로 유입되게 된다. 따라서 지하방수로의 배제 능력을 평가하기위해서는 유입구에서의 유량 및 흐름 특성을 정확히 평가하는 것이 매우 중요하다. 나선식 종경사형 유입구(inclined spiral intake)는 지하방수로 유입구 중 가장 일반적으로 사용되는 형식으로 나선식 유입구의 한 형태로 유입구의 외측 또는 중앙선을 따라서 일정한 경사를 주어 사류 유입 흐름을 유도함으로서 유량 배제 효율을 높인 형태이다. 나선식 종경사형 유입구도 일반적인 나선식 유입구와 마찬가지로 접근수로 수위를 측정하여 유입량을 예측할 수 있다. 본 연구에서는 수리 모형 실험을 통하여 나선식 종경사형 유입구에 대한 수위-유입량 관계를 검토하였다. 평탄한 입구를 가지는 안내벽이 있는 형식의 유입구 모형을 이용하여 수위-유입량 관계를 검토하였다.

  • 최근의 정보기술 발달로 지리 정보의 이용 영역이 점점 확대되고 있다. 특히 지리정보 시스템은 토지, 도시 및 지역, 시설물 관리, 교통, 환경, 자원, 기상 및 국방정보를 비롯하여 수송 및 배달, 공익사업 등 다양한 분야에 활용도가 풍부하다[1][4]. 본 논문은 가스 잔류량 원격 탐지용 송.수신 제어부와의 인터페이스 기능을 갖는 연결보드와 이 보드를 통해 들어오는 수용가(고객)의 사용검침정보를 GIS(Geography Information System)과 통합하여 통계자료 분석 및 보고서를 발행하고, 사용에 따른 실시간 저장소 위치정보를 실시간으로 모니터링 및 사용자 관리할 수 있는 원격 관제시스템을 개발했다. 현재 가스 공급자들이 겪고있는 어려움 중의 하나는 노동력에 의한 가스 잔류량을 수시로 검침하고 검침량에 따라 수금을 하고 있다. 본 시스템의 개발로서 원격에서 가스 잔류랑 검침 및 가스탱크 교환시기, 고객관리 및 고지서 발행과 GIS를 이용한 재충전 또는 교환할 가스탱크의 위치 및 시기를 쉽게 파악하고 긴급 상황에 따른 조치를 신속하게 취할 수 있다. 그리고 가스저장소 실 시간관제, 저장소의 현황분석을 통한 가스 공급자의 관리업무에 대한 효율성을 도모한다.
