  • A sudden change of social structure makes the nations have experienced terrorism to establish an anti-terrorism law and associate with international agreements to protect themselves from terrorism. Korea is exposed to terrorism as it has grown in stature by holding the international occasions and has been easy to travel abroad since 1980. Korea regulates the terrorist by a guideline which was established in 1982 by the presidential instruction and other criminal law. However, the majority of people doubt the propriety of overinterpretation of the law and punishment for terrorism. To cope with the situation strongly, it is better to establish an anti-terrorism law to block terrorism and apprehend the terrorist beforehand. Also we should realign an anti-terrorism organization that should be organized by the type of terrorism. In addition, we can expect to avoid waste of a budget and human efforts if we introduce terrorism warning system and face with each stage of situation. Lastly it is possible to prevent terrorism if we build up preventive actions along with the local residents.

  • With the Japanese attacks on Pearl Harbor in 1941, approximately 2,500 people were killed. The terrorist attack on World Trade Center in the United States resulted in the heavy loss of people's lives, 2,749 in all. The 9.11 demonstrated that terrorist attack could be more serious problem than the war in our modern life. In addition, terrorist armed with new and high technologies have become more dangerous elements to the international community. Especially, the fact that the weapons of mass destruction are used by terrorist organizations is a matter of great concern. The strength of terrorist arsenal gives terrorist a decided advantage over us. The chances of success for terrorist have been increased due to the terrorist friendly environments. Terrorism has evolved without stopping from its birth, which is imposing a great burden on the authorities concerned. The counter-terrorism strategy and tactics used in the past have been useless in the fighting against new terrorism. To cope with the fast changing terrorism, comprehensive countermeasures should be developed. The purpose of this study is to know the enemy. To achieve the goal, the current situation on international terrorism as a whole is examined. • Recently the characteristics of those who committed serious terrorist crimes are not directly related to the direct command system of a specific terrorist organization (ex. IS) but are influenced by the political propaganda of terrorist organizations online, Terrorist crime under the loose form of the terrorist organization. Therefore, this study suggests ways to improve countermeasures against terrorism in metropolitan subways. Although it is important for the prevention of terrorism in the subway, it is important for the police officers of the subway police and the special police officers of the railway to have a physical limit to take charge of them, and after confirming that improvement measures are necessary, And pointed out the possibility of establishing independent security departments where judicial and administrative control is not feasible to grant police rights. In addition, I pointed out how to improve the safety of subways in the metropolitan area through the recruitment of core job candidates and the identity survey during the subway operation. Furthermore, it was confirmed that a special council on terrorism, which can take into consideration the characteristics of subway terrorism, such as airports and ports, is required to be established in charge of terrorism prevention under the current Anti-Terrorism Act. Finally, it is once again emphasized that the strengthening of the powers of the counterparts to terrorism must inevitably limit the basic rights of the people, so the principle of proportionality must be observed in their activities.

  • In the post-Cold war world, the threat of terrorism is emerging as the most formidable challenge. The terrorist attacks including 9.11 World Trade Center attack have proved such challenge. It has become apparent that no country is safe from the scourage of terrorism. The region of the southeast Asia is no exception to this trend. The Bali bombing of 2002, killing about 200 innocent people, demonstrated that the threat environment had significantly altered. Today, local and regional groups such as Jemiah Islamiah can conduct terrorist operations as devastating as those carried out by Al Qaeda. As fighting terrorism is a complex multi-dimensional task, the responsibility for fighting terrorism must not rest with a single government. The burden must be shared by both the local governments and international communities. In addition, To prevent another bombing of the scale of Bali, countries in the region of southeast Asia must respond decisively. The purpose of this study is to examine the current situation on terrorism in the southeast Asia and to provide perspectives on future terrorism in this region. To foster the better understanding, historical survey on the terrorism in the region and local terrorist groups' network with the foreign terrorist organizations including Al Qaeda have been researched. Based on the result of the research, this paper provides a perspectives and evaluation on the future terrorism in the southeast Asia. It also provides an implications for our reference in the war against terrorism.

  • This study is to present effective and rational strategies by comparing and analyzing plans of some nations such as the United States, Britain, Germany and Japan against terrorism. Nations mentioned above have made alliance to prevent the possible terrorism after 9.11 attack and performed various tasks efficiently. The result of this study is summarized as follows. First, it is required that there should be an integrated system which works properly. Each nation has not distinguished natural disaster from man-made one based on the damage and the abilities of authorities to deal with. On the other hand, South Korea tells two disasters according to causes and runs distributed systems in which each government division performs its duties to manage each disaster. Accordingly, in economic terms, it is much more effective to provide integrated counter terrorism, not distributed one. Second, information sharing must be stimulated. To take actions quickly when an accident occurs, the government needs to have united and integrative systems, which make it prepare for various types of terrorism well. In addition, it is necessary for a government-related organization to tie up with other channels for collecting, analyzing and sharing information. For this, integrative systems for terrorism should be taken into consideration.

  • It is very difficult for ordinary people to commit suicide bombing because of two reasons. First off, suicide bombers have to sacrifice themselves. Moreover, suicide bombers should kill innocent people who are not directly related to their goals. However, suicide bombing increase and 2,670 people were killed in 2011 due to suicide bombing. Ropoport indicated that suicide bombing is related to the fourth wave in modern terrorism. This study explored the current situation of suicide bombing and analyze suicide bombers' motivation with several cases. The suicide bombers' motivations were explained by two categories, which are individual and organizational(or social) aspects. The individual aspect included the loss of family, trauma, and distorted recognition of society. The organizational(or social) aspect consisted of religion, ideology, and strategy. It was found that these aspects influence suicide bombing. There was no suicide bombing in Korea, but we need to prepare for suicide bombing because of high possibility.

  • June 2006, five korean oil workers, three who worked for Daewoo and two for Korea Gas, released after being held hostage by separatist militants in Nigeria. The kidnapping was happened in the Niger Delta where armed separatists are demanding a larger share in oil revenues and compensation for environmental destruction due to oil exploration. Seven months later, nine Korean pipeline workers of Daewoo together with a Nigerian were kidnapped again and safely released thanks to the efforts of the company and the Korean government. These two kidnapping incidents have shown that companies engaged in the overseas business are not safe any more from the terrorist attacks and has given an invaluable lesson that the company having an intention to go abroad for business should take all possible anti and counter-measures against terrorism. The main purpose of this study is to suggest a guideline for the establishment of counter-terrorism and security strategy against terrorist attacks on the private companies at the overseas.
