An Analysis on Main Issues and Policy Implications of Korean Emission Trading Scheme - Focused on the Semiconductor Industry of Korea - (국내 배출권거래제 도입에 따른 주요 쟁점사항 및 정책적 시사점 - 국내 반도체 산업을 중심으로 -)

  • The global warming caused by GHG has emerged as a global environmental problem. For this reason the continued efforts to reduce GHG emission by international cooperation and each country are in progress. This study was performed for a successful accomplishment of Korea's ETS aims in 2015, that is to reduce GHG emission, maintain competitiveness of the domestic industries and to reinforce competitiveness of the environmental management of domestic companies through comparing analysis research of major overseas ETSs with main features of Korea's ETS and the analysis of semiconductor industry. In this study, the cases of already being implemented ETS countries such as the European Union, the United States and New Zealand etc. have been investigated by comparing to Korea's ETS. We also suggested the detailed political proposals to stabilize the introduction of Korea's ETS at the enterprise level.

Life Cycle Greenhouse Gas Emission Assessment on Locally Generated Kenaf Residue Biomass Fuel in South Korea (EU RED-II 방법론을 적용한 국내 미이용 바이오매스 케나프 펠릿의 전과정 온실가스 배출량 산정)

  • The greenhouse gas (GHG) emission assessment of kenaf pellet, produced from locally generated kenaf residues in South Korea, has been studied based on the EU RED-II methodology for calculating GHG impact of biomass fuels. Based on the production pathway of kenaf residue pellet and emission coefficients from EU JRC report, the life cycle GHG emission of kenaf residue pellet is assessed as 3.0 gCO2eq/MJpellet and the life cycle GHG emission of electricity generated from kenaf residue pellet is assessed as 11.9 gCO2eq/MJ when electrical efficiency of final conversion is 25%. The potential GHG emission reduction of electricity produced from kenaf pellet is 90.3% compared to the domestic electricity emission factor 42.8 kgCO2eq/MWh. Also, the electricity produced from kenaf pellet can reduce at least 59.6% of GHG emission compared to the electricity produced from imported wood pellets.

Analysis of carbon emission reduction effect due to electricity conversion of container port's CHE (컨테이너 항만 하역장비의 친환경 전환에 따른 탄소 배출저감 효과 분석)

  • As the 'Eco-friendly conversion project for Port's CHE(Cargo handling Equipment) ' which has started in 2014 ends in 2024, in addition to the existing 'Low pollution' paradigm to respond to fine dust problems, a full-fledged 'Zero-emission' conversion is to be required to implement 2050 carbon neutrality at the port level. Accordingly, this study calculated the future replacement demand for container handling equipments at the four major domestic ports(Busan, Incheon, Yeosu Gwangyang, and Ulsan), and assumed a scenario where every CHE supposed to eb replaced is electrified inturn every year. And then the resulting future emission reduction effect accordingly was calculated and analyzed. In particular, compared and analyzed the emission outlook applying the life-cycle concept(LCA), which is being adopted as a new emission calculation standard in most industrial fields, and the existing emission calculation concept that only considers direct emissions within the port, to provide more effective implications for the promotion of follow-up conversion projects. According to the analysis results, if the CHE is replaced according to the proposed schedule, it is expected that the existing emissions can be reduced by 79% compared to BAU in 2025 and 97.4% in 2030. However, if the LCA is applied, it is expected to be reduced by only 27.6% by 2030. This suggests that port's CHE must be converted to zero emissions and at the same time establish an Ports' self-sufficient energy grid based on renewable energy.

A Study on Selection of and Priority on Assessment Indicators in Green Logistics : Focused on Ports and Inland Hub Terminals (녹색물류를 위한 탄소저감정책 평가항목 우선순위에 관한 연구 - 항만 및 물류거점을 중심으로 -)

  • Green logistics is regarded as an inevitable global trend in the 21st century. It can be accomplished through more broad and active reverse logistics globally, resulting in use of less fossil fuels, finally reducing carbon dioxide and other pollutants. Many countries such as U.S., Japan, EU nations have already set up policies related to carbon reduction, so-called 'green policies.' This paper aims to identify evaluation criteria for logistics policies and relative importance among those criteria, especially in the field of ports and in-land hub terminals. We examined projects related to carbon reduction from domestic and foreign ports and logistics centers and found evaluation factors and assessment indicators. With pre-evaluative items and pre-assessment indicators, we have done a survey and selected evaluation factors and assessment indicators for ports and inland hub terminals in Korea. By analyzing the mutual importance of each pre-evaluative items and pre-assessment indicators related to carbon reduction policies, this research provides guidelines on selecting the key items for the propulsion of carbon reduction projects. This study shows the importance of preliminary evaluation items and indexes with AHP in evaluating carbon reduction policies and the result shows the restrictions and change in transportation and use of alternative fuels. Lastly, it provides a guideline to policy-makers and firm managers in the field of green logistics.

  • 대기 중 휘발성유기화합물(Volatile Organic Compounds)은 인간에게 직접적으로 위해한 영향을 준다는 보건학적인 측면과 광화학스모그 생성에 관여한다는 이유 등으로 많은 주목을 받고있다. 식생은 자연 VOC(NVOC)의 가장 주요한 배출원이며, 대기중으로 유입되는 반응성이 강한 탄소의 주요한 배출원이며, 전 세계적으로는 NVOC의 배출량이 인위적인 것의 약 7배정도에 이를 것으로 추정되고 있다. 우리나라의 경우 전 국토의 2/3이상이 산림으로 이루어져 있어 NVOC가 인위적인 VOC의 양을 훨씬 초과할 것이라고 사료된다.   • 다환방향족 탄화수소(PAHs)는 도시 대기입자상물질 중에 광범위하게 존재하고 있으며 그들의 발암성 및 변이성으로 인하여 건강과 관련하여 많은 주목을 받고 있다(Kado et at., 1996; Nielsen et al., 1996; Kao, 1994; Manzie et al., 1994). 다환방향족 탄화수소는 탄소나 수소를 함유한 유기물질의 불완전연소나 열분해에 의해서 생성된다. 연소과정에서 배출되는 다환방향족 탄화수소는 배출원에서 초기에 가스상태로 배출되나 상당량은 대기중의 입자상물질에 흡착된다. 산불이나 화산 등에서도 다환방향족 탄화수소에 기여하나 대기로 유입되는 대부분은 인위적인 배출원에서 배출된다.   • 오늘날 지구온난화현상이 심각한 환경문제로 대두되어, 1988년 IPCC 발족, 1994년 '기후변화협약' 발효를 통해 온실가스 배출을 저감하고 기후변화에 공동 대응을 모색하기 위한 범지구적 노력을 기울이고 있다. 우리나라도 2020년까지 온실가스 배출량을 감축목표를 BAU(business as usual:온실가스 감축을 위한 행동을 하지 않았을 때의 자연적인 배출변화량) 대비 30%로 결정한 바 있으며, 농업부문도 온실가스 감축기술을 개발하여 농업 현장에 널리 보급할 필요가 있다. 농업부분 온실가스 배출량은 1,840만 $CO_2$톤(2007)으로 산정되어 국가 전체 발생량의 2.9%에 해당한다. 이 중 경종부분이 65%, 축산부분이 35%인데, 경종부분 온실가스의 대부분은 벼농사가 차지하므로 벼농사에 있어서 온실가스 감축이 시급한 것으로 나타났다.

GNP-CNT 하이브리드 탄소 소재를 이용한 Supercapacitor에 관한 연구

  • 최근 화석연료 고갈 문제를 해결하기 위해 대체에너지 개발과 다양한 형태의 에너지 개발에 관한 연구가 활발히 이루어지고 있다. 특히, supercapacitor는 high energy density, high power density, longer life-time과 같은 특성으로 인해 에너지 저장 소자로 각광 받고 있다. Supercapacitor는 석유를 대체할 수 있으며 이산화탄소 배출이 없는 친환경 에너지인 태양광, 풍력, 수소연료전지 등의 신재생에너지 저장장치로써 큰 비중을 차지한다. Supercapacitor의 종류인 electrical double layer capacitors (EDLCs) 는 전극과 전해질 사이에 발생하는 전기 이중층에 축적되는 전하를 이용하여 에너지를 저장하는 반응 메커니즘을 가지며 전극 재료로는 탄소 소재를 사용한다. 탄소 소재는 환경 오염이 적고 가격이 저렴하며 넓은 표면적이라는 장점이 있다. 하지만 기존 탄소 소재는 이러한 장점을 가지지만 supercapacitor로써의 효율이 좋지 않게 나온다. 이런 문제를 개선하기 위하여 그래핀 나노플레이트(Graphene nanoplate, GNP) 위에 직접 탄소나노튜브(Carbon nanotube, CNT)를 성장 시킴으로써 GNP-CNT 하이브리드 탄소 소재를 제조하여 전극으로 사용하였다. 이 GNP-CNT 하이브리드 탄소 소재는 다차원 구조를 가짐으로써 기존 탄소 소재들보다 분산이 잘되고 전해질과의 작용하는 비표면적이 넓다. 전극을 제작하여 Cyclic voltammetry(CV)와 galvano를 측정한 결과는 기존 탄소나노튜브보다 5배 정도의 정전용량(Capacitance)를 가졌다. 이 전극의 구조적 특성을 관찰하기 위해 SEM, TEM 등을 측정하였다.

A Study on the Causalities Among GDP, Electric Consumption, CO2 Emission and Environmental Regulation in Korea (한국의 경제성장, 전력소비량, 이산화탄소 배출량 및 환경규제 간 인과관계 분석)

  • The rapid climate change is strengthening carbon emissions regulations internationally. Korea is strongly pressed to accept the obligation to reduce greenhouse gases as one of the United Nations Framework Convention on Climate Change. This article analyzed the Granger causalities among environmental regulation, economic growth, electricity consumption, and CO2 emission in Korea, using unit root test, cointegration test, and vector error correction model. As the results, environmental regulation has shown the bidirectional causalities with electricity consumption and CO2 emission, while being unilaterally affected by economic growth in the long-run and strong relationship. Economic growth has affected electricity consumption, CO2 emission, and environmental regulation in the long-run, in the complex structure of the unilateral and short-run causality with electricity consumption and the bidirectional causality with CO2 emission. The policy implications will be as follows: ① environmental regulation should induce sustainable growth through encouraging technological innovation relating to CO2 reduction and productivity enhancement. ② Responding to the international CO2 reduction regulation, the synthetic policy initiatives will be considered to make synergy effects among policies relating to economic growth, electricity consumption.

A Study on Introduction of Greenhouse Gas Emission Trading Scheme in Korea (우리나라 온실가스 배출권거래제도의 도입에 관한 연구)

  • This study aims to introduce greenhouse gas emission trading in Korea as a highly cost-effective mechanism for controlling emissions. The Basic Act on Low-Carbon Green Growth will cover methods of emissions allocation, national inventory, and trading systems (i.e. emissions trading platforms, national registry,and clearing and settlement platforms). The Korean emission scheme will be based on the Korean Climate Change Act proposed by the National Assembly and Government with a cap-and-trade scheme. The national allowances will be allocated by the hybrid system. To establish the national inventory, TRADEMARKS (Telemetering System) and emissions factors are effective for greenhouse gas emissions measurement. It will likewise be effective for the national registry to be implemented via a Korean Integrated Registry, the emissions trading platform via the KRX (Korean Exchange), and the clearing and settlement platform via the KSD (Korean Securities Depository). In other words, the KRX will manage product development and marketing for Korean Carbon Financial Instruments (including commodities, futures, and options contracts) listed and admitted to trading on the KRX. All emissions trades will be standardized and cleared by the KSD.
